vos q ; <br /> COUNTY OF HAWAII -•��� ! •�; STATE OF HAWAII <br /> • <br /> Ort Oi.At."' <br /> RESOLUTION NO. 104 1' <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND <br /> RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO FUND THE <br /> MALAMA `OHI`A RESEARCH PROJECT. <br /> WHEREAS, the Big Island Resource Conservation and Development Council is a <br /> 501(c)(3) local nonprofit whose purpose is to assist the people of Hawai`i Island in achieving <br /> sustainable development while caring for and appreciating their natural environment, as well as <br /> ensuring broadened economic opportunities, enriched communities, and better lives; and <br /> WHEREAS, the Big Island Resource Conservation and Development Council will be <br /> sponsoring the Malama `Ohi`a research project and coordinating the efforts of over 42 students, <br /> five teachers, and three researchers working to address Rapid `Ohi`a Death (`Ohi`a Wilt) that is <br /> caused by the fungal pathogen Ceratocystis fimbriata; and <br /> WHEREAS, the Malama `Ohi`a research project is a pilot study researching the use of <br /> indigenous microorganisms to heal `ohi`a trees that are showing symptoms of Rapid `Ohi`a <br /> Death; and <br /> WHEREAS, indigenous microorganisms include bacteria, fungi, nematodes, and <br /> protozoa that are used to promote soil health; and <br /> WHEREAS, the Big Island Resource Conservation and Development Council is <br /> requesting funds for the Malama `Ohi`a research project to assist with the purchase of supplies <br /> and equipment; and <br /> WHEREAS, this project meets the Department of Research and Development's goal to <br /> support sustainable agricultural practices by promoting education and research that build <br /> agricultural skills in the community; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, activity, <br /> service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 4 will be appropriated to the Department of <br /> Research and Development to provide a grant to the Big Island Resource Conservation and <br /> Development Council to support the Malama `Ohi`a research project to address Rapid `Ohi`a <br /> Death on Hawai`i Island. <br />
