The following are the recommendations of the Public Works
Committee which were considered at its meeting of July 13, 1970:

Re : Traffic Control on Pauahi and Aupuni Streets

Recommends that parking be restricted 30 feet of all
driveways located near business establishments that
cater to the general public . This requires an amend-
ment to Traffic Ordinance No . 39, Section 17-3 (2a) :
Recommends that Pauahi Street
between Kamehameha and Kilauea
Avenues and Aupuni Street between
Pauahi Street and Kilauea Avenue
be established as no-parking streets,
and request the Corporation Counsel
to prepare the proper amendment :

Re: Bill. No . 701 - Anti-Litter Ordinance
Submits a revised form of the subject bill as requested
by the Committee :
Recommends adoption of amended
Bill No . 701 on second and final
reading.
No . 521: Mrs. John B. Smith, President, Hilo Woman's Club
Asks several questions pertinent to the Council's
latest action to help alleviate the traffic problem
on Waianuenue Avenue during school days:

Requests that they be allowed to retain their directional
sign located on the main highway in Puna for the Hawaiian
Parks and Hawaiian Beaches subdivision in order to aid
persons in locating the subdivisions :
Recommends that the request be
denied due to violation of
Section 5 (e) of Ordinance 4$.

Re : Drywell Sump at Intersection of Mililani 8c
Kekuanaoa Streets
Recommends approval of the settled terms for the
acquisition of Parcel A (220 sq. ft . ) , needed by the
County of Hawaii for the above project, for the total
sum of $165.00:
Accept recommendation.
No . 953 : Chief Engineer
Re : Amending Ordinance No . 7, Revised Ordinances of the
County of Hawaii 1967, Pertaining to Inspection Charges
Recommends that Section 1 (b) - Cost, be amended to read,
"Cost shall mean the amount to be charged by the County
for overtime inspection at the rate of $13 .00 per hour,
including overhead and administrative charges. "
Further recommends that wherever "Board of Supervisors"
is noted in the ordinance, it shall mean "County Council':

Corporation Counsel to prepare
the proper amendments .

AMENDMENT

Re : Request to Lease a Portion of the Hilo Watershed
Reservation Lot in Piihonua
Informs that the County has no immediate plans for
the improvements in the area and therefore, there is
no objection to Mr. Veriato being leased the portion
of County land abutting his leased property, on a
revocable basis with the conditions stated :

Responds to Council's request for advice on:
1. whether land condemned for a specific purpose can
be leased ;
2. whether such land may be leased outright or on a
competitive basis .
Advises that in their opinion the County may lease or
sell County-owned real property, whether acquired by
gift, purchase or condemnation if the Council determines
that it is in the public interest to do so :
Recommends that action taken on
C-398 & 398.1/PWC-33 "that the land
be leased on a competitive basis on
a month-to-month basis with the
conditions stated" be rescinded and
that the County do not sell or lease
County lands until a policy is
formulated by the Public Works
Committee and the Corporation Counsel's
Office.

Rec. 6/PWC-15
Recommends that parking be restricted 30 feet of all
driveways located near business establishments that cater
to the general public. This requires an amendment to
Traffic Ordinance No. 39, Section 17-3(2a):

Committee for study and to review
the whole situation.
