Yoshioka, Deputy Corporation Counsel Re : Anti-Litter Ordinance (Recs. 3 & 4/PWC-23 ; 1d-80 ; t-452/PWC-19 ; f-4L /PWC-14 ; 'M-55 ; C-518) Submits drafts of the following two bills dealing with the subject of litter : Bill 701 - An Ordinance Prohibiting Litter 'Bill 702 - An Ordinance Repealing Sec . 13-10 of Ordinance No . 39, Revised Ordinances of the County of Hawaii 1967, and Substituting a New Section Dealing with the Spilling of Litter on the Highways : Recommends passage of revised Bill Nos . 701 and 702 on first reading. No . 708.1: Mayor Re : Exchange of Property, Keauhou Tank Site, North Kona, Hawaii (6-708/PWC-26) Transmits an executed copy of Exchange Deed to the County Clerk for filing, whereby the County of Hawaii conveys to the Trustees the existing Reservoir Site and Approach Road and the Trustees convey to the County the new Tank Site and Road Right-of-Way: Received and file . No . 721 .1: Mayor Re : Kainaliu Diversion System - Kona Watershed Project Submits for review and approval for adoption the attached Resolution No . 222 authorizing the Mayor to execute all documents and to be the Contracting Officer Report No...... Informs that the County (cont . ) has to enter into certain agreements with the Soil Conservation Service before federal funds can be released for the project and this resolution will enable him to do so : Recommends adoption of Resolution No . 222. No . 805: Chief Engineer Re: Kona Alii Condominium Apartments (TNIK: 7-5-08:1 & 2) Informs that the developers for the above project are willing to reroute an existing sewer line running through their property at their expense and grant the new easement in favor of the County. They have also requested that the existing easement be cancelled . Recommends approval of the request as the rerouting of the sewer line will not adversely affect the system: Accept recommendation. No . 814: Chief Engineer Informs that the Corporation Counsel has recommended that Ordinance No . 39, as it relates to the deter- mination for no-passing zones and signs and marking therefor, and Ordinance No . 53, relating to the construction of driveway approaches, be amended so as not to be in conflict with the Hawaii Administrative Procedures Act . Submits Bill Nos. 708 and 709 for these amendments : Recommends passage of Bill Nos . 708 and 709 on first reading. No . 815 : Director of Finance Informs that after October 1, 1970, the provisions of Section 702 of the HUD Act of 1965, as amended, requires all municipalities applying to HUD for construction grants for sewer and drainage projects must conform to a comprehensive island-wide utility and drainage plan and that this study will be conducted as part of the ' 701" project currently being undertaken by r PWC-31 - 3 - April 17, 1970 No . 815 the Planning Department . The County 's share for (cont . ) the study is $25, 000 and a grant in the sum of $40, 000 will be received from HUD. Transmits proposed Bill No . 710 to amend Ordinance No . 235, the Capital Budget Ordinance, to include this project by transferring $25,000 from the Piihonua Bridge project (GO-8953) : Recommends passage of • Bill No . 710 on first _reading. • No . 816 : Chief Engineer • Re: q4-104 - Installation. of Rubbish Receptacles in Kailua-Kona Informs that installation of rubbish receptacles (four in Kailua, Kona and four in Kainaliu) have been made : • Received and file . • Aac 00-3=:n,. No . 817 : Chief Engineer Re : Abandonment of Roads - Hoolulu Park Transmits Road Abandonment Resolutions for Ulu Street (Res . No . 226) , subdivision road dedicated to the County of Hawaii in 1952, and Kawelolani Street (Res . No . 225) , paper road owned by State of Hawaii, and Quitclaim Deed for Ulu Street which have been reviewed and approved by the Corporation Counsel. Recommends that these documents be approved and the Department of Parks & Recreation be authorized to proceed with the expansion plans of Hoolulu Park : Accept recommendations of the Chief Engineer and recommend adoption of Resolution Nos. 225 & 226 . </ (L81.0- '< 3 ALe,),„„- No . 819 : Director of Finance Re : Improvement District No . 5, Kishi Subdivision, South Kona, Hawaii Transmits for adoption Resolution No . 227 authorizing the issuance and sale of improvement district bonds (5206, 629 .80) and fixing the form and content of such bonds : • Recommends adoption of Resolution No . 227 . 41/ PWC-31 - 4 - April 17, 1970 ORDINANCE 'Bill 6$$: An Ordinance Amending Section 17-7 (Time Limit Parking Zones) of Ordinance No . 39 (Traffic Code) , Revised Ordinances of the County of Hawaii 1967, By Adding A New Paragraph Designating Time Limit Parking Zones - One Hour Parking on Kinoole Street Between Kukuau and Ponahawai Streets : Recommends adoption of Bill No . 6$$, as amended, on second and final reading.
