HomeMy WebLinkAboutREP PWC 014 08/04/1969 1969-1972 • PUBLIC WORKS COMMITTEE REPORT REPORT NO 14 Councilmen County of Hawaii Hilo, Hawaii The following are the recommendations of the Public Works Committee which were considered at its meeting of August 4, 1969: COMMUN ICAT IONS No . 165.4: Assistant Corporation Counsel Re: C-165.3/PWC-12 - Parking at Hilo Municipal Golf Course Transmits for adoption an ordinance creating a no-parking zone on Haihai Street at the Hilo Municipal Golf Course: Recommends passage of the proposed bill on first reading. No . 177.1: Chief Engineer Re: C-177/PWC-7 - Improvement of Intersection of Puainako and Kinoole Streets Recommends that the improvement of the above inter- section be referred to the State Highway Division as it is within their jurisdiction. As to the overhead flashing signal light for this intersection, Mr. Charles Schuster, State District Engineer, reported that he would approve the installa- tion administratively as long as there is no cost to the State. The former Board of Supervisors approved the installation in 1968 (C-1782/PWC-35) , subject to State approval, with funding from the Parking Meter Fund (estimated cost - $1,000) : Accept the recommendations of the Chief Engineer. c Report No. ��� ----- File No. PWC) ADOPTED: 8/6/69 q. No. 3091 Date: AUG 6 1969 410 PWC-14 - 2 - August 4, 1969 No . 314.1: Mayor Re: C-314/PWC-11 (Rec. 1, 2 and 3/PWC-7 - Street Lights and Traffic Signal Lights) Submits a report on progress from the Chief Engineer on: 1) Rec. #1 - Street light at bottom of Kealakekua Heights Subdivision • 2) Rec. #2 - Street light at Kawili-Hinano inter- section 3) Rec. #3 - Traffic lights at Kanoelehua-Lanikaula intersection Received and file. to , 378.1: Mayor Re: Civil Defense Agency Report of Water Hauling Costs Transmits a reply from the Civil Defense Adminis- trator on Rec. 2/PWC-12 which states that the Civil Defense Agency has been following the policies set by the former Board of Supervisors on February 6, 1963: 1) Civil Defense Agency handle emergency water hauling for domestic use only. 2) A fee of $1.00 be charged per thousand gallons. 3) A charge of 25¢ a mile from hauling point to destination and return per trip with a minimum charge of $2,00 per trip. All districts of the island declared disaster areas by the Mayor are eligible for this service. . In light of the excess of cost over income, informs that it does not appear possible to lower water hauling charges during times of drought: Received and file. �No . 378.2: Legislative Auditor Re: CM-42 - Report on Water Hauling Submits a report on the above matter as directed by the Council: Received and file. • • PWC-14 - 3 - August 4, 1969 �No . 389: Robert M. Youngman, General Manager, DIVACO Coopera- tive - Request a variance to Sign Ordinance No . 48 to allow DIVACO Cooperative to place a ground sign on the property adjoining Kanoelehua Avenue and Kukila Street. Permission to erect such a sign by the owner of said property awaits the Council' s approval of this request: Received and file com- munication at the request of the writer. No . 397: Mayor Re: Request by the State of Hawaii for Right-of- Entry and Grant of Easement Over and Across County Properties, Honokaa, Hawaii Recommends that the above request be granted to permit the State to proceed with bid advertisement, subject to the conditions stated: Recommends approval of the request. No. 398: Chief Engineer Re: Request to Lease a Portion of the Hilo Watershed Reservation Lot in Piihonua Informs that the County has no immediate plans for the improvements in the area and therefore, there is no objection to Mr. Veriato being leased the portion of County land abutting his leased property, on a revocable basis with the conditions stated: Refer to the Corporation Counsel for recommendations on: 1) whether land condemned for a specific purpose can be leased; 2) whether land may be leased outright or on a competi- tive basis. b(cf 1 -, . Putman, Associate Researcher Legislative Reference Bureau Informs that the Legislative Reference Bureau is undertaking a comparison study of the Uniform Vehicle Code, the Hawaii State Laws, and the Traf- fic Ordinances of the four counties as they pertain to "rules of the road. Aa- 61'''" No . 404: Chief Engineer Re: Acquisition of Portion of Old Volcano Road and Portion of the Road Remnant Between the Old and New Volcano Roads - TNK: 1-6-03 and 1-7-27 ' Submits recommendations on Mr. Yasuki Arakaki' s request to purchase portion of the Old Volcano Road: 1) Abandon portion of the Old Volcano Road by resolution. 2) Incorporate in the resolution the Department of Water Supply' s water line easement. 3) Quitclaim County' s interest in the Old Volcano Road to the State with consideration of water line easements. 