RESOLUTION NO. 104 1'
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO FUND THE
MALAMA `OHI`A RESEARCH PROJECT.
WHEREAS, the Big Island Resource Conservation and Development Council is a
501(c)(3) local nonprofit whose purpose is to assist the people of Hawai`i Island in achieving
sustainable development while caring for and appreciating their natural environment, as well as
ensuring broadened economic opportunities, enriched communities, and better lives; and
WHEREAS, the Big Island Resource Conservation and Development Council will be
sponsoring the Malama `Ohi`a research project and coordinating the efforts of over 42 students,
five teachers, and three researchers working to address Rapid `Ohi`a Death (`Ohi`a Wilt) that is
caused by the fungal pathogen Ceratocystis fimbriata; and
WHEREAS, the Malama `Ohi`a research project is a pilot study researching the use of
indigenous microorganisms to heal `ohi`a trees that are showing symptoms of Rapid `Ohi`a
Death; and
WHEREAS, indigenous microorganisms include bacteria, fungi, nematodes, and
protozoa that are used to promote soil health; and
WHEREAS, the Big Island Resource Conservation and Development Council is
requesting funds for the Malama `Ohi`a research project to assist with the purchase of supplies
and equipment; and
WHEREAS, this project meets the Department of Research and Development's goal to
support sustainable agricultural practices by promoting education and research that build
agricultural skills in the community; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Research and Development to provide a grant to the Big Island Resource Conservation and
Development Council to support the Malama `Ohi`a research project to address Rapid `Ohi`a
Death on Hawai`i Island.
BE IT FURTHER RESOLVED that the Council of the County of Flawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
