HomeMy WebLinkAboutREP PWC 042 10/02/1970 1969-1972 \ r , PUBLIC WORKS COMMITTEE REPORT REPORT NO 42 Councilmen County of Hawaii Hilo, Hawaii The following are the recommendations of the Public Works Committee which were considered at its meeting of October 2, 1970: COMMUNICATIONS A� Comm. 4$0.1: ORDINANCE RESTRICTING PARKING ON AUPUNI AND PAUAHI STREETS (C-4$0/PWC-3$) Deputy Corporation Counsel submits as per request Bill No . 741 for an ordinance to restrict parking within thirty feet of any driveway on Aupuni and Pauahi Streets to improve the sight distance of motorists emerging from said driveways : Approve and recommend passage of Bill No . 741 on first reading. Comm. 905 : BILL 715 - NO PARKING ON THE MAKAI SIDE OF KILAUEA AVENUE BETWEEN AUPUNI STREET AND THE NORTH END OF THE HILO MOTORS USED. CAR LOT Maile Chong, Maile Apartment, informs that immediate passage of Bill 715 will create undue hardship to tenants and landowner and requests that the Council consider suspending the effective date for a one-year period to allow them time to make available other parking areas : Inform the writer that an ordinance is in the process of being drafted to establish a no-parking zone on the makai side of Kilauea Avenue from Aupuni Street to Kekuanaoa Street and that the time of passage will be around December 1, 1970. Date: OCT 71970 I\ 411 411 PWC-42 - 2 - Oct . 2, 1970 Comm. 1024: DEDICATION DEED - KAAPOKO HOMESTEADS, SOUTH HILO (Subdivider - Mauna Kea Su•ar) TMK: 2-7-05 Corporation Counsel transmits for acceptance a dedication deed for roadway in the subject area and informs that the Chief Engineer has recommended acceptance: Accept deed and refer to the proper officials for execution. (Mr. Carpenter declared a possible conflict of interest . ) r.-k. Comm. 102$: TRAFFIC SAFETY MATTERS Philip D. Hooton, Chairman, Highway Safety Council, submits the following for consideration: 1. Establishment of Through Street at Kona Sea View Subdivision Recommends that Ordinance No . 39 be amended to establish Sea View Circle as the through street within Kona Sea View Subdivision, except for approximately 230 feet of the road from its access at Kuakini Highway. 2. Reduced Speed Limit for Road to Honokohau Small Boat Harbor Recommends that Ordinance No. 39 be amended to establish a 25 mph speed limit zone for the road to Honokohau Small Boat Harbor, beginning at the Kailua-Kawaihae Road, for a distance of approximately one mile : Approve of the recommendations and refer to the Corporation Counsel for the proper amendments. Comm. 1029 : TRAFFIC PROBLEMS ON KILAUEA AVENUE Philip D. Hooton, Chairman, Highway Safety Council, submits the following recommendations for consideration: 1. No left turns on Keawe Street at Kalakaua Street in both directions during peak hours (7 :00-$:00 a.m. and 4:00-5:00 p.m. ) . • • PWC-4.2 - 3 - Oct . 2, 1970 Comm. 1029 2. Establishment of no-parking zone on Kilauea (cont . ) Avenue on the mauka-Puna side of the Kilauea- Ponahawai intersection for a distance of 270 feet, unless marked by a parking stall and meter (to allow two full lanes of Puna-bound traffic ) . 3 . a. No parking on makai side of Kilauea Avenue from Aupuni Street to Kekuanaoa Street . b . No parking on mauka side of Kilauea Avenue from Aupuni Street to Kekuanaoa Street, except for two exceptions: (1) Parking in vicinity of Aupuni Street intersection permitted if so marked . (2) Four stalls to be marked on mauka-Puna side of intersection with Mohouli Street With no parking during peak hours (7 :00-$:00 a.m. and 4:00-5 :00 p.m. ) . 4. No parking during afternoon peak hours (4:00-5 :00 p.m. ) on Kilauea Avenue from Kekuanaoa Street to Lanikaula Street on mauka side only. 5 . a . No parking on both sides of Pauahi Street for a distance of 220 feet from its intersection with Kilauea Avenue. b . No parking on both sides of Aupuni Street for a distance of 200 feet from its intersection with Kilauea Avenue : Approve the recommendations and request the Public Works Department to notify the businesses affected by the proposed changes . Request the Corporation Counsel to prepare the proper amendments. 