Re: Speed Demonstration on Kamehameha Avenue Requests reconsideration of their proposal for a speed demonstration and points out that all necessary safety precautions would be taken care of, such as inspection of all participant ' s cars to comply with National Hot Rod Association safety rules, spectators to be controlled at a safe distance and the required amount of public liability insurance guaranteed as prescribed by the County Council: Received and file. fico Cell` No. 665: Deputy Corporation Counsel Re: Kahilu (Waimea) Road Improvement, Job No. P-1596 Recommends that the Council approve the terms of the acquisition of land parcels needed by the County for the subject improvement , for the total sum of $1,450.80: Recommends approval and refer to the Finance Director for funding. • N. . 667: Chief Engineer Subject: Amendment to Ordinance No. 59 Submits for consideration a proposed amendment to Ordinance No. 59, covering the adoption of the National Electrical Code, 1968 Edition. Quisenberry, Director of Health, stating his whole- hearted endorsement of the subject resolution which encourages the cooperation of all affected govern- mental, institutional and private agencies to consider including into their respective programs the voluntary certification system for waste treatment plant operators: Received and file communication. Chief Engineer Re: Hoonanea Street - Improvement District No. 6 Recommends that the Council proceed with the subject improvement district by approving the attached Resolution No. 188 to conditionally accept Jas. W. Glover, Ltd. ' s bid of $122,768.50 and direct the Chief Engineer to prepare a corrected map and preliminary assessment roll. Further recommends that the necessary funds for the improvement be advanced to be reimbursed upon sale of bond, in order to avoid a long period of delay: Recommends adoption of Resolu- tion No. 188 and accept the recommendation that necessary funds .for the improvement be advanced. • REC OMMEN DAT ION No. 1: Administration indicate to the Department of Education the County' s concern with the traffic congestion at Hilo High, Hilo Intermediate and Hilo Union Schools. Indicate also that the County would like to know what plans, if any, the Department of Education has in the decentralization of the schools and what over-all plan it has for this area for the future."