4) Refer final disposition to the State Division of Land Management , Department of Land and Natural Resources, so that the County need not pursue the appraisal and negotiation for sale. - 404.1: Chief Engineer Re: Acquisition of Portion of Old Volcano Road and Portion of the Road Remnant Between the Old and New Volcano Roads - TMK: 1-6-03 and 1-7-27 Submits a letter from the Department of Water Supply requesting that the present three-inch water main located on the easterly side of the Old Volcano Road be retained for their pipeline use and recommends that this easement requirement be made a part of the abandonment resolution: Accept the recommendations of the Chief Engineer. CE L I • PWC-14 - 5 - August 4, ' 1969 L!,::,::, No . 405: Chief Engineer Re: Rec. 2 and 3/PWC-10 - Speed Limit, School Zone Sign and Third Lane Entry to Kealakehe School: Recommendation No . 2 - Speed Limit and School Zone Signs Suggests the following: a) Amend Article 10, Section 10-5, SPECIAL SPEED LIMITS, Traffic Ordinance No . 39, by adding sub-subsection 12 to subsection (a) Twenty - five miles per hour, and install appropriate speed zone signs. b) Attach "CHILDREN" sign to the existing flashing caution light posts. c) Amend Article 10, Section 10-4, PRIMA FACIE SPEED LIMITS, Traffic Ordinance No. 39, by changing the first sentence of subsection (a) Twenty-five miles per hour. Since the school zone matter is of concern to the school officials, recommends suggestion "c" : Accept the recommendation of the Chief Engineer on suggestion "c" . Request the Corporation Counsel to prepare the proper amendment. <4, C- uo5,1 pLc-iy Recommendation No . 3 - Third Lane 1ntry Cost estimate to provide a third lane entry to Kealakehe School is $20,000, which includes $6,000 for land acquisition: Refer back to the Chief Engineer for a more compre- hensive study to provide a third lane entry to Kealakehe School and report back to the committee. 'No . 407: Assistant Corporation Counsel Re: Charging a special fee at the time of vehicle registration for the purpose of creating a fund to take care of abandoned vehicles Advises that Article VII, Section 3, of the State Constitution provides that the taxing power shall 411 • PWC-14 - 6 - August 4, 1969 No . 407 be reserved to the State and that without delegation (Con't.) of taxing power, the County may not impose any special fee, charge, impose, duty, levy or tax upon the incident of registration of new vehicles: Received and file. No . 410: Chief Engineer Re: Recs. 2, 3, 4, 5, 6', `8, 9, 10/PJC-11 Submits a status report on the following referrals to the administration: Rec. #2: Preliminary test boring for future drain- age sump projects. Feels that the high cost involved makes this impractical: Accept the recommendation of the Chief Engineer. Rec. #3: Street light by Morihara Store and Higashi Store in Honaunau, Kona. Traffic Division is scheduling the installation: Received and file. Rec. #4: Clean up of old Kailua rubbish dump ground. Being accomplished: Received and file. Rec. #5: Road curve signs along Pohina Pali between Honuapo and Naalehu, Kau. Signs installed: Received and file. Rec. #6: Sidewalk in the County right=of-way by the entrance to Kau High and Pahala Elementary School. Cost estimate is being determined: Received and file. ® S PWC-14 - 7 - August 4, 1969 No . 410 Rec. #8: Repair of shoulders at intersection of (Con't.) Kahaopea Street and Kilauea Avenue. Work completed: Received and file. Rec. #9: Placing discs on Manono Street at Kekuan ao a Street. Studying means of application and will implement on trial basis: Receivedand file. Rec.#10: Removal of old traffic lines. Recommends purchase of a pavement strip- ing eradicator at a cost of $1,200: Recommends approval for the purchase of a pavement striping eradicator and refer to the administration for implementation. No. 416: Chief Engineer Re: PWC-11, lec. No . 6 - Sidewalk to Kau High and Pahala Elementary Schools Submits cost report on the subject matter: 1) 6 ft. sidewalk with curb and gutters for approximately 350 lineal ft. of roadway - $ 9,000 2) Installation of approximately 140 lineal ft. of 24" concrete pipe culvert to alle- viate drainage problem on KRmani Street - $10,000 Accept the recommendation of the Chief Engineer to stripe a traffic line and that the improvements be referred to the next CIE . wj Ocw,, No . 417: Chief Engineer Re: Final Report - Improvement District No . 6 Hoonanea Street, Waiakea, South Hilo , Hawaii Submits for approval the final report on the subject matter. Schuster, District "Engineer, State Dept. of Transportation Requests\that the Traffic Ordinance No. 39 be amended by adding..,.a new paragraph to Section 10-5 (c) for a 35 miles per hour speed limit to, read: "The Nlahukona-Niulii-Pololu Road, from a point 2,160 feet on the Hawi (west) side of the entrance to Halaula School..-to the Pololu Valley Lookout. MOTION ,<cc.- M-44: It was moved, seconded and carried that the Public Works Committee look into the litter problem to see if it is possible to have a wire covering on trucks that haul litter: Request the Corporation Counsel to prepare an amendment to Ordinance No . 44 to require all vehicles transporting rub- bish, debris and other materials to be covered. 5/ // -3 j> RECOMMENDATIONS .
