The following are the recommendations of the Public Works
Committee which were considered at its meeting of January $, 1971:

$.0--m am», .No . 668.3 : ANIMAL SHELTER - WEST HAWAII
Copy of a letter from the Kona Chamber of Commerce
to the Managing Director, reiterating their desire
to cooperate with the West Hawaii Humane Society in
locating a suitable site on which to build an
animal shelter and suggesting that a slight extension
of time be allowed if the combined efforts of the
Humane Society and their Chamber have not succeeded
by the end of the year:
Grant the verbal recommendation
of the Managing Director to
extend the selection of a site
for the Kona Pound for six
months.
Request the West Hawaii Humane
Society to submit monthly reports
as to their progress in locating a
site.
Amt,,, ' No . 824.4: RADIO INTERFERENCE
Director, State Department of Regulatory Agencies,
advises that the ..State Radio Board was abolished by
the repeal of Chapter 274., HRS, in the 1970 session
of the legislature and informs that the Federal
Communications Commission has jurisdiction over
radio interference.
Also informs that the Public Utilities Division
within their department is concerned about radio
interference where such interference is caused by
the regulated electric utilities and have contacted

Electric Control & Maintenance Dept . , HELCO. , to the
Chief Engineer informing that they will do all that
they can to reduce the interference to a practical
level and explaining the radio or TV signal strength
to noise strength.
Informs also that they have received a new radio
interference locator and asks that all of the
specific cases be referred to them for investigation
and report back:

Company to commence measurement
of radio interference in Ka'u
where the reception is poor at
the present time .
C-" ) No . 970: OLD KAILUA-KEAUHOU MIDDLE ROAD
Robert E . Brown, Anthony & Waddoups transmits a
photocopy of their letter to the Mayor and County
Council dated April 21, 1970, requesting formal
abandonment of a portion of the Old Kailua-Keauhou
Middle Road across the land of Puapuaa, North Kona:
970.1: Chief Engineer recommends that the portion of the
Old Kailua-Keauhou Middle Road as delineated in red
be abandoned and transmits a road abandonment
resolution for the Council 's consideration and
adoption: (Res . No . 2$2)
'970.2: Chief Engineer submits for consideration and adoption,
a quitclaim deed for a portion of the subject roadway
which was reviewed and approved by the Corporation
Counsel's Office :
Accept recommendation of the
Chief Engineer and recommend
adoption of Resolution No . 2$2
and acceptance of the quitclaim
deed.

rNo . 1066.1: IMPROVEMENTS ON ANDERTON ROAD, PAPAIKOU
As requested, Chief Engineer reports after investigating
the improvements made on Anderton Road and as the
improvements will be limited within this narrow
right-of-way and as the condition now exists, feels
that the improvements made are adequate and safe:

No . 1096 .1: TRAFFIC HAZARDS CREATED BY SCHOOL BUSES (Rec . 1/PWC-43 )
Philip Hooton, Chairman, Highway Safety Council,
responds to the referral relative to the traffic
hazards that are created when school buses allow
children to disembark at any time and at any place .
They have been informed that drop-off points are
already designated for each respective route by the
Department of Education and that children are
instructed not to cross the street until the driver
instructs them to do so :

No . 1107.1: STREET LIGHT REQUEST (C-1107/PWC-L5)
Chief. Engineer informs that a street light was
requested for pole No . 1 in their letter to HELCO
dated July 28, 1970, and as this installation will
provide illumination at the intersection of Arena
and Pikake Streets, no street light is necessary
on pole No . 10:

Copy of a letter from Clara K. Kahumoku, Manager, Kona
Chamber of Commerce, recommending the following:
1 . Extension of this Walk to the Hale Halawai Walk
and a higher curb added to discourage parking.
2. A firmer enforcement of the ordinances and an
increase in police patrols :
Inform the writer that the
Public Works Department is
presently working on plans
to widen and extend the walkway
and that the Council has taken
appropriate action to establish
a no-parking zone along the

No. 1151: RENAMING OF "KULANI ROAD" (Rec . 2/PWC-45 )
Planning Director submits as requested, the revised
street name maps showing the appropriate compass
designation of Kulani Road (North and South) :

PECK, KOPUA, PSZYK, AND LAUKO ROADS
Planning Director recommends that the North and
South designations be approved for the above
mentioned roads :
Approve renaming of listed
roads and refer to the Planning
Department for proper amendment .
No . 1165 : COUNTY SEWER FOUL ODOR
Managing Director submits information as requested
by Kwai Wah Lee, President of the Keaukaha-Panaewa
Community Association.
Item V. County Sewer Foul Odor
The Association demands an answer to their
resolution dated June 1, 1970, and that the
County Council concur with their resolution
that all exposed units at the Sewage Facility
be covered as soon as possible :

No . 1169 : RECONSTRUCTION OF THE OLDER PORTION OF THE HAWAII BELT
ROAD, ROUTE. 11, WITHIN HAWAII VOLCANOES NATIONAL .PARK
Gene J. Baiaz, Supt . , Hawaii Volcanoes National Park,
responds to the subject matter, informing of plans to
discuss the matter of reconstruction of that portion
of Route 11 with the Director, Western Region of the
National Park Service :

Corporation Counsel transmits for acceptance a
dedication deed for a roadway in the subject area and
informs that the Chief Engineer has recommended
acceptance:

Philip D. Hooton, Chairman, Highway Safety Council,
recommends that the speed limit be reduced from
35 mph to 25 mph for Alii Drive from Kailua Wharf
to the Kailua-Keauhou Middle Road (in the vicinity
of the Kona Hilton Hotel) and requests that subsection
(a)5 of Section 10-5, Ordinance No . 39 be amended :

and informs that the Public Works Department has

No . 1196: PROPOSED PUBLIC PARKING - SOUTH EAST CORNER OF MAMO
AND KAMEHAMEHA (Re : PWC meeting of Feb. 12, 1970)
Chief Engineer submits the status of replies received
from the property owners of the subject area. Informs
that a rough sketch of the proposed improvement has
been submitted to the Downtown Improvement Association
for its comments. Estimates that the cost of the
improvement may be roughly $70, 000 for the 3$ stalls:

Traffic Engineer reports on the subject matter,
informing that there are three possible courses of
action:
1. Construct a by-pass road for non-interested
motorists and keep this existing section as a
visitor's attraction. Estimated cost - 87, 000.
2. Remove the sign and painted line .
3 . Leave this section as is with added precaution
signs as warning to motorists arriving at area.
Recommends that Alternate No . 1 be undertaken:
Accept recommendation No . 3
and refer to Chief Engineer
for implementation.
No . 1199 : STREET SIGN - "SOUTH KULANI"
A . G. Wilson, Secretary, Hawaii Fern Acres Improvement
Association, thanks the Committee for the action in
placing of the new street sign at the intersection of
Highway 11:

No . 1204: DRAINAGE PROBLEM IN HILO
Councilman De Luz asks the Committee to request the
Public Works Department for a report as to how soon
they expect to start construction of the dry well
sump in the area of I. Kitagawa and Hilo Soda Works
to alleviate the flooding that exists there now:

RECOMMENDATION

Inform the Public Works Department of the need for

basis where necessary.

The County Council at its January 13, 1971 meeting adopted the
following recommendation of its Public t,orks Commitee with .regard
to the above:
"Inform the Public Works Department of the
need 'for street lights in North and South
Kohala and request that they make the
installation on an incremental basis where
necessary."
