Cie `—Engineer submits for information, a copy of
a letter which was sent to Governor Burns requesting
the release of $25,000 appropriated by Act 155, SLH 1969,
for the subject project :

of the Kaohe Homesteads and the original government
access to it :

accepting sub-standard private
roads and request the Corporation
Counsel to:
1. Look into the acquisition of
the Catholic Church property
for the right-of-way; and
2. Acquire the right-of-entry
from the land owner so that
the County can proceed with
the improvements on Kaohe
Homestead Road as soon as
possible .

State Department of Transportation, to the Mayor
regarding the subject facilities:

No . 1211: UTILITY POLE INSTALLATION
Planning Director advises that in creating an ordinance
controlling the installation of utility poles, the
following should be included:
1. All new utility poles that are installed be reviewed
by all appropriate agencies for aesthetic and other
reasons.
2. Applicant submit plans showing all existing conditions

3 . Approval required only by the Traffic Safety and
Control Division for replacement of poles damaged

DEVELOPMENT, INC .
Chief Engineer submits for adoption, Resolution 312
to grant a driveway variance to Alflo Ronco Development,
Inc . , for the Waiakea Peninsula Golf Course Clubhouse:
Approve request and recommend
adoption of Resolution 312.
,A,„ .No. 121$: PROCEDURE WHEREBY TEMPORARY SPEED LIMITS ESTABLISHED
DURING ROAD CONSTRUCTION WILL REVERT BACK TO THE
ORIGINAL SPEED LIMIT WHEN THE PROJECT. IS. COMPLETED

Deputy Corporation Counsel reports that the above
problem is adequately covered by Sec . 2-2 of Ordinance
No. 39, revised ordinances of the County of Hawaii 1967 .
Recommends that applications for special speed limits
during construction work should be processed by the
Chief of Police who, when the project is terminated,
may have the original speed limit restored by the
removal of the temporary signs posted during the con-
struction period:

No. 1219 : PROPOSED ORDINANCE PROHIBITING THE CONSTRUCTION OF
BARRIERS, WALLS, ETC . (14-195)
Deputy Corporation. Counsel informs that the subject
matter of the motion is already covered appropriately
by the ordinances of the County of Hawaii (Section 2,
Ordinance 310; Ordinance 103 ; Ordinance 41) :

President and Parking Committee Chairman of the Hilo
Downtown Improvement Association, request the following
changes in the Hilo Bayfront Parking Area:
That the 21 parking stalls in the 2nd row, 21 parking
stalls in the 3rd row, 23 parking stalls in the 4th
row of parking stalls along Kamehameha Avenue from
Mooheau Park to Haili Street, and the 7 parking stalls
near the bus terminal, a total of 72 parking stalls,
be changed back to the maximum $ hours parking at 5¢
for 2 hours:
Approve of changes as requested
by the Hilo Downtown Improvement
Association and refer to the
administration for implementation.
RECOMMENDATION
kc, No . 1: TOILET FACILITIES - KAWAIHAE WHARF
Request the Corporation Counsel to look into the
possibility of acquiring permission from the State
Department of Transportation so that the County can
construct toilet facilities at Kawaihae Wharf.

following recommendation of its Public .Works Committee with
regard to the above:
