The following are the recommendations of the Public Works
Committee which were considered at its meeting of May 2, 1969:
COMMUNICATIONS
10.1 : Chief Engineer
Re: Road Dedication Deed - Portion of L.C. Aw. 387,
R.P. 1930, Kahauloa, S. Kona, Hawaii
Memorandum to the Corporation Counsel informing
that the roadway within the subdivision was
constructed and completed according to County of
Hawaii standards under the old subdivision
ordinance and that this subdivision has been.
granted recordation approval by the Plann=ing
Department:
10.2: Corporation Counsel
Transmits the original and three copies of the
dedication deed for the above matter with approval
as to form:
Recommends acceptance of the •
road dedication deed.

Transportation
Re: Kaimu-Pahoa Road, RASP No . S-0130(11) (C-80/PWC-3,
80.1/PWC-5) - Acknowledges receipt of the Council ' s
letter approving the' recommendation of the Planning
Consultant that the subject highway be shifted
approximately 100 ' mauka of the present designed
location and informs that they do not anticipate any
difficulties in the new alignment :

Re : C-110/PWC-4 - Purchase of Sewer Easement - Kona
K-K Corp. -- Informs that relocation of the sewer
force main can be done at the owner' s expense if a
comparable alignment is considered. - The zigzag route
proposed by the owner will not be permitted:

the Chief Engineer' s letter be
sent to Mr.. Sedlachek informing
him that the Public Works Dept.

(C-165/PUC-7) - Transmits a proposed bill for an
ordinance reducing the speed limit for Anderton Camp
Road in Papaikou, Hawaii:

proposed bill for first reading.

Transmits to the Councilmen updated copies of the F
County' s Plan for Emergency Preparedness :
Accept the updated County' s Plan
for Emergency Preparedness and
recommends that the Civil Defense

1-C, Unit 2 (C-2452/PWC-50) - Transmits for the
County' s approval and execution copies of a Quitclaim
Deed conveying Parcels 14, 14A, 24 (Revised) and
39 (Revised) of the subject project to the State of
Hawaii:
Refer to the administration for
execution of the documents.
CSMM No . 195: Mrs. Norma. Hunt, _President, Kona Outdoor Circle
Informs that the Board of Directors of the I<ona
Outdoor Circle has gone on record is favor of any
measures aimed at a reduction :in the allowable
size of signs in Hawaii County:
Recommends that a copy of the
sign ordinance be sent to the
Kona Outdoor Circle and ask for
their comments on what areas they •
would like to have a reduction
in the size of signs.

Informs that the owners of Mauna Kea Memorial Park
on Kaieie Road, Papaikou, 'IDE: 2-7-6-18, would
like to enter into negotiations to purchase property
located on the makai side of their land which is
presently a "paper" road that leads to nowhere :
Refer to the Corporation Counsel
to pursue the question of selling
of the public right-of-way to the
abutting land owners.

Re : Driveway OrdLaance Variance for Safeway Store -
• Recommends that the granting of the variance with the
.. condition that the ingress and egress into parking •
lot "B" be reversed, as recommended by the Planning
Department:

Re : Driveway Ordinance Variance
Transmits for adoption of the proposed resolution
should the Council approve the above request. The
Corporation Counsel has reviewed and approved the
resolution: •

No . 206: Accept the recommendation of
206.1 : the Chief Engineer to grant a
(Continued) variance with the condition as
recommended by the Planning
Department.
Recommends the adoption of the
resolution for a driveway
ordinance variance.

Re: PWC-50/Resolution No . 172 - Abandonment of Old
Government Road Abutting Lot 19 at Kealakehe Home-
stead, 1st Series, North Kona, Hawaii -- Informs
that to be able to carry out the former Board of
Supervisors ' September 18, 1968 directive or the
sale of the above road to the adjoining owners, a
resolution abandoning the road must be adopted, and
that parcel maps and descriptions must be prepared
and appraisal made for sale price. The Council ' s
consideration and final action on this matter is
sought :
Recommends that the property be
offered to the abutting land
owners and the Corporation
Counsel be requested to ..execute

Kohala Hawaiian Civic Club
Calls the Council ' s attention to the unsafe situation
at the Waipio Valley Lookout. The paved walkway
leading down to the lookout is very steep and could
be made safe with hand railings :

. 211: Mrs. Robert Speer, President, Hilo Woman' s Club
Asks the Council ' s consideration in establishing
a County-wide rubbish collection system and informs
that Hawaii is the only county that does not
provide that service, except on a limited basis:

227: Director of Finance
Reauests amendment to the capital budget (Ordinance •
No . 192) to include the following projects :
1. Hamalahoa Highway Resurfacing - Kainaliu to
Konawaena School Road. Estimated cost $50,000.
2. K amehameha Avenue Lights - Ponahawai to Nanono
Streets. Estimated cost - 63,000 (`j$23, 351.48
to be paid by HRA) :
Recommends approval for an
amendment to the capital budget
and the passage of the bill on
first reading.

AA43C M-28: It was moved, seconded and carried that the
concern of Hr. Smale.. regarding the area of the
lighthouse and former railroad station site (Mouth
of Wailuku River) be referred to the PVC for
consideration:

PET 1'1'ION
No . 4: Residents of Papaikou, Hawaii request the County to
take over and repair the road that leads from the
Kalaoa Junction on the Namalaho a Highway to lower
Kalaoa:
Recommends against acceptance of
the road due to present County
policy of accepting private roads
only if they meet County standards.
Suggest to the residents that they
go into an improvement district
with 100% participation.
A copy of the petition be sent to
Mauna Kea Sugar Company for their
disposition with the Committee ' s
recommendations .

dumps for the communities along the Hamakua coast.
