RESOLUTION NO. 106 17
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF THE
FUTURE FOR THE 3RD ANNUAL HOKUPA'A YOUTH SUMMIT.
WHEREAS, Hokupa`a is a University of Hawai`i at Hilo community development
project in partnership with the State Department of Education(West Hawai`i Complex Area),
Kamehameha Schools, The Learning Coalition, Hawai`i Community College, Queen
Lili`uokalani Children's Center, Hawai`i County Council, State Department of Human Services
(Office of Youth Services), and other partners; and
WHEREAS, Hokupa`a's mission is to empower young people and support schools to
improve personal, educational, and economic success for youth and the future of Hawai`i by
working together as communities with shared responsibilities; and
WHEREAS, Friends of the Future is a 501(c)(3) nonprofit organization that envisions
harmony and balance among the diverse people of Hawai`i and encourages each person to
contribute their deepest values to create shared visions and to continuously improve
communities; and
WHEREAS, Friends of the Future formally signed a collaboration agreement to be one
of Hokupa`a's youth-support partners and will be an active participant of the 3`d Annual
Hokupa`a Youth Summit, which will convene on April 28, 2017, at the Kahilu Town Hall; and
WHEREAS, the Department of Liquor Control supports organizations and programs that
promote drug-free and alcohol-free events; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 7 will be appropriated to the Department of
Liquor Control to provide a grant to Friends of the Future for the 3`d Annual Hokupa`a Youth
Summit.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
