The following are the recommendations of the Public Works
Committee which were considered at its meeting of February 12,
1970:

Re: C-603/PWC-21 - Hamakua Traffic Safety- Committee
Requests
Submits comments and recommendations in response to
the subject referral:
1) Pakalana Street Pedestrian Walkway
Recommends that the walkway with traffic rolls
be installed for pedestrian safety:
(Estimated cost - $27,000)
Refer to the 1970-71 CIP
budget for consideration.
2) Widening Entrance Road to Paauilo School
Recommends referral of this matter back to the
Hamakua Traffic Safety Committee with the suggestion
that this improvement be referred to the Department
of Education:
Accept recommendation.
3) Old County Roads in Kalopa and Waimea
Informs that improvement of sharp turns on Kalopa
homestead roads will be considered in the CIP for
Hamakua. Recommends retention of the existing
45 mph speed limit:

Recommends that this item be referred back to the
County Council as it is outside of their jurisdic-
tion:

5) Installation of Prohibited Parking Signs on
Makai Side of Alii Drive Between Laaloa County
Park and the Eklund Drivewaz
Will recommend to the Planning Department that
this matter be included in the public hearing on

Submits a report on the operations of the Hawaii County
Pound and a review of all correspondences and responses
regarding the proposed leash law for the County of
Hawaii:
Recommends passage of the dog
leash law (Ordinance Bill No. 581)
for the Island of Hawaii on first
reading.

a definition of "city limits of Hilo" and two

benefits, and designating the Chief Engineer as
the authorized representative to receive all
communications:

ORDINANCE
Bill 660: An Ordinance Amending Article 18 (Stopping for
Loading and Unloading Only) of Ordinance No. 39
(Traffic Code) , Revised Ordinances of the County
of Hawaii 1967, by Adding a New Section Providing
for the Designation of Passenger Loading and
Unloading Zones and by Eliminating Two Parking
Stalls Located: in Front of Sky Chef, Inc. , of
58 Kinoole-Street, Hilo, Hawaii, and Establishing
A Freight Loading and Unloading Zone in Its Place:
Recommends that Bill No. 660
be filed.
