HomeMy WebLinkAboutREP PWC 045 11/13/1970 1969-1972 • PUBLIC WORKS COMMITTEE REPORT REPORT NO 45 Councilmen County of Hawaii Hilo, Hawaii The following are the recommendations of the Public Works Committee which were considered at its meeting of November 13, 1970: Comm. 1013.1: SAFETY IMPROVEMENTS ALONG HAWAII BELT ROAD, HOOKEITA TO M ILOLII, PHASE II, PROJECT NO. 11C-03-70 Chas. L. Schuster, District Engineer of the State Department of Transportation, reports that the subject project was completed on November 5, 1970. Informs that the temporary 35 miles per hour speed limit signs will be removed and the original speed limit restored in accordance with County of Hawaii Ordinance No . 324: Receive and file. Comm. 1019: SIGN VARIANCE Presiding in.ister Kelly S. Yamamoto , Hilo Congregation of Jehovah' s Witnesses, requests a variance from the Sign Ordinance to install a sign "Kingdom Hall of Jehovah' s Witnesses" on their building. The top letters measure 16 inches high and the lower ones are 12 inches high: 1019.1: Planning Director submits the following recommendations on the subject request: 1) The address of property should be changed to reflect its location off East Kahaopea Street. 2) The sign should be reduced in size to conform to the 24 square feet of display surface as stated in Section 3(c) of the Sign Ordinance. Chuck, District Superintendent, Dept. of Education, responds to a request that the DOE correct the traffic hazards that are created when school buses allow the children to disembark at any time and at any place: Letter be written to Mr. Harry Chuck stating that the Council does not appreciate the type of letter he wrote and that we expect a little better cooperation from the Department of Education. Comm. 1097: WAIOHINU WATERSHED D APPLICATION Chief Engineer recommends that the application for Soil Conservation Service assistance in the watershed project be withdrawn and that the State Conservationist, Soil Conservation Service, be requested to return the application: Concur with the Chief Engineer' s recommendation that the applica- tion be withdrawn, and the Soil Conservation Service be requested to return the application. -c Comm. 1099: ARTIIFICIAL REEF PROJECT FOR THE BIG ISLAND OF HAWAII Copy of a letter from Douglas Waldo Emerson to Mayor Kimura requesting Mayor' s and Council ' s consideration to give this project the desired impetus to make this artificial reef a fait accompli. Suggests old junks be dumped by U. S. Navy out of Pearl Harbor or local firms into a determined area (possibly one in Hilo and one in Kona) approximately 12 ft. wide and 1200 ft. long. After six months sea life would form on these junks and within one year fishing will be excellent for our local people and visitors: Refer to the Chief Engineer to reply to Mr. Douglas Waldo Emerson. SOLOMON ACOL TO INSTALL PRIVATE WATERLINE WITHIN GOVERNMENT RIGHT-OF-WAY (TMK: 7-9-04, 05, and 15) Chief Engineer recommends that the waterline installation be allowed, subject to conditions listed: Accept the recommendation of the Chief Engineer. .&t,Comm. 1103: STONEWALL CONSTRUCTED WITHIN GOVERNMENT RIGHT-OF-WAY, ALII KAI SUBDIVISION (TMK: 7-6-19, Parcel 76) Chief Engineer recommends that the constructed stonewall remain, subject to the conditions listed: Accept the recommendation of the Chief Engineer to allow the constructed stonewall to remain, subject to listed conditions. 4 - Comm. 1107: STREET LIGHT REQUEST Councilman Frank De Luz III requests favorable consideration for the installation of a street light on pole #10 on Pikake Street in Honokaa: Refer to the Chief Engineer for disposition. {,asr c-//o7I/PWC-`182 4- Comm. 1108: CURBSIDE RUBBISH RECEPTACLE Mr. Gene F. Wilhelm, District Manager for the Hawaii Visitors Bureau, requests consideration to have a curbside rubbish receptacle placed on the mauka side of Kinoole Street in the vicinity of the Elks Club: Refer to the Chief Engineer to reply to the writer. �U--- Comm. 1109: MAKAI ROAD CONNECTING NAPOOPOO WITH CITY OF REFUGE Mr. Gene F. Wilhelm, District Manager for the Hawaii Visitors Bureau, requests immediate attention to repairs to the subject road and favorable considera- tion to widen the road in the interest of highway safety: Refer to the Chief Engineer to reply to the writer. tf 411 PWC-45 - 4 November 13, 1970 Comm. 1112: P. Hooton transmits 12 copies of a pamphlet which briefly outlines the 16 federal standards for highway safety issued by the National Highway Safety Bureau. Informs that copies of a review by Bruss Keppeler covering the State of Hawaii' s compliance and/or lack of it with these standards will be forwarded as soon as it is published: Accept and file. NO PARKING ZONES Bill 752: Establishes no parking zone on both sides of Pauahi at Kilauea intersection, for a distance of 220 feet (along Long's Drug and Hilo Mall parking lots) : Recommends passage of Bill • 752 on first reading. Bill 753: Establishes no parking zone on both sides of Aupuni Street at Kilauea intersection for a distance of 200 feet (along Kaiko 'o Chevron and Hilo Mall parking lots) : Recommends passage of Bill 753 on first reading.
