The following are the recommendations of the Public Works
Committee which were considered at its meeting of April 9, 1969 :
COMMUNICATIONS
129: E. Alvey Wright, Acting State Highway Safety
Coordinator
Transmits for the Council's information and
comments a draft of the rules and regulations
covering The Design, Placement and Maintenance
of Traffic Control Devices and The Design,
Construction and Maintenance of Public Streets
and Highways :
129.1: Chief Engineer
Informs that draft proposal offers each county
to program its own needs as to criteria and
standards for inventory, inspection, maintenance
and replacement of traffic control devices, in
general conformity to established highway
standards .
Implementation of the Rules and Regulations will •
require the Public Works Traff is Safety and
Control Division to. .set up the basic base maps
and records for inventory and analysis. In the
1969-70 budget, the creation of a traffic . engineer
position has been requested and additional manpower
requests may be necessary in the future :
Refer to the Highway Safety
Council for a study and
recommendations .

Submits to the Mayor the following traffic safety
OS'1> matters for the Council's consideration and
recommendation:
1. Parking in Front of Hilo Municipal Golf Course
Recommendation: Amend Resolution No . 175 to
prohibit parking along a portion of Haihai
Street :
Refer back to the Highway Safety
Council to look into the possibility
of having the entrance on the mauka
side and the exit on the makai side
of the street with the elimination
of two or three parking stalls by
the exit area.
Also suggest that entrance and exit
signs be erected to direct traffic .
2. Crosswalks for Harry K. Brown at Kalapana
Recommendation: Amend Resolution No . 175 to
establish two crosswalks at Harry K. Brown
Park:
Accept recommendation.
Request Corporation Counsel to
prepare proper resolution.
3 . Speed Limit Reduction for Anderton Road, Papaikou
Recommendation: Recommends that the speed limit
be reduced from 35 mph to 20 mph and that
Ordinance No . 39 be amended by adding a new
section for 20 mph :
Accept recommendation.
Request Corporation Counsel to
prepare proper ordinance .

No . 165: 4. Pahoa-Kapoho Road Pedestrian Walkway
(Continued)
Recommendation: Recommends that the County Council
appropriate $1,000 to improve the road shoulders
along section of Pahoa-Kapoho Road to make it
safe for students to walk to and from school : •
Refer to the Mayor and recommend
that the road shoulders be improved.

Re: 'SWC-3/Rec. 1 - Tmprovement of Intersection of
Puainako and Kinoole Streets -- Informs that the cost
to improve the intersection is estimated at 33,500
and permission from the State Highway Division must
be obtained to do. the necessary work within its
right-of-way.
Informs also that the installation of flashing
lights at this intersection as approved by the
former Board of Supervisors is pending approval
from the State Highway Division:

Re : WC-3/Rec. 3 .- Additional Access Routes to the
New Kealakehe School - Recommends that of the three
• proposed additional access routes, the route through
the Liliuokalani land is most feasible. Total
estimated cost is $84,000 for land acquisition and
$60,000 for road construction: (C-142/PWC-5)
Received and filed.
Send a copy of the Chief Engineer' s
letter to Mr. Peter Kawahara for
his information on the costs involved.

Re: Widening of the Roadway to Laupahoehoe Point -
Request that the Council grant authorization to the
Public Works Department to acquire the necessary
right-of-way for the subject improvement. Cost
estimate is 33,000 and a source of funding can be
through balances of completed highway projects as
determined available:

Recommends that authorization be
ranted to the Public Works Dept.
o acquire the necessary properties
for the widening of the roadway
according to County standards.

Re: Radio Communication System Equipment for the
County of Hawaii - Reports that the cost for the
additional equipment needed to supplement those of
the Board of Water Supply for a County Radio
Communications System will be $14, 372.12. 'Also
recommends that the Communications Officer in the
Civil Defense Agency be increased from its present
one-half-time status to full-time status:
Refer to the Mayor for considera-
tion in the 1969-70 budget.

Re: Road Maintenance Escrow Agreement - Hawaiian
Ocean View Estate/First Trust Company -- Submits
for the Council ' s approval a request to join as
party-plaintiff with the residents of the subdivision
in obtaining a court order against the Crawford
Oil Company to require the developer to repair
roads within the subdivision:
Recommends that the County partici-
pate in this action along with the
land owners of the Hawaiian Ocean
View Estates and the First Trust
Company.

.AMEND 1 : Request the Chief Engineer to submit cost estimates
for the installation of street lights at the bottom
of the Kealakekua Heights Subdivision.
AMEND 2: Request the Chief Engineer to look into the possi-
bility of installing street lights at the inter-
section of Kawili and Hinano Streets.
AMENDIED 3: Request the Chief Engineer to look into the possi-
bility of installing traffic lights at the ' inter-
section of Kanoelehua and Lanikaula Streets.
No . 4: Recommends that the Planning Department get together
with the land owners of Kailua for the disposition
and ultimate layout of the area for a. village design
and planning concept as- requested by the Kona Senior

AMENDED5: Request the Parks and Recreation Department to look
into a possible park site in the South Point area
at or near the contemplated airport and in light of
the fact that water is developed and the site area
is in constant use by the residents of Kau as well
as Hilo .

as set by categories be reviewed by the Public
Works Department in light of possible traffic safety
standards and a possible reshuffling of priorities.
No . 7: Recommends that the Council go on record to oppose
House Bill No . 663 relating that no county shall
issue building permits for the construction, repairing
or alteration of any building or structure exceeding
the cost of 131,000, except to duly licensed contractors.
:AMEND 8: Request the Parks and Recreation Department to look
into a possible park site in the Papaikou area.

Submits to the Mayor the following traffic safety matters
for the Council's consideration and recommendation:
1. Parking in Front of Hilo Municipal Golf Course
Recommendation: Amend Resolution No. 175 to prohibit

pattern by eliminating two or three
parking stalls by the entrance.
Also suggest that entrance and exit
signs be erected to direct traffic.

COMM. 178: Chief Engineer -
Re: PWC-3/Rec. 3 - Additional Access Routes to the New
Kealakehe School - Recommends that of the three proposed
additional access routes, the route through the
Liliuokalani land is most feasible. Total estimated
cost is $84,000 for land acquisition and $60,000 for
road construction: (C-142/PWC-5)
Recommend that since there are going
to be other routes available after the
housing project is completed to the
north, and an access road coming to
Foo's development will be available
for an additional access, that the
Council abandon the idea of going into
Liliuokalani land. The Council will

still look at this as a total picture
eventually, after the widening of the
road takes place to the entrance to the
School.
This information be referred to
Mr. Peter Kawahara together with a copy
of the Chief Engineer's letter for his
information on the costs involved.
RECOMMENDATIONS
No. 1: Request the Administration to submit cost estimates for the
installation of a street light at the bottom of the Kealakekua
Heights Subdivision.
No. 2: Request the Administration to look into the possibility of
installing street lights at the intersection of Kawili and
Hinano Streets.
No. 3: Request the Administration to look into the possibility of
installing traffic lights at the intersection of Kanoelehua
and Lanikaula Streets.
No. 5: Request the Administration to look into a possible park site
in the South Point area at or near the contemplated airport
and in light of the fact that water is developed and the site
area is in constant use by the residents of Kau as well as
Hilo.
No. 6: Recommends that the street light priority system as set by

possible traffic safety standards and a possible reshuffling

Bill 663 relating to the issuance of building permits by
counties, as they feel that this is toorestrictive and will
cause undue hardship to many homeowners.
