The following are the recommendations of the Public Works
Committee which were considered at its meeting of March 20, 1970:

Re': Widening of Roadway to Laupahoehoe Point
Recommends approval of the settled terms for acquiring
Parcels 1, 2 and 3 (5,317 sq. ft . ) needed by the County
of Hawaii for the above project for the sum of 31, $69.95 :
Recommends approval and refer to
the administration for funding.

Re : Pedestrian Walkway for Kailua-Waiaka Lodge to
Kona Hilton
Recommends that the Capital Improvement Ordinance be
amended to include the walkway project and that funding
be provided by the transfer of 370, 000 from the 3100, 000
allocated in Ordinance No . 235 for Kailua-Kona Parking Lot :

Re : Request for Sign Variance, Naniloa Hotel
Requests the Council's favorable consideration in
granting the subject variance to allow two signs fronting
Banyan Drive. Section $ of Ordinance No. 4$ limits the
number of signs to one which fronts a street :

Re: C-6&8 - Request for Sign Variance, Naniloa Hotel
Informs that no variance is required if the existing
"NANILOA" sign is removed so that only one sign remains.
Also the setback of the sign structure from the right-
of-way must be 20 feet ; any setback less than this would
require a variance approval from the Planning Commission:

Submits a draft of a bill for an ordinance for the
above matter (Bill No . 693 ) :

Recommends the following regarding Bill No . 693 after
discussion with the Corporation Counsel's Office:
1 . Delete Section 1 (c) due to the difficulty in
defining "suitable device" to cover every situation
and if itemized may create hardship in complying.
2. Amend Section 2 to make it incumbent on the "Person"
to make the obstruction clearly visible:

Informs that there is no existing statute or ordinance
on the subject matter. However, the Traffic Commission
in 1966 submitted Bill No . 435 for consideration but
by action taken on March 10, 1967, the then Public Works
Committee recommended that Bill No . 435 be placed on
file :
Accept recommendations of the Chief
of Police in C-724.1, and recommend
passage of revised Bill No . 693 on
first reading.
�No . 725 : Philip Hooton, Chairman, Highway Safety Council
Re : Rec . 1/PWC-20 - Flashing Lights at Papaikou
Recommends that the 45 mph speed limit be extended another
1,000 feet toward Hilo from its present location near the
Belt Highway-Silverton intersection and that the Traffic
Ordinance be amended accordingly.
As to the flashing lights, a recommendation will be forth-
coming upon completion of a study by the State Highway
Division as to its justification:

Regarding the subject matter, reports that the District

�No . 725 .1 Engineer of the State Highway Division does not feel
(cont . ) there is adequate need or justification for flashing
lights at the two intersections in Papaikou. Feels that
the extension of the reduced speed limit as previously
recommended should be adequate to improve the traffic
situation at the two intersections:

Submits the following traffic safety matters for the
Council's consideration:
1) No Parking on Kilauea Avenue in Front of Savemore
Super Market
Recommends that a "No Parking" zone be established
from 'the Puna exit . of the market for a distance of
155 feet in the Hamakua direction (loss of three
parking stalls) and that the Traffic Ordinance be
amended accordingly:
(Action on C-7$9)
2) Safety Device for Slow-Moving Vehicles
Recommends adoption of the attached proposed amendment
(Bill No . 692) as a step toward the prevention of
serious or fatal accidents involving slow-moving
vehicles.
This amendment provides for a means to warn operators
of other vehicles of the presence of a slow-moving
vehicle, requiring them to exercise extra care in
approaching, overtaking, or passing:

Re: C-726. Item 2. Safety Device for Slow-Moving Vehicles
Submits the following comments regarding proposed Bill
No . 692:
1. The definition of a aow-moving vehicle should be
extended to include all vehicles travelling less than
the minimum speed authorized by law.
2. Presently, the use of flashing lights by vehicles under
the jurisdiction of P.U.C . is prohibited except on
stopped vehicles. (It is recommended that the County
Council recommend to P .U.C . to amend their regulations
to allow the use of flashing lights on slow-moving
vehicles . )

No . 726 .1 3 . Because the proposed requirement is relevant to speed
(cont . ) of the vehicle, it is recommended that Section 10-6,
Minimum Speed Regulations, be amended rather than
Section 13, Miscellaneous Rules, of Ordinance No . 39 :

Re: Bill No . 692 Relating to Slow-Moving Vehicles
Reports that the intent of the above legislation has
won the support of their Association. Proposes, however,
that the effective date be specified and they be given
sufficient time to inform all Big Island truck operators
of the content of the bill. Suggests April 15, 1970
as the effective date:

Submits a report from the Chief Engineer regarding
safety devices for slow-moving vehicles recommending
that the attached letter from the Hamakua District
Traffic Safety Committee be considered along with other
communications on the same matter now pending .in .;

by Inspector Guy Paul.
Recommend passage of revised Bill No .

Informs that his department had no comment to present
on the subject matter and upon adoption of the rules
and regulations by the State of Hawaii, the County will

Re : Appropriate Markers of Public Accesses to Beaches
Item No . 5 - PWC Meeting of October 31, 1969
Reports on his department 's investigation into the
subject request :
1) All accesses to the beaches are located in the
Kawaihae-Puako area and most are inaccessible due
to heavy growth of Keawe trees.
2) Attaches a reply to their inquiry regarding
appropriate markers for these accesses from the
State Board of Land & Natural Resources:

Item 1 - Widening the Homestead Road by Sako Store
in Kurtistown.
Item 2 - Paving only the inclines of the steep road
above Kurtistown School
Reports that the cost estimate for Item 1 is S750, 000
and for Item 2, $10,000. Submits both for the Council's
consideration:

Item 1 - Request the administration to
look into the possibility of
assistance from the legislature
in the next session.
Item 2 - Recommend that the Public Works
Department pave the incline on
an incremental basis from R&M
funds.

Park

Kahoa-Kulana Streets intersection - $25, 000 :

for consideration.
