COUNTY OF HAWAII - STATE OF HAWAII RESOLUTION NO. 108 17 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH EXPENSES RELATED TO THE MALAMA `OHI`A PROJECT. WHEREAS, the `Ohi`a lehua tree (Metrosideros polymorpha) is the backbone of Hawai`i's native forests and is central to Hawaiian culture; and WHEREAS, according to the University of Hawai`i at Manoa, College of Tropical Agriculture and Human Resources, the fungal pathogen, Ceratocystis fimbriata(also known as `Ohi`a Wilt and Rapid `Ohi`a Death), has caused approximately 50,000 acres of`Ohi`a forest to have symptoms of the fatal disease on Hawai`i Island; and WHEREAS, the Malama `Ohi`a project will consist of a scientific study to validate the use of indigenous microorganisms and Korean natural farming methods to successfully treat and/or cure Rapid `Ohi`a Death, which will be conducted by a team of biologists, certified organic farmers,Native Hawaiian cultural practitioners, and volunteers, all under the leadership of Dr. Patrick Hart (professor of biology at the University of Hawai`i at Hilo) and Youngsang Cho (founder and president of JADAM Organic farming); and WHEREAS, the Big Island Resource Conservation and Development Council (BIRCD) is a 501(c)(3) nonprofit organization whose mission is to accelerate the conservation, development and utilization of natural resources, improve the general level of economic activity, and to enhance the environment and standard of living in designated areas; and WHEREAS, BIRCD is sponsoring and helping to coordinate the Malama `Ohi`a project, because the project is in alignment with its goals to support Hawaiian culture, education, and the environment; and WHEREAS, BIRCD is requesting funds to assist with expenses related to the Malama `Ohi`a project, which includes the cost for equipment, supplies, fees for the facility test site, compensation fees for professional services provided by the team leaders, and reimbursement for food and travel; and WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 5 will be appropriated to the Department of Research and Development to provide a grant to the Big Island Resource Conservation and Development Council to assist with expenses related to the Malama `Ohi`a project. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $5,000 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC—Contingency Relief $5,000 CREDITED TO: 010.161.5161.22 Department of Research and Development $5,000 Agriculture R&D OCE 115 Misc. Contract Services (BIRCD—Malama `Ohi`a Project) 2 BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Research and Development and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
