The following are the recommendations of the Public Works
Committee which were considered at its meeting of September 15,
1970:
COMMUNICATIONS
�No . 959 : SIGN VARIANCE
L. M. Prince, Hawaiian Land Consultants, informs that
three signs identifying the ownership of land companies,
namely Kau Kona Land Co. , Puapuaa Kona Land Co . , and
Onouli Kona. Land Co . , were installed, and requests
that a variance from the Sign Ordinance be granted to
permit their signs to remain:
C- No . 959.1: Chief Engineer informs that the signs do not fall into
any of the categories listed under Section 2, Permissible
Signs, of Sign Ordinance No . 4$ but they could be made
to conform to Sec . 3 (b) , exempt signs not exceeding
2 sq. ft . in display surface:
Deny request for a sign
variance and transmit a
copy of the Chief Engineer's
letter to Mr. Prince for
his information.
f ,C- No . 1012: TRAFFIC SAFETY MATTERS
Philip Hooton, Chairman, Highway Safety Council, submits
the following traffic safety matters for the Council's
consideration:
1. Establishment of Speed Limit Zone from Keauhou
Junction to Holualoa
Recommends that the Traffic Ordinance be amended
to establish a speed limit zone of 30 mph for
Mamalahoa Highway from the Honokohau (Palani)
junction to the Keauhou junction, Kona.

Recommends that the Traffic Ordinance be amended
to establish a crosswalk in the vicinity of Ben
Franklin Store in Kainaliu, Kona:
Approve of the recommendations
and refer to the Corporation
Counsel for the proper amend-
ments.
„Ku 0 - No . 1013 : SAFETY IMPROVEMENTS ALONG HAWAII BELT ROAD,
HOOKENA TO MILOLII, PROJECT NO. 11C-02-70
Chas. L. Schuster, District Engineer, State Department
of Transportation, requests that the temporary 35 mph
speed limit be continued until the completion of Phase II
with the following change in Ordinance No . 324:
In the first sentence of "Section 2" change
"Project No. 11C-02-70" to "Project .No . 11C-
03-70. "

Counsel for the proper
amendment .

RECOMMENDATIONS
4,, ,e« No. 1: RE: ORDINANCE NO. 309
Recommends that Ordinance No . 309 relating to slow-
moving vehicles be repealed and request the Corporation
Counsel to prepare the proper amendment .
Request the State Highway Safety Coordinator to consider
the inclusion in the Uniform Vehicle Code, a provision
to require slow-moving vehicles to be equipped with some
kind of warning signal to indicate that they are
traveling below the minimum speed regulation.
rNo. 2: TRAFFIC SAFETY MATTERS
Refer the following to the Highway Safety Council for
their consideration and recommendation back to the
Committee:
A. Consider the possibility of establishing a
crosswalk by the M. Okamura Store in Kainaliu, Kona.
B. Removal of five parking spaces on Wailuku Drive by
the former Tax Office Building because of the

C. Look into the traffic problem on Wailuku Drive in
the vicinity of the triangular island (near the

As per your request, the attached matter was
brought to the attention of the Public Works
Committee. It has been referred to the Highway
Safety Council for consideration and will be
referred back to the Public Works Committee for
further consideration and implementation.

The County Council at its September 23, 1970 meeting adopted the following
recommendations of its Public Works Committee:
"Rec. No. 2: Refer the following to the Highway Safety Council
for their consideration and recommendation back to .
the Public Works Committee:

With regard to Item "C", it was pointed out that thosepeople living in the
Puueo area, especially the older people, have a rather hard time crossing .
WailukuDrive over to the post office and, therefore, use this island as -.a
stopping place. It was suggested that perhaps this island should be paved
to make it easier for these people-as they crossover.
