No. 480: Chief Engineer Recommends that parking on Pauahi and Aupuni Streets be restricted 30 feet from all driveways located near business establishments that cater to the general public: Recommends approval and refer to the Corporation Counsel for the proper amendment. No. 925: Councilman De Luz Requests street light on Pole #51, Alii Road, Kona: 925.1: Mayor Submits a report from the Chief Engineer regarding the above request informing that Helco has been authorized to install a 175-watt mercury vapor street light: • Accept and file. ;4(J-- -( -- No. 958: Chief Engineer Transmits request of Mr. Norman S. Lewis to install a private waterline within the government right-of-way - Kaumana Rise Subdivision, TMK: 2-5-16: Recommends approval of the request subject to the conditions as listed by the Chief Engineer. Date: AUG 411 PWC-38 - 2 - August 11, 1970 C�.�,n• No. 960: Chief Engineer Informs that their office has negotiated with the property owners of Hoonanea Street, Improvement District No. 6, and Kimo Place Road, Improvement District No. 7, for the acquisition of portions of their properties required for the subject improvement districts and recommends approval of the just compensa- tion as appraised: Recommends approval of the acquisition of properties as appraised. 4,, a,„. No. 961: Chief Engineer Transmits a copy of the Planning Department ' s recommendation on the variance request for Inter-Island Resorts, Ltd. , to allow the installation of a ground sign which exceeds the size requirement and lacks building setback. Concurs with the Planning Department' s recommendation that a variance for ground sign facing Alii Drive be approved, provided no wall sign is installed fronting Alii Drive: Recommends approval to grant a variance. h,00„n, ./jC„m No . 965: Chief Engineer Permits to Move Vehicles Exceeding Statutory Requirements on Highways (Section 291-36, HRS) Informs each district road overseer has been authorized to act as the representative of the Chief Engineer to issue permits: Recommends approval of the procedure allowing the district road overseer to issue permits to move vehicles exceeding statutory requirements on County highways. No. 967: Chas. L. Schuster, District Engineer, State Department of Transportation Recommends the following amendments to Ordinance No. 39: 1. Add a new paragraph to Section 10-5(i) to read: 5. "The Kailua-Kawaihae Road, from a point 750 feet north of the access road to Honokohau Harbor to a point of 1,050 feet south of the access road to Ke-Ahole Airport. "The Kailua-Kawaihae Road, from a point 1,050 feet south of the Ke-Ahole Airport Access Road to the Access Road. " (To establish a 25 miles per hour speed limit.) Recommends approval of the request and refer to the Corporation Counsel for the proper amendment. No. 971: Councilman Frank De Luz III Requests installation of a street light on Pole #78 on Ululani Street across the Harry Kamoku Hall: Refer to the Chief Engineer for disposition. No. 972: Philip Hooton, Chairman, Highway Safety Council Submits for the Council' s consideration the following traffic safety matters: 1. Establishing Stop Streets for Plantation Road - Old Mamalahoa Highwa$ Intersection at Paauhau Recommends that in addition to having the plantation road stop mauka of the intersection, the Traffic Ordinance be amended to make the old Mamal,ahoa Highway a stop street on both sides of the intersection, with the stop sign on the Hilo side to also indicate a "Turn Right with Caution." 2. Relocation of Stop Sign and No Parking on Portion of Plumeria Street, Honokaa Recommends that the Traffic Ordinance be amended to make Lehua Street a stop street at its intersection with Plumeria Street and to delete the existing stop requirement for Plumeria Street at Lehua Street, and that a no-parking zone be established for both sides of Plumeria Street from its intersection with Lehua Street up to the new Plumeria Street section. 3. Elimination of Loading Zone on Kalakaua Street Recommends that the Traffic Ordinance be amended by repealing the freight loading and unloading zone on the Puueo side of Kalakaua Street, mauka of the unnamed private land. (Vicinity of new Hawaii National Bank) Recommends approval of the requests and refer to the Corporation Counsel for the proper amendment. ® S PwC-38 - 4 - August 11, 1970 'No . 