Re: t-53$/PWC-19 - Proposed Amendment to Ordinance
No . 45
Submits for the Council's reconsideration the revised
proposed ordinance amending Ordinance No . 45, relating
to the regulation of collection and disposal of
refuse, dead animals and other materials:
Recommends passage of Bill
No . 664 on first reading.

Re : Employee Parking (t-593/PWC-21, Stec . 3/PWC-5)
Transmits a letter from Mr. Sunao Kido, Chairman of
the Board of Land & Natural Resources, regarding the
subject matter.
Mr. Kido 's sketch plan provides for two possible
parking areas:
1) A two-level parking site which provides for
approximately 100 stalls adjoins the present
parking lot .
2) An alternate site along Pauahi Street, back of
the service station:

Submits the following traffic matter for the Council's
consideration:
1) Elimination of Crest on Pahoa Village Road by the
Dairy Queen
Recommends that the crest be cut down about 1-1/2
to 2 feet to increase visibility and alleviate the
existing hazard . Total cost of improvement -
316,000:
Retain position that this project
be considered in next year's CIP.

Re: Resolution 170 of the County Council Expressing
Concern for the Safety of Residents of the Puako Beach
Lot Subdivision from Potential Brush Fires Burning Out
of Control Within This Area
Submits information on what the State has been doing
to help alleviate the situation and also informs that
a Fire Compact between the County of Hawaii and the
State of Hawaii is being reviewed and should be
completed very soon:

Re: Improvement District No . 7 - Kimo Place
Recommends that the Council proceed with the subject
improvement district by approving the attached
Resolution No . 173 to conditionally accept Jas. W.
Glover, Ltd . 's bid of $99, 516 .00 and direct the Chief
Engineer to prepare a corrected map and preliminary
assessment roll.
Further recommends that the necessary funds for the
improvement be advanced, to be reimbursed upon sale
of bond, in order to avoid a long period of delay:

Recommends the acceptance of the Final Assessment
Report and to give public notice for a public hearing

Recommends approval of the settlement for the
acquisition of the above parcel, needed by the County
for the subject project access road intersection curve
widening, for the total sum of 345 .00:

Re: AS-Agreements - Keopu Channel Improvement, Kona
Watershed
Recommends that the Soil Conservation Service 's offer
of preparing the plans and specifications for the
subject project for a fee of 36,600 be accepted and
that the Mayor be authorized to execute this Cooperative
Agreement :

Submits cost estimates for the improvement of the
subject road to County standards :
1. Pohakulani-Ainaola Intersection to Waiakeauka
Gym-11, $80 lineal feet - $30$, $$0.00
2. Waiakeauka Gym to Hoaka - Ainaola Intersection -
1,320 lineal feet - $50, 160.00
3 . Hoaka-Ainaola Intersection to Malaai-Ainaola
Intersection - 7,392 lineal feet - $340,000.00
Informs that with the amount appropriated in the
C .I.P. budget for FY 1969-70 ($175, 000) , 6,730 lineal
feet of Ainaola Drive can be improved at this time:

Re: Union Oil & Shell Oil Pipeline Easement Across
Kalanianaole Avenue
Transmits the easement document for execution by the
County and recommends that the lease agreement be
negotiated with Union Oil and Shell Oil Companies on
terms similar to the agreement executed between
Standard Oil Company and the State Department of
Transportation:
Accept the recommendation.

Recommends that the sum of $35,351.70 which was
transferred from the Motor Pool to the Highway Fund
(Ord. 136 - April 4, 1962) be considered a partial
repayment by the Motor Pool of the $44,000 Joan
from the Highway Fund:

At their January 7th meeting, the Hawaii County Council
requested the administration to express to the Depart-
ment of Education its concern with traffic congestion
in the immediate vicinity of Hilo High, Hilo Union and
Hilo Intermediate schools . The Council would appre-
ciate knowing what plans, if any, the Department has
for this area in the future.
