Asks that this action be taken before the Planning Commis- sion 15-day waiting period ends on October 25, 1969, and before the State Land Use Commission meets: 540.1: Alex R. Hall, Pastor for the Developers, Victor Lund (Seventh-Day Adventist Church) Re: Intermediate Care Facility to be Located at Hilo, Hawaii Requests that the County Council take the necessary action to authorize the County to improve Laula Street so that the subject facility can become a reality soon: 540.2: Alex R. Hall, Pastor for Victor Lund, the Developer' s Representative (Seventh-Day Adventist Church) Copy of a letter to the Mayor requesting assistance to bring Laula Street up to County specifications so as to clear the way for approval of their application for a Special Permit which is presently before the Planning Commission: 540.3: Raymond Suefuji, Planning Department Laula Street Questionnaire - Improvement District Poll Submits results of opinion poll: Inform the parties that the Council concurs with the recommendation of the Planning Commission that this roadway be improved at no cost to the County. Padayao, Corresponding Secretary, Kona Traffic Safety Committee Copy of a letter to the Chief Engineer inquiring about the delay in repaving the road from Dr. Boone ' s Office to Konawaena, and the status of traffic control signs in the Kona area: Received and file. Padayao , Corresponding Secretary, Kona Traffic Safety Committee Lists for consideration and action by the Public Works Committee the traffic problems in the Kona area: 1) One Way Traffic Alii Drive, Kailua-Kona, Hawaii Recommends the elimination of the one-way traffic and reverting back to the old two-way traffic. 2) Change of Traffic Direction of Likana Lane, Kailua- Kona. Recommends that traffic movement on Likana Lane be changed from the present South to North direction, to North to South. 3) No Stop Signs be Posted in Front of Sure Save Super Market on Mamalahoa Highway, Kealakekua, South Kona, Hawaii Recommends that "NO STOP" signs be erected in this area to prohibit this hazardous stopping or parking of motor vehicles. 4) Regulated Parking in Kailua-Kona and Kainaliu Town Recommends that parking be regulated and that parking meters be installed to ease these problems. 5) Installation of Prohibited Parking Signs on Makai Side of Alii Drive Between Laaloa County Park and the Eklund Driveway Recommends that "NO PARKING" signs be erected in the above area: r PWC-22 - 3 - November 25, 1969 No . 608: Refer to the Highway Safety (Con't.) The members feel that the closing of this bridge is causing hardship among the people of the community and that the County has a moral obligation to repair the bridge and maintain the road: Refer to the Corporation Counsel for an opinion regarding the County' s position in this matter. 626: Planning Director Re: pec. 3/PWC-12 - Planning Director to coordinate with the officials of Helco a plan for the expansion of electrical utilities to areas not presently served within the general plan Reports that Helco ' s planning will not generally include serving the areas not now served by power unless the cost - benefit ratio shows the amortization over a 3-year period: Received and file. • • • PWC-22 - 4 - November 25, 1969 S� Cea»bi • No . 627: Philip Hooton, Chairman, Highway Safety Council Submits the following traffic matters for the Council' s consideration: AMENDED 1) Elimination of Crest on Pahoa Village Road by the Dairy Queen Recommends that the crest be cut down about 1-1/2 to 2 feet to increase visibility and alleviate the existing hazard. Total cost of improvement - $16,000 Recommends that this project be considered in next year' s CIP. 2) Traffic Signal Lights at Pauahi-Kamehameha Intersection Recommends that traffic signal lights be installed at Pauahi-Kamehameha intersection due to- the heavy traffic: Recommends approval and refer to the Finance Director for funding. 3) One-hour Parking on Kinoole Street Between Kukuau and Ponahawai Streets Recommends that Kinoole Street from Ponahawai Street to Kukuau Street be designated as a one-hour parking zone and that the proper amendments be made: Recommends approval and request the Corporation Counsel to prepare the • proper amendments. <At,C-t,27.r/pwc4> No . 628: Director of Finance Re: Bids for Improvement of Plumeria Road Informs that the low basic bid for the above project totals $181,500 and present available funds ano.unt to $127,500 which is $54,000 less than the bid. Requests that the additional sum of $54,000 be made available in order that this work can be undertaken: Recommends approval of the request for additional funds and refer to the Finance Director for funding. • • • PWC-22 - 5 - November 25, 1969 • /61L >141, • No. 629: Philip Hooton, Chairman, Highway Safety Council Re: Rec. 1/PWC-16 - Pedestrian Walkway on Old Mamalaho a Highway in Papaikou & Rec. 2/PWC-l6 - One Side Parking on Old Mamalahoa Highway through Papaikou Village Recommends the immediate construction of a footbridge (Estimated cost - $15,000) with the recommendation that the County Council consider in its next fiscal year' s budget the construction of a pedestrian walkway (estimated cost - $60,000) . Informs that the parking restriction on the makai side of Mamalaho a Highway in Papaikou village is already included in Resolution 175 (Sec. 6-3-op) and that proper signs denoting the parking restriction will be posted by the Department of Public Works: Recommends that the County con- sider the installation of a culvert to widen the road in next year' s CIP. ,4c} 0„L,„. :No . 631: Law Clerk Re: Improvement of Sight Distance at the Intersection of Ponahawai and Kapiolani Streets Transmits for the Council ' s approval an easement agreement between Heaukulani, Inc. , and the County of Hawaii for the purpose of improving the sight distance of motorists approaching the intersection of Ponahawai • and Kapiolani Streets: Recommends approval andrefer to the Mayor for execution.