973: Wm. B. Walter, Chairman, South Hilo Traffic Safety Committee Re: Traffic Safety Items Needing Count Action Submits for the Committee' s consideration the following needs to reduce hazard to life from traffic accidents: 1. Improved Visibility on Saddle Road Between Hilo and Mauna Loa Observatory Intersection Recommends that trees and brush be cleared on both sides of the road to provide straight-line visibility in sections where the road winds through wooded sections. 2. Passing Lanes on Komohana Recommends that shoulders be widened and paved allowing for left hand lanes at the following intersections: Ponahawai, Kukuau, and Mohouli. 3. Guard Rails on Both North Corners of Komohana and Punahele Intersection Informs that narrow shoulders with deep drop-offs existing at these corners provides a high degree of hazard. 4. Pedestrian Overpasses at Hilo High School/Hilo Intermediate School and Hilo Union School on Waianuenue Avenue Recommends construction of overpasses to separate the vehicular and pedestrian traffic and submits comments on cost, esthetics, physical work, and lack of compliance which have been used as arguments against building overpasses: Received and file. No . 973.1: Philip Hooton, Chairman, Highway Safety Council Re: South Hilo Traffic Safety Committee' s Request on Traffic Safety Items Needing Count,y Action Submits the following comments and recommendations on the subject matter as requested: 1. Improved Visibility on Saddle Road between Hilo and Mauna Loa ObservatoryIntersection Informs that the Public Works Department will take care of any daylighting which needs to be done. 2. Passing Lanes on Komohana Street Informs that an investigation showed that left turn lanes on Komohana Street at the Ponahawai, Kukuau and Mohouli intersections cannot be provided within • • PWC-38 - 5 - August 11, 1970 No. 973.1: its existing road right-of-way. Because of the high cost involved in providing a passing lane for these intersections, a more detailed study of the traffic movement and count need to be made for justification and consideration to improve the intersections in future CIP programs. 3. Guard Rails on Both North Corners of Komohana and Punahele Intersection Informs that the Department of Public Works will install guard rails at this intersection in the near future. 4. Pedestrian Overpasses on Waianuenue Avenue Recommends that action on overpasses be withheld until the off-street loading-unloading project at Hilo High School proposed by the traffic consultant is constructed and its results and effects are studied: Received and file and send a copy of this communication to the South Hilo Traffic Safety Committee. 4, a„,. No. 976: Chief Engineer Submits for adoption Resolution No. 265 for a driveway variance requested by the State Department of Land and Natural Resources. The Planning Department has recom- mended approval: Recommends adoption of Resolution No . 265. No. 977: Chief Engineer Re: Proposal for Ponding Area at Kapiolani and Kukuau Streets (TMK: 2-4-25-48) Requests that the Administration be granted authority to negotiate a lease agreement with Kinoole Development Co . , Ltd. (lessee of a portion of the Richardson property) for ponding rights to construct an open channel from the proposed drywell sumps for temporary drainage disposal into the ponding area for the Mohouli Subdivision Housing Project until the proposed development of the Richardson property and the Kukuau Street improvement are completed. Also requests approval of the liability referred to in the letter from the Kinoole Dev. Co. , Ltd. regarding settling of their bowling alley building located two blocks below Kapiolani St. and unpredictable consequenceto the present improvements on their property: Recommends approval of the request. r •IP 0 PWC-38 - 6 - August 11, 1970 AU (14-"47)- No. 981: Mayor Kimura Requests Council' s approval of Tax Key 7-7-06-18 near Holualoa, Kona as a "designated site" and of Mr. Megumi Kon as the official with review powers for an Experimental Housing Project: Recommends approval of the request. ' 8"'^l No. 984: Kengo Nagasako , Coordinator, Tom Gill Committee Requests permission to use a portion of the sidewalk area fronting the Tom Gill headquarters and an adjacent warehouse for a fund-raising "Garage Sale" : Recommends approval of the request providing the requirements of Ordinance No. 51, sidewalk selling, are met.