1&c Comm. 1030: STREET LIGHT REPORTS - 1M-110 Chief Engineer submits for information the monthly street light reports for the months of January through July, 1970: Receive and file ; and recommend that the Chief Engineer submit street light reports every six months instead of monthly. • • PWC-42 - 4 - Oct . 2,. 1970 Comm. 1036: SPEED LIMIT - HAWAII BELT ROAD - HONOKAA & KUKAIAU Chas. L. Schuster, District Engineer, State Dept . of Transportation, submits for approval the following amendments to the Traffic Ordinance: 1. Section 10-5 (i)1. Amend to read : "Hawaii Belt Road from Paauilo to a point 700 feet east of the intersection of the Honokaa Access Road (FASP S-23$(1) ) with the Hawaii Belt Road . " 2. Section 10-5 (i)2. Amend to read : "Hawaii Belt Road from a point 1, $00 feet east of Nienie Bridge to Mud Lane. " 3 . Section 10-5 (e) . Add a sub-paragraph to read: " Hawaii Belt Road from a point 2,700 feet east of the intersection of Plumeria Street with the Hawaii Belt Road to a point 1, 200 feet east of the intersection of Lehua Street with the Hawaii Belt Road . " 4. Section 10-5 (e)Il Delete in its entirety. 5. Section 10-5 (c) . Add a sub-paragraph to read: rr Hawaii Belt Road from a point 4,000 feet west of the access road to Waipunalei Camp to a point 2, 500 feet east of the Ookala Village access road": Approve of the recommendations and refer to the Corporation Counsel for the proper amendments. Comm. 103$: INSTALLATION OF STREET LIGHT CM-1$3 ) Mayor informs that the Department of Public Works has notified HELCO to install a new pole at the intersection of Palani Road and Honokohau Road and to install a 400-watt lucalox street light: Receive and file. •mac- Comm. 1041: MAINLAND COMMERCIAL VEHICLES Public Works Committee- Chairman submits for info.r•mation, a reply from the administration in response to a request from the Committee to check into whether all commercial vehicles coming from the mainland are paying local license taxes: Refer to the Planning, Economic Development, and Legislative Committee for consideration as • • PWC-42 - 5 — Oct . 2, 1970 Comm. 1041 (cont . ) a lobbying item at the next session of the legislature that all commercial vehicles coming from the mainland shall be required to pay county vehicular taxes. MOTION M-i$6 : TRAFFIC SIGNAL LIGHTS The subject of the traffic signal lights at the intersection of Kanoelehua and Kamehameha Avenue be referred to the Public Works Committee for review and that it also be referred to Mr. Schuster for comment . (Edwards/Greenwell) Comm. 1042: Chas L. Schuster, District Engineer, State Department of Transportation, submits a status report on the traffic signal lights: Receive and file. (Dept . of Transportation to again call for bids in November. ) ORDINANCES Bill 731: SPEED LIMITS Amends the Traffic Code, Ordinance No. 39, by the addition of new items to the twenty-five miles per hour speed zone : Approve and recommend adoption of Bill 731 on second and final reading. Bill 737: IMPROVEMENTS BY ASSESSMENT An Ordinance adopting theprovisions for improvements by assessment : Approve and recommend passage of Bill 737 on first reading. • S PWC-4.2 - 6 - Oct . 2, 1970 RECOMMENDATIONS L $,.No . 1: Request the Chief Engineer to look into the traffic problem at the intersection of Lanikaula Street and Kanoelehua Avenue and possibly consider the installation of traffic control lights at that intersection. <A,„ e./o 6,6/pwo A. "Rec. No. :1 : • Request the Chief Engineer to look into the traffic problem at the intersection of :Lanikaula Street and Kanoelehua Avenue and possibly,consider the installation of traffic. control lights at that intersection; and • Rec.
