W. Morriss, III, Chr. , Planning & Beautification Committee, Waimea-Kawaihae Community Association Submits copy of report which was passed unanimously by the Association, authorizing the Committee to proceed with the program outlined: ' 1. to establish guidelines on which signs, lighting, architectural requirements and. other community appearance factors can be based; 2. to request from Hawaii County authorities that all building permits issued during the . next 3 months control the erection of signs as suggested in the report, based on simple requirements regarding size and number, lighting, and prohibitive signs and material; 3. to use the next 3 months in working with County authorities to write and adopt an ordinance governing community appearance in the South Kohala District in order to preserve the character and distinct atmosphere of this rapidly growing area before it is too late. Informs that after investigating the above matter, it was found that the so-called "county installed culvert" was actually installed by the developers of the old subdivision. Estimated cost to alleviate the problem by constructing a built-up channellith a wal 1 is S10,000. Recommends that the property owners in the low area agree among themselves to construct a drain- ageway through their properties: Accept the recommendation of the Chief Engineer and request . that the Public Works Department look into the requirements of work necessary to be able to take the water along the Kaumana Drive and the cost of creating a larger ditch to take care of the situation. �No . 318.1: Harry Chuck, District Supt. , State Dept. of Educ at io n Re: C-318/PWC-ll - Multiple Use of the Kailua School Site in Kona Informs that they are congenial to the idea, provided that the services of the school department are not obstructed. No . 365: Assistant Corporation Counsel Re: Maintenance of Sidewalks at Mamo Street and Kamehameha Avenue Memorandum to the Chief Engineer suggesting that because of the natural and unfortunate disaster, the County may repair the sidewalks without cost to the abutting land owners. As this is a matter of policy, consideration and judgment should be exercised by the Council: 365.1: Chief Engineer Re: Sidewalks on Mama Street (Mr. Henry Kawaihae ' s Concern) Informs that because of the circumstances relating to the cause of damage to the above sidewalk, a policy determination by the Council is necessary: Recommends the following: 1. It is not the County' s responsibility to repair the sidewalks. 2. Request that the adminis- tration take the necessary steps under Construction and Maintenance of Side- walks, Sections 265-26 to 265-31, Hawaii Revised Statutes, to have the sidewalk in question repaired by the responsible party. 3. Recommends that the adminis- tration apply the existing laws to correct any similar situations that exist and also for similar requests for sidewalk improvements in the future. /«- av'17. No . 370: Chiu' Engineer Re: C-2682/PWC-53 - Dr. Kid McCoy, Jr_o' s Offer to, Purchase an Abandoned Quarry Adjoining His Property Recommends against abandoning the site at this time as the site is being utilized by the County Road Department : Recommends against abandoning the site until such time as the improvement to the Napoopoo Road has been determined., IL • f 1101/P PWC-13 - 4 - July 11, 1969 ,arc, ir:,,,• • No . 371: Director of Finance Re: C-2757/PWC-54, Resolution No . 39 Transmits a supplementary appropriation bill to remit to the State the proceeds of the sale of abandoned road remnant on the old Kailua- Keauhou Beach Road (TMK: 7-7-10; 12; 13) : Recommends the passage of the proposed bill on first reading. No. 372: Philip Hooton, Chairman, Highway Safety Council Letter to the Mayor infozm.ing him of the following traffic safety matters acted upon by the Highway Safety Council: 1. Speed Limit Reduction at Entrance to Kealakehe Elementary School on Palani Road, Kona. Recommends that the 35 mph speed limit zone be extended to a point 300 feet makai of the school intersection by amending Ordinance No. 39: Accept the recommendation of the Highway Safety Council and request the Corporation Counsel to prepare the proper amendment. 60-cr, -583/owe-;c? v e_57cr/pove-ac5,7 2. Extension of Bus Stop on Waianuenue Avenue at Hilo High School Recommends that the bus stop be extended another 20 feet, from 75 feet to 95 feet, to allow another parking space for buses by amending Section 5-4-g of Resolution No . 175: Accept the recommendation of the Highway Safety Council and request the Corporation Counsel to prepare the proper amendment. 3. Amendment to Ordinance No. 39 Governing - Parking Spaces Recommends that Section 17-10 of Ordinance No. 39 be amended to enable the courts to / PWc-13 - 5 - July 11, 1969 No. 372: more effectively enforce the provisions of (Cont.) the ordinance dealing with problems of parking outside of marked parking stalls: Accept the recommendation of the Highway Safety Council and recommends the passage of the proposed bill on first reading. 4. No Parking in Front - of the Civic Auditorium Recommends that parking be prohibited in front of the Civic Auditorium between the entrance and exit by adding the following subparagraph to Section 6-3 of Resolution No. 175: "On the east side of Manon.o Street between the entrance and exit of the Civic Auditorium. " Accept the recommendation of the Highway Safety Council and request the Corporation. Counsel to prepare the proper amendment. 4 373: Kona Senior Citizens Letter to Councilman Greenwell appealing for a comprehensive study of the central area for the total planning of the Kailua Village: (Rec.4/PWC-7) Ner to the administration request the Planning Director to report to the Public Works Committee and the Kona Senior Citizens what progress has been made - on Rec. 4/PWC-7 that the Planning Director get to- gether with the land owners of Kailua for the disposition and ultimate layout of the area for a village design and planning concept as requested by the Kona Senior Citizens. �i e� 1- ,373-,/-2wa-/<j • PWC-13 - 6 - July 11, 1969 No . 376: Mayor Re: 'Motion 20 - Kalakaua Park Sidewalks Submits for the Council ' s information a report on the feasibility and possibility of correcting the sidewalk around Kalakaua Park. Informs that the cost estimate to accomplish the work is $5,000: Request the administration to correct the condition of the Kalakaua Park sidewalks. 4a. a,,,.,. No. 377: Director of Finance Re: Alenaio Stream Improvement Project Seeks Council's approval of the attached resolution to transfer $2,000 from G-10,000 Capital Projects to G-10,000.2A Alenaio Stream Improvement Project. This additional cost is to remove and reconstruct 40 feet of the present CRM wall to a proper depth: Recommends the approval of the resolution to transfer funds. No . 378: Akira Fujimoto , Manager, Dept. of Water Supply Re: .ec. 2/PWC-12 - Water Hauling Charges During Periods of Drought Advises that his department does not charge anyone affected by a drought for water. All labor and hauling charges are the responsibility of the Office of Civil Defense: Received and file.
