IUN ICAT IONS 114.1: Chief Engineer Re: TOPICS Program (C-114/PWC-4) Informs that the County is eligible to receive approximately - 7 .,100 under a new federal program called TOPICS. This fund which is to be matched by the County on a 50-50 basis is to be used to implement projects that will maximize the efficiency of existing street systems. . A resolution (No . 152) indicating the County' s interest in this program is attached for adoption by the Council: Recommends adoption of Resolution No . 152. • No . 400.2: Deputy Corporation Counsel Re : C-400/SWC-14 - "Rules of the Road" Submits the comments and observations made to the Legislative Reference Bureau with reference to the comparison study of the Uniform Vehicle Code, the Hawaii State laws, and the traffic ordinances of the four counties as they pertain to "rules of the road" : 400.3: Philip Hooton, Chairman, Highway Safety Council Re : 6-400.1/PEDLC-15 - Comparison Study of the Uniform Vehicle Code , the Hawaii State Laws , and the traffic ordinances of the Four Counties Informs that the Highway Safety Council discussed the subject matter and strongly feels that all four counties should have the same code: Received and file. (Cost estimate to improve the section between the rubbish dump and the beginning of the beach lot subdivision $191,800. Cost estimate to improve the section through the beach lot subdivision $183,200.) Transmit a copy of the Chief Engineer' s letter on cost estimates to the Puako Com- munity Association recommending that the residents go into an • Improvement District with 100% participation. A copy of the codification be • sent to the Public Works Dept. for their information. /No . 486.1: Mayor Re : Pedestrian Safety at Hilo High and Hilo Intermediate Schools Submits for the Council ' s approval a plan developed by •the administration to help alleviate the hazardous conditions on Waianuenue Avenue on school days. It calls for the construction of a road located within the Hilo High School grounds for loading and unloading students and the relocation and installation of traffic signal lights. The estimated cost is X35,000: Received and file. Action taken on 'C-486/FC-18. S PAC-18 - 3 - September 25, 1969 • No . 487: Donald Yamada, Yamada and Sons, Inc. Re : Improvements to Pahoa-Kaniahiku Subdivision Road, County of Hawaii, Job No . P-1593 Submits to the Council an explanation of why Yamada & Sons, Inc. , was not able to commence work on the above project after notification by the County to • proceed with the work on March 24, 1969 and requests that liquidated damages in this project be waived: 487.1: Chief Engineer Re: C-487 - Improvements to .Paho a-Kaniahi ku Road, Job No . P-1593, Act 38, SLE 1966, Item IV-B-17 Submits the pertinent timetable and information on the project relative to the request on C-487: Concurs with the administra- tion' s position that Yamada and Sons, Inc. , exceeded the contract time by 92 days (97 days with 5 days credit due to weather conditions) and that liquidated damages for the delay amount to $5,520. ice7r�,a, No . 491: Albert Kamakura, Naalehu Letter to Council Chairman Hisaoka requesting the installation of 6 to 8 street lights along the highway through Naalehu village and lowering • of the speed limit in the village to 25 mph: Refer to the Chief Engineer for inclusion in the street light priority list for sub- divisions in Naalehu. Cr7:.,.i - No . 501: Corporation Counsel Re: Kaumalumalu Channel Recommends approval by the Council of the negotiated sum of $100.72 for the acquisition of drainage easements over 4,197 sq. ft. of lands and informs that the owners wish to have a release by the County for damage to the County' s bridges in connection with the proposed projects for soil conservation and drainage in the mauka area: Recommends approval. • J • • PWG-18 - 4 - September 25, 1969 No . 502: Finance Director Re: Improvement District No . 3, Okino Subdivision Road Improvement District No . 4, Pohakulani Street Request authorization to advertise for the redemption of the following bonds by resolutions: I.D. No . 3 - Bond No . 1 I.D. No . 4 - Bond Nos. 1 to 8, inclusive: Recommends the adoption of Resolution Nos. 153 and 154. No . 503: Mayor Re : Rec. 3, '4, '5 and 6/PWC-15 Transmits a report from the Public Works Department regarding the following recommendations : Rec. No . 3 - Repaint crosswalks at entrances of Pahala and Naalehu Schools Rec. No . 4 - Additional street lights at the kin.00le- Kawailani Street intersection • Rec.
