F-0112 (5 ) Chas. L. Schuster, District Engineer, State Dept . of Transportation, informs that the subject project has been completed and requests that the 55 miles per hour speed limit be restored by deleting Paragraph 23 , Section 1, of Ordinance No . 307 : Approve request and recommend repeal of Ordinance No. 307 . Request the Corporation Counsel to prepare the proper amendment . A.c.c, CO3,„ . No . 872.1: KUPULAU ROAD IMPROVEMENT Assistant Corporation Counsel requests approval of the settlement to purchase the Ruddle property - Parcel 1, 15,409 square feet - for the sum of 31, 200.00 : Approve of the settlement . • No . 993 .2: DISPOSAL OF WASTE OIL BY SERVICE STATIONS 6q-l72) Chief Engineer reports on their findings in investigating M-172 and recommends that this matter be closed since the practice of spraying waste oil onto the road side has been stopped by the service station operator and since service stations are required to meet fire marshal's regulations for waste oil disposal: Receive and file. No . 1049 : SIGN VARIANCE - KONA BANYAN COURT Chief Engineer submits a request for a variance for the sign erected in front of the Kona Banyan Court in Kailua-Kona and concurs with the Planning Depart- ment 's recommendation that the sign variance request be approved with the following conditions : 1. The existing directory sign be removed . 2. No wall or marquee signs be allowed on building elevation fronting Alii Drive : Approve request, subject to the conditions listed . kW 6 ,, No . 1050: CONSTRUCTION WITHIN A GOVERNMENT RIGHT-OF-WAY Corporation Counsel responds to a request from the Committee for an opinion on whether the Council may give blanket authorization to the Public Works Department to allow construction within a government right-of-way. Advises that the authority to grant such permission may be assigned to the Public Works Department by ordinance : Request the Corporation Counsel to draw up a bill for an ordinance to grant authorization to the Public Works Department to allow construction within a government right-of-way. ; L' "No . 1051: EFFECTIVE DATE OF ORDINANCES Public Works. Committee Chairman transmits for information and disposition, a reply from the Corporation Counsel informing that the Council may insert any prospective effective date of any ordinance: Receive and file . • PWC-43 - 3 - Oct . 16, 1970 to . 1056 : REPORT ON FLOOD PLAIN STUDY (M-184 & M-8) Planning Director informs that the consultant, R. M. Towill, has submitted a preliminary report on the drainage study for all urban and urbanizing areas under the "701" Planning Program which is presently being reviewed by the Planning and Public Works Departments. Luz requests consideration to provide 8-hour parking metered stalls at the former County Building site, and to look into other areas in down- town Hilo to provide for employee parking: Receive and file. No . 1060: BILLS 732, 733 and 735 Councilman De Luz submits the recommended changes to Ordinance Bills 732, 733 and 735 as submitted by Captain Henry L. Freitas, Hamakua District Commander: Bill 732: TRAFFIC CODE - NEW STOP AND TURN RIGHT INTERSECTIONS Amends the Traffic Code, Ordinance No . 39, by designating new stop and turn right anytime with caution intersections in Hamakua: Bill 733 : TRAFFIC CODE - NEW STOP AND YIELD INTERSECTIONS Amends the Traffic Code, Ordinance No . 39, by designating new stop and yield intersections in Hamakua: Bill 735: TRAFFIC CODE - SPEED ZONES Amends the Traffic Code, Ordinance No . 39, by establishing 35 mph, 45 mph and 65 mph zones on the Hawaii Belt Road in Honokaa: Accept recommended changes as submitted on Bills Nos . 732 and 733 and recommend that PWC-43 - 4 - Oct . 16, 1970 No . 1060 Section 2 be deleted from Bill 732 Bill No . 732; and refer to " 733 the Corporation Counsel for " 735 proper amendments. (cont . ) Refer Bill No . 735 together with C-1060 to the Traffic Engineer to further study the recommendations submitted by the State Department of Trans- portation (C-1036) and the Hamakua Traffic Safety Committee (C-990) ; and report back to Committee . < c-to-o/p(cc_-,r e io�o, z�nve 5ai ORDINANCES Bill 742: TRAFFIC CODE Amends the Traffic Code and repeals all resolutions and ordinances in conflict therewith : Approve and recommend adoption of Bill No . 742 on second and final reading. CM-194: BILL 742 Councilman Edwards requests that the Public Works Committee look into the discrepancies in Section 7, items "a, " "c" and "e" of Bill No . 742: Receive and file . (Revisions will be made prior to final adoption of the Code . ) Bill 745 : INSPECTION STICKERS AND VEHICLE INSPECTION BOOKS Amends Section 21-4 (Cost of Inspection Stickers and Vehicle Inspection Books) of Ordinance No. 39 : Approve and recommend passage of Bill No . 745 on first reading. Bill 746: REPEAL ORDINANCE NO . 309 RELATING TO SLOW-MOVING VEHICLES Repeals Ordinance No . 309 which amended Section 10-6 (Minimum Speed Regulation) of Ordinance No . 39 ( Traffic Code) , as amended: Approve and recommend passage of Bill No . 746 on first reading. c t ' • • PWC-43 — 5 — Oct . 16, 1970 RECOMMENDATIONS Acu A= No . 1: SCHOOL BUSES Refer to the Department of Education to correct as soon as possible, the traffic hazards that are created when school buses allow the children to disembark at any time and at any place, by: A. Having the bus drivers exercise better judgment when stopping; B. Regulating the stopping of school buses by designating drop off points; C . Providing for an educational program for the drivers and students to use better judgment when crossing the roadway while the lights are flashing. No . 2 : WRIGHT ROAD - VOLCANO Request the Chief Engineer to make a study of the condition of Wright Road in Volcano and submit cost estimates for improvements. No . 3 : PIIHONUA BRIDGE Recommend that the Finance Director draw up a bill for an ordinance to transfer $25, 000 from the Piihonua Bridge account into an account entitled "Improve Approaches to Piihonua Bridge" and request the Public Works Depart- ment to implement the improvements after adoption of the ordinance .
