RESOLUTION NO. 104 1' A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO FUND THE MALAMA `OHI`A RESEARCH PROJECT. WHEREAS, the Big Island Resource Conservation and Development Council is a 501(c)(3) local nonprofit whose purpose is to assist the people of Hawai`i Island in achieving sustainable development while caring for and appreciating their natural environment, as well as ensuring broadened economic opportunities, enriched communities, and better lives; and WHEREAS, the Big Island Resource Conservation and Development Council will be sponsoring the Malama `Ohi`a research project and coordinating the efforts of over 42 students, five teachers, and three researchers working to address Rapid `Ohi`a Death (`Ohi`a Wilt) that is caused by the fungal pathogen Ceratocystis fimbriata; and WHEREAS, the Malama `Ohi`a research project is a pilot study researching the use of indigenous microorganisms to heal `ohi`a trees that are showing symptoms of Rapid `Ohi`a Death; and WHEREAS, indigenous microorganisms include bacteria, fungi, nematodes, and protozoa that are used to promote soil health; and WHEREAS, the Big Island Resource Conservation and Development Council is requesting funds for the Malama `Ohi`a research project to assist with the purchase of supplies and equipment; and WHEREAS, this project meets the Department of Research and Development's goal to support sustainable agricultural practices by promoting education and research that build agricultural skills in the community; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 4 will be appropriated to the Department of Research and Development to provide a grant to the Big Island Resource Conservation and Development Council to support the Malama `Ohi`a research project to address Rapid `Ohi`a Death on Hawai`i Island.
