Committee which were considered at its meeting of August 24, 1970:

Chief. Engineer informs of discussion with Peter Kawahara,
Principal, regarding additional access routes to school
to help alleviate traffic congestion on present access
from Palani Road:

Parks and Recreation Director informs $50,000 will be
needed to renovate a section of the Kailua airport into
a certified drag strip; recommends final action toward
development of temporary drag strip be deferred until
close of present legislative session:

Chief Engineer requests that the Mayor be authorized to
execute the documents necessary for granting the County
of Hawaii quarrying rights on the subject lease sites
and that the documents be recorded:
Authorize the Mayor to execute
the lease agreement and upon
completion, County Clerk to
record the documents.
4 , ( -,,, . No . 986: DR. RICHARD T. SHINDO, - INSTALL PRIVATE WATERLINE
Chief Engineer submits a copy of a letter from Dr. Shindo
to install private waterline within the government right-
of-way from Kilauea Avenue, along Maile Street, to service
the Park-View Apartment ; recommends that the installation
be allowed, subject to conditions:
Approve of the request, subject
to the conditions listed by the
Chief Engineer.
(Mr. Matayoshi declared a possible
conflict of interest and abstained
from voting. )
No. 9$9: STATE DEPARTMENT OF TRANSPORTATION PROPOSED 1972-1977
CIP. PROGRAM.
Dr. F. Matsuda, Director of the State Department of Trans-
portation, requests that recommendations and comments be
submitted to their office no later than September 14, 1970:
Request each Council member to
submit a list .. of projects for the
proposed 1972-1977 CIP budget of
the State Department . of Trans-
portation for consideration by the
Public Works Committee at its
meeting scheduled for Friday,
September 4, 1970.
Also, the administration be requested
to submit a copy of their recommenda-
tions to the Committee.
No . 990: SPEED LIMIT - HIGHWAY 19 - HONOKAA
Frank De Luz III transmits information for consideration
to reduce the speed limit in Honokaa:
Approve the following recommendations
of the Hamakua Traffic Safety Committee:
1. 65 mph zone from Mud Lane to
vicinity of Nienie Bridge.

No . 990 2. 55 mph zone from vicinity of
(cont. ) Nienie Bridge to existing
55 mph sign (several hundred
yards west of Lehua inter-
section.
3 . 45 mph zone in that area currently
posted as 55 (as above, to just
east of Andrade's Service Station) .
4. 55 mph zone from Andrade's Service
Station to east of Paauhau manager's
house, or at least past highway 240
junction.
5 . 65 mph east of Paauhau manager's
home ;
and request the State Highway Division
to go along with the recommendations.
Request the Corporation Counsel to
prepare the proper amendments.
MOTIONS
/L., M-56: SIGNS AT RUBBISH DUMP
Public Works Committee take under advisement request
of Mrs. Leila McKuen to consider posting of signs at
rubbish dumps indicating where the rubbish is to be
deposited and the penalty provision if this is not
complied with: (Edwards - Sept . 3, 1969)
Refer to the administration for
their disposition.
Afs. M-$2: UTILITY POLES
Referto the Public Works Committee the matter of
future placement and relocation of utility pole
requests be made subject to and consistent with the
objectives of the Joint Pole Committee:
