Recommends instead the installation of signal lights on poles at the present crosswalk location and reverse the one-way pattern for the teachers ' cottage drive- way. Brown Park Recommends that Hawaiian Telephone Company be allowed to install electronic equipment within the government right-of-way, subject to the conditions listed: Recommends approval subject to the conditions listed with an additional stipulation to require maintenance up to one year after construction. No . 554: Mayor Re: Rec. 3/PWC-16 - Designation of Scenic Routes and Signs Along the Highways (Rec. 1/PWC-28, C-991 and C-1264/PWC-24 - 1967) Submits a report from the Chief Engineer regarding designation of scenic routes and signs along high- ways. A study made in conjunction with the Hawaii Visitors Bureau and the Department of Research and Development resulted in the following recommendations: 1. Wainaku Lookout 2. Honolii Surf Area 3. No . 569: Chief Engineer 'Rec. 1/PWC-18 - Installing Grating or Other Preventive Measures at Openings of Drainage Culverts as Safeguard for Children Informs that the estimated cost of reducing the possible hazard of drainage opening by fabricating a horizontal bar across the opening is $5,000 (50 catch basins at $100) within the city of Hilo : Recommends that catch basins exceeding the present standard 6" opening be fabricated with a horizontal bar across the opening and refer to the Finance Director for funding. No . 570: Chief Engineer Re: Kishi Subdivision - Improvement District No. 5 Recommends that the Council proceed with the subject improvement district by approving the attached resolution (No . 167) to conditionally accept J. M. Tanaka Construction, Inc. ' s bid of $281,504.45 and direct the Chief Engineer to prepare a corrected map and preliminary assessment roll. Further recommends that the necessary funds for the improvement be advanced, to be reimbursed upon sale of bond, in order to avoid a long period of delay: Recommends the adoption of Resolution No . 167 and accept the recommendation that neces- sary funds for the improvement be advanced. • 11 PWC-20 - 7 - October 31, 1969 /No . 571: E. No. 4 - Placing of Approach Signs to Towns or Communities on Highways Transmitted request to Hawaii District Engineer of the State Department of Transportation. Rec. No. 6 - Status on Construction of a Boardwalk in Kailua-Kona (C-2150/PWC-42, 56 & 58) Project included in CIP program for FY 1970-71. Rec. No . 8 - Implementation of Res. No. 385, Establishing Two-Hour Parking Zone in Bayfront Parking Area - Hilo Parts are presently on order for conversion of meters to two-hour parking. Rec. No. 9 - Possibility of Hiring "Meter Maids" or Utilizing Cadets for Parking Meter Enforcement 1. Present enforcement appear adequate. 2. "Meter maids" useful in the future when the volume of police work would require such. 3. Police cadets could be used for this purpose. PETITION No . 6.2: Manager, Department of Water Supply Re: 'Pet. 6/PWC-17, Kaopoko Homestead Road and Fire Hydrants In response to the above petition, he informs that a fire hydrant. on the existing 3-inch domestic line on this road would give the residents a sense of false security and it would definitely not lower the insurance rates as the hydrant would not meet the requirements of the National Board of Fire Underwriters: Recommends that a copy of the communication be sent to each petitioner so that they would know where they stand on fire hydrants and suggest that they go into an improvement district for improvement of their water system.
