The following are the recommendations of the Public Works
Committee which were considered at its meeting of May 15, 1970:
COMMUNICATIONS

Agency
Transmits revisions of the County's Plan for
Emergency Preparedness, updated to March 1, 1970.
The revisions include changes in telephone numbers,
elimination of specific words in the tsunami plans
and the inclusion of a Civil Disturbance Plan:

No. 8: Chief Engineer
Re : Request to Lease a Portion of the Hilo Watershed
Reservation Lot in Piihonua
Informs that the County has no immediate plans for
the improvements in the area and therefore, there is
no objection to Mr. Veriato being leased the portion
of County land abutting his leased property, on a
revocable basis with the conditions stated:

Responds to Council's request for advice on:
1. whether land condemned for a specific purpose can
be leased ;
2. whether such land may be leased outright or on a
competitive basis.
Advises that in their opinion the County may lease
or sell County-owned real property, whether acquired
by gift, purchase or condemnation if the Council
determines that it is in the public interest to do so :
Recommends that the land be
leased on a competitive basis
on a month-to-month basis with
the conditions stated .

Vehicles
Offers their comments on Bill No . 692 (now Ordinance
No . 309) relative to the subject matter.
Informs that one of their members did not believe the
15-mile disparity between the maximum and minimum
speed limit is great enough to constitute a hazard:

Re : Prohibited Parking on Kilauea from Aupuni Street
to Hilo Motors Used Car Lot
Recommends that parking be prohibited on the makai
side of Kilauea Avenue from Aupuni Street to the
northerly end of the Hilo Motors Used Car Lot :

Re: C-774 - No Parking on Kilauea Avenue
Informs that with regard to the Public Works Committee 's
request for reconsideration of the no-parking restriction
for Kilauea Avenue from the Hilo Motors Used Car Lot to
Aupuni Street, they still feel that their recommendation
should stand as stated .
Informs also that their findings on the potential
traffic hazards on all of Kilauea Avenue will be
reported out as soon as their study is completed:

the subject roadway. Informs that the Public Works
Department has recommended acceptance :

(PWC Meeting of April 17, 1970)
Informs that the contractor has completed the demolition
of the old Mamo Shell Service Station at the corner of
Keawe and Mamo Streets last week:

acceptance :

Requests that the subject matter be discussed at the

Transmits for adoption Resolution No . 243 authorizing
the condemnation of certain parcels of land along
Kupulau Street necessary for the improvement of said
street :

Re: Improvement District No. 6, Hoonanea Street,
South Hilo, Hawaii
Transmits for adoption Resolution No. 244 authorizing
the sale of improvement district bonds and fixing the
form and content of such bonds:
Recommends adoption of
Resolution No . 244.
, No . 874: Director of Finance
Transmits for adoption Resolution No . 245 to transfer
the necessary funds into the improvement district
revolving fund to be used to redeem enough bonds so
that the deficiencies are eliminated at the termination
of the improvement districts as follows: Kishi
Subdivision - $15,000; Kimo Place - $5,000.; Hoonanea -
Street - 87,000:

and Substituting a New Section Dealing with. the Spilling
of Litter on the Highways:
