MacKenzie of Hilo Electric . Light Co . , regarding the subject matter: Chief Engineer informs that the County of Hawaii does not have the authority to regulate the radio interference problem and recommends that the County request the State of Hawaii to look into this matter: 4,, - $24.2: Deputy Chief Engineersubmits a follow up to his verbal report that Ordinance No . 31 and Chapter 274, HRS, were referred to the Corporation Counsel and his report attached to C-$24.1 is in reply to their request for advice on the recommended procedures in matters involving radio interference: Accept recommendation that the radio interference problem be referred to the State Radio Board to look into this matter. Alvey Wright, Acting State Highway Safety Coordinator, State Department of Transportation, requests that the Council review and compare the findings of the above report with our county traffic ordinances, and submit comments and recommendations by November 15, 1970: Approve the Report in concept, and recommend that the Council reserve comment until the final draft is completed, at which time the Public Works Committee will further study and make recommendations. c; -- No . 1036.1: BILL NO. 735 Chas. L. "No. 106$: PLACEMENT AND RELOCATION OF UTILITY POLES (M-$2/PWC-39) Mayor reports on- thesubject matter and informs that the Public Works Department will continue to review all pole installations with emphasis on joint pole usage or underground wiring: Receive and file. 411 011 PWC-44 - 4 - Oct. 30, .1970 to . 1069: MAINTENANCE OF SIDEWALKS WITHIN THE CITY OF HILO STATUS REPORT - MOTION NO. 163 (July. 15, 1970 Meeting) Chief Engineer submits a status report on Motion 163 informing that letters were sent to property owners of the 330 curb and sidewalk frontage found defective. The owners have been informed of the statutory provision and requested that the defective portions of the sidewalks be repaired in accordance with the County of Hawaii Standard Details and Specifications: Receive and file . to . 1070: REQUEST FOR STREET LIGHTS ON KAWILI EXTENSION Paul M. Miwa, Chancellor, Hilo College, recommends that street lights be considered at the corner of Kawili-Kapiolani Streets, and along Kawili Extension, mauka of Kinoole Street : Public Works Committee Chairman to notify Mr. Miwa on the progress of the pole installation project on Kawili Extension. Schotthafer, Cucamonga, California, requests the Council to erect permanent, standard directional markers to Crescent Acres south of Highway 11: Receive and file ; inform the writer that it is the respon- sibility of the subdivider to erect directional signs designating subdivisions. 0- No . 1089: HAWAIIAN TELEPHONE COMPANY'S REQUEST TO INSTALL DUCT LINES AND RECONSTRUCT EXISTING MANHOLES ON KALAKAUA STREET Chief Engineer recommends that the installation be allowed, subject to conditions listed: Approve request, subject to the conditions listed with an additional stipulation to require maintenance up to one year after construction. n 411 411 PWC-44 - 5 - Oct . 30, 1970 4,, C - No. 1090: REQUEST OF MRS . BILLIE KEMPF TO INSTALL PRIVATE WATERLINE WITHIN GOVERNMENT RIGHT-OF-WAY, NANAWALE ESTATE SUBDIVISION (TMK: 1-4) Chief Engineer recommends that the waterline installation be allowed, subject to conditions listed : Approve request, subject to conditions listed with an additional stipulation to require maintenance up to one year after construction. f, . 1091: DESIGNATION OF STOP INTERSECTIONS IN RESIDENTIAL SUBDIVISIONS IN PUNA Chief Engineer requests that the following amendment be made to Article 9 of Ordinance No. 39: "Section 9-s. DESIGNATION OF STOP INTERSECTIONS . The following intersections aredesignated as stop intersections and shall be effective when appropriate signs giving notice thereof are erected. (a) Puna 1 . RESOLUTION Res. 291: IMPROVEMENT DISTRICT NO. 2, KAHALUU-KEAUHOU - REDEMPTION OF. BONDS Directs the Director of Finance to advertise for the redemption of Bond Nos. 20 and 21 for Improve- ment District No. 2: (Introduced by: Mrs. Yadao) Approve and recommend adoption of Resolution No . 291. ORDINANCE Bill 737: IMPROVEMENTS BY ASSESSMENT An Ordinance Adopting the. Provisions for Improvements by Assessment : (Introduced by: Mrs. Yadao ) Approve and recommend adoption of Bill No . 737 on second and final reading. RECOMMENDATIONS No . 1: UTILITY POLE INSTALLATIONS Request the administration to contact Hilo Electric Light Company if it would be possible to reroute their high tension lines without harming the eucalyptus trees from Kuhio Village Road towards Waimea Village . Request the Public Works and Planning Departments in reviewing all utility pole installations to be as cautious as possible to see that the aesthetics is preserved.
