NO. 39 . . Prosecuting Attorney submits comments on Section 17-11 of Ordinance No . 39, relating to abandoned cars and Section 1-54 of said ordinance which defines vehicles as "every device in, upon or by which any person or property is or may be transported or drawn upon a highway ':' Recommends that "vehicle" be re-defined in such a manner as to include a "car" incapable of transporting person or property upon a highway because essential parts have been stripped therefrom: Bill 729: Deputy Corporation Counsel Yoshioka submits a draft of • (C-962) an ordinance redefining the word "vehicle" as used in Traffic Ordinance No . 39 as as to . include abandoned vehicles within its scope: Approve and recommend passage of Bill No . 729 on first reading. ,cam,, _ No . 9$9: STATE DEPARTMENT OF TRANSPORTATION PROPOSED 1972-1977 CIP PROGRAM. _ . . . . Hawaii Belt Road - safety improvements from Honaunau to Milolii; along with permanent improvement of the stretch of highway from Kainaliu to Naalehu, constructed incrementally by realigning and/or widening existing route. 2. Hilo Waterfront Road from Wailoa River to Hilo Wharf Approach Road including a new Wailoa Bridge. 3 . Kawaihae Road - Kawaihae towards Kamuela. 4. Volcano Road - from Slaughter House Road to Keaau Village intersection. 5 . Palani Road improvement from Palani junction to Kailua Village. 6 . Spot safety improvements to Saddle Road . AIRPORT PROJECTS : 1. Continued construction of the General Lyman Field expansion as reflected in the previous Governor's Budget . 2. Continued maintenance to the Upolu and Waimea-Kohala airports. HARBOR PROJECTS : 1. Study and improvements to solve the surge problem in Hilo Harbor. 2. Continued improvements to Honokohau Boat Harbor. 3 . Construction of Waipio Scenic Road to Mudlane Highway. 6. Construction Funds, Belt Highway, Phase I, FAP, 11E-11F (7.$ miles) 7. Plans, Belt Highway, FAP, Phase II, 11D-11E 8. Construction of Keaukaha Kapoho Highway 9. Completion of Highway 13 to Kalapana. 10. Construction of a firebreak road along lava rift to protect the Puna Forest Reserve from fire outbreaks. HARBOR PROJECTS: i 1. Improvement of Hilo Harbor pier area to accommodate heavy equipment . J 2. Improvements to boat ramps in Punaluu, Kau and Kaulana Bay, South Point . 3 .
