The following are the recommendations of the Public Works
Committee which were considered at its meeting of June 30, 1969:

Re: C-110/PWC-4; C-110.1/PWC-8 - Purchase of Sewer
Easement by Kona K-K Corporation
Informs that the subject easement located within
the applicant ' s property contains a sewer line force
main which can be relocated if the conditions listed
can be met:
Accept the recommendation
of the Planning Director and •
a copy of the letter be sent
to Mr. Sedlachek.

Item 1 - Parking in Front of Hilo Municipal Golf Course
After considering the Council ' s recommendation of
changing the exit and entrance to the parking lot,
thus minimizing the need to eliminate more than five
or six parking lots along Haihai Street, it was felt
by the Highway Safety Council that the hazardous
condition would not be solved. Recommends that all
eleven stalls between entrance and exit be eliminated
• and that Resolution No . 175 he amended by adding the
following to Section 6-3:
"On the Hamakua side of Haihai Street between
the entrance and exit of the Hilo Municipal
Golf Course. "
It is further suggested that the Department of Parks
and Recreation improve and organize parking in the
back area:

Lists procedures of the Public Works Department
for the removal of abandoned vehicles and also
attaches comments and recommendations of the
Police Department on this matter.
Reiterate the recommendation
of PWC-6 that the administration
within the guidelines of prac-
tice and statutes expedite the
removal of abandoned vehicles
as quickly as possible.

a letter from Mr. Herbert S. Watanabe to Mr. Ralph
H. Kiyosaki, Superintendent, DOE, informing that the
Hawaii District DOE requests and recommends that the
Kailua site be retained under the Department of
Education:

Re: 'M-28/PWC-8 - Concern of Mr. Smale
Informs that a park at the mouth of Wailuku River
would be very difficult to accomplish. Recommends
that this area remain as is and used for the purpose
for which it is intended:

Re: County Council Resolution No . 99 - Electric
Service to Kiolokaa, Kau
Informs that the estimated cost for construction
of a distribution line for electric power to serve
the 13 residents of the above area is $35,000.
Of this, HELCO will pay $4,160.00 (three year
revenue to be derived from the line) and expects
the applicant to furnish the $30,840 balance as
an Advance to Construction.
HELCO would be most happy to discuss the matter
at the Council ' s convenience:

and Recreation Commission
Copy of a letter to the Mayor concerning the rubbish
dump at Laupahoehoe. This rubbish dump, located on
the Hilo side of the valley, can be plainly seen from
the park. Request that consideration be given to
moving the rubbish dump to an area that does not mar
the natural scenic beauty of the park site:

Kailua School site. Reiterate the Commission' s

the Commission on their plans for the school site:

RESOLUTION
�No . 101: The County Council records and expresses its objec-
tion to the proposed increase of electrical rates
proposed and applied for by Hilo Electric Light
Company, Limited:
Recommends that the resolu-
tion be filed.
RECOMMENDATION

the excavation work for the installation of three
fire hydrants in Paauilo .
AMENDED 2: Request the Department of Water Supply and the Civil
Defense Agency to look into the possibility of lowering

RECOMMENDATION
, Wiz.• No. 2: Request the Department of Water Supply and the Civil Defense
Agency to look into the possibility of lowering water hauling
charges during times of drought. That should the charges
become lower than the cost of providing the service, that this
service be offered to all districts of the island and report

of Helco a plan for the expansion of electrical utilities to
