P-1582 Recommends Council ' s approval of the $3,090 settle- ment in the acquisition of the above parcels for a drainage right-of-way in the Alenaio Stream Improvement: Recommends approval of the settlement. (c,., No . 440: Chief Engineer Re: /Rec. 2/PWC-8 - Flooding Problem at Veterans ' Cemetery Near Boys ' Club Recommends the construction of a 12-foot wide swale on the mauka boundary of the cemetery to alleviate the flooding problem. A drainage easement needs to be acquired from the adjoining property to construct the drainage swale. Cost estimate for this work is $2,000: Recommends approval of the project and refer to the Finance Committee for funds. No . 442: Depu,by Corporation Counsel Re: Rec. 4/PWC-10 - Ordinance Regulating the Place- ment of Power Poles Informs that there is a standard practice carried on in this County as to placement of power poles, but such a standard has not been set down in County ordinances to date. Advises that the Constitution of the State of Hawaii provides that "no tax shall be levied or appropriation of public money or property made, nor shall the public credit be used, directly or indirectly, except for a public purpose. Rosendin, Executive Vice-President Rosendin Electric, Inc, Submits appeal in accordance with Section 23, Appeals, of Ordinance No . 59 (Electrical) on the action of the Electrical Examining Board that three of their employ- ees failed the electrical examination. Requests that the Council and the Electrical Examiners concur with their request to allow these three men to receive the maximum experience grade of 30 points, thus allowing them to achieve a passing grade of 70 or more, and their certification and registration: Refer to the administration and the Corporation Counsel to study the licensing procedure of elec- tricians and plumbers and submit comments to the committee.
