Isemoto for Chief Engineer Re: C-255/PWC-9 - Request of Mr. Gilbert Hakoda to Purchase a Portion of the Old Abandoned County Road Along Side the Kuakini Highway (Near the Keauhou Junction) TMK: 7-8-07 Informs that their department investigated the subject request and found that it will not be detrimental to the public interest to abandon said road. Bishop Estate who borders on one side has also expressed an interest of purchasing the road. Submits recommendations to categorically dispose of the subject matter: Accept the recommendations. • No. 449.1: Deputy Corporation Counsel Re: C-449/PWC-16 - Claim of Elmer R. Boggs Recommends that the claim of $40.56 against the County of Hawaii for a towing charge incurred on August 11, 1969, by the claimant when his van rolled over on its side on the Glenwood Homestead Road be paid, pursuant to a release executed by the claimant: Accept the recommendation that the claim be paid. =�M No . 452: Law Clerk, Office of the Corporation Counsel Re: 11-44/PWC-14 - Ordinance to Require All Vehicles Transporting Rubbish, Debris and Other Materials to be Covered Transmits a proposed bill for an ordinance amending Article 13 of Ordinance No. 39, Traffic Code, which Report No. f 9 ..�... Ordinance No. 44 is directed to those activities of an intentional nature (littering) commonly engaged in by operators or passengers of vehicles: (Bill 638) Recommends the passage of bill No . 638 on first reading. `[c e-5/5.youic-3 No . 481.1: Chief Engineer Re: C-481/PWC-17, Mrs® Lawrence Denis' Request for Permission to Construct a Rock Retaining Wall on County Right-of-Way Recommends that the rock rip-rap construction be allowed within the government right-of-way, subject to the conditions listed: Recommends approval of the construction subject to the conditions listed. The Association requests that the Council mandate the County to intervene in the application of Hilo Electric Light Company, Ltd. , for authority to revise existing electric rate schedules which is now pending before the Public Utilities Commission: Received and file communication. Request the Corporation Counsel to obtain all documents and any pertinent information on this matter from the Public Utilities Commission and have these on file with the County Clerk' s office for perusal and use of the Council. <a 0-'q9• 0/-0( ar> rtes '?• No. 511: Chief Engineer Re: Keauhou-Kona Sewerage System, Heeia Sewage Treatment Plant Site Transmits for the Council' s acceptance the deed by Bishop Estate for the dedication of the Heeia Sewage Treatment Plant Site at Keauhou, North Kona, • • PWC-19 - 3 - October 10, 1969 No . 511: Hawaii (30,586 sq. ft.) . In addition to the treat- ment plant site, Bishop Estate has conveyed a 20-foot wide easement for roadway and utility purposes (23,652 sq. ft.) : Recommends acceptance of the deed. Segawa, President, Hilo High School PTSA Re: Off-Street Student Bus Unloading Plan Informs that the Hilo High School Parent-Teachers- Students Association unanimously passed a motion to endorse the above plan at their general membership meeting of September 24, 1969: Received and file communication. Schuster, President, Hawaii Island Humane Society In response to the Council ' s request for comments on the present control of dogs in this county and the administration of further control, suggests that existing ordinances, if enforced, in addition to ordinance bill 581, would effectively solve animal control problems. Recommends the following to improve enforcement: 1) investigate and evaluate present staff of County Pound as to competency and supervision; 2) augment present staff with four additional employees; 3) effectuate an island-wide dog licensing program. Refer this communication and all other data and communica- tions pertaining to the proposed dog leash law (Communications 166, 185, 186, 194, 208, 209, 315-Rec. 2, 319, 419, '143; ordinance bill no . 581; ordinance no. 49) to the Legislative Auditor for review and total evaluation. ' ® I PWC-19 - 4 - October 10, 1969 • No . 530: Philip Hooton, Chairman, Highway Safety Council Submits for the Council' s consideration, the following traffic safety matters which were considered and acted upon at their September 9, 1969 meeting: 1. Elimination of Two Parking Stalls at 58 Kinoole Street Recommends that the two parking stalls at 58 Kinoole Street be eliminated and a freight loading and unloading zone be created in its place and that Section 4 of Resolution No . 175 be amended accordingly: Accept the recommendation and request the Corporation Counsel to prepare the proper amendments. Bus Stop for Hilo Union School Recommends that a bus stop be established for Hilo Union School on Waianuenue Avenue on the mauka-Hamakua side of the existing crosswalk from 1: 30 p.m. to 3:00 p.m. on school days only and that Section 5=4 of Resolution No. 175 be amended accordingly: Accept the recommendation and request the Corporation Counsel to prepare the proper amendments. ,ts . No . 531: Philip Hooton, Chairman, Highway Safety Council Re: Rec. 1/PWC-15 - Traffic Pattern of Road Leading to Homelani and Veteran' s Cemeteries Recommends that if a one-way pattern is desired, the entrance be located at Kapiolani Street and the exit at Ponahawai Street since Ponahawai is a wider street and considered safer for traffic to empty into than the narrower Kapiolani Street. Recommends that the traffic pattern within the Veteran' s Cemetery remain as is with entrance from the mauka driveway and exit from the makai driveway because of the narrow makai driveway turning radius: Accept the recommendations and request the Corporation Counsel to prepare the proper amendments. <, c-58Yp cuc act IPPP i PWC-19 - 5 - October 10, 1969 44u0,,,,-.m- No. 532: Philip Hooton, Chairman, Highway Safety Council Re: pec. 1/PWC-13 - Elimination of Parking on One Side of Manono Street Between Kamehameha Avenue and Piilani Street Informs that the Highway Safety Council unanimously concurred with the recommendation to eliminate parking on the Hamakua side of Manono Street from Kamehameha Avenue to Piilani Street and that Section 6-3 of Resolution No . 175 be amended accordingly: Accept the recommendation and request the Corporation Counsel to prepare the proper amendments. <d„, G'. No. 6®1: Chief Engineer Re: Petition No. 6/PWC-17, Kaapoko Homestead. Road Submits cost estimates to improve the road to County standards: 1. 50-foot right-of-way (County standards) - $100,000 2. 30-foot right-of-way - 65,000 3. Improvement of bad curves - 15,000 Recommends that the improvement district policy set forth by Resolution No . 188 be considered for the improvement of Kaapoko Homestead Road, whereby the benefitted residents participate in the improvement cost: Recommend to the residents that they go into an Improvement District with 100% participation for the improvement of Kaapoko Homestead Road. RECOMMENDATION /No. 1: Re: Hawaiian Ocean View Estates - Road Specifications Refer to the Committee of the Whole to meet on October 15, 1969 at 1: 30 p.m. Request that a repre- sentative of the Hawaiian Ocemi View Estates Commu- nity Association and its attorney, and Mr. Jack Crawford or a representative from Crawford Oil Company, be present at the meeting to settle the matter.
