The following are the recommendations of the Public Works
Committee which were considered at its meeting of August 29, 1969:

Re: /C-165.3/PWC-12 - Parking in Front of Hilo
Municipal Golf Course
Submits letter from the Public Works Department
detailing action taken on the above problem.
Cost for improving the parking area above the
clubhouse is estimated at $20,000:

Informs that the re-estimated cost of improving
the parking area on the west side and to the
north of the clubhouse is $24,000:
Recommends approval of the

No. 274.1: Informs that the cost estimate to build a stonewall
(Con't.) along the property line and to deepen the ditches
to alleviate the flooding problem is $8,000.
Also informs that with the implementation of the
proposed Hilo Storm Drainage System project, the
drainage system will intercept the storm water
which flows down toward the low-lying properties,
such as the De Morales property:
Request the administration to
indicate to Mr. De Morales that
the plans for the proposed Hilo
Storm Drainage System project
are almost complete and the
flooding problem will be alle-
viated with the implementation
of this project.

Asks that the County reimburse him $40.56, which
is the cost to have a wrecker remove his car
from the soft shoulder and back onto the Glenwood
Homestead Road. He contends that the lack of
adequate warning' signs of the dangerous roadside
conditions is justification for his claim:

Transmits for acceptance by the Council an amended
deed to the roadways within the Kamuela Lakeland
Subdivision at Kamuela, Hawaii. The Department of
Public Works recommends that the road be accepted
for dedication:

documents by the proper officials.

Submits a letter from Mr. Wilfred Morikawa, Vice
Principal of Kohala High and Elementary School,
requesting the installation of a manually controlled
traffic light at the crosswalk on the Kohala High
School road.

study of a possible pedestrian walkway on the
old Mamalahoa Highway in Papaikou (from the
Office Camp to Sakuma Store) for the safety of
the children walking to school and submit
recommendations. Refer to the Public Works
Department for cost estimates on any plans
that may be developed by the Highway Safety

the possibility of establishing one-side parking
on the old Mamalahoa Highway through the Papaikou

Chief Engineer look into the designation of scenic
routes and signs along the highways (in conjunction

The County Council at its September 3 meeting adopted the following recom-
mendations
of its Public Works Committee:
"Recommendation No. 3: Request that the administration submit a
report as per Rec. 1/PWC-28 (1967) that
the Chief Engineer look into the designa-
tion of scenic routes and signs along the
highways (in conjunction with the Hawaii
Visitors Bureau);
"Recommendation No. 4: Request that the administration look into
the placing of signs on the highways to
