(C-797, 797 .1, 797 .3 ) Chief Engineer informs that their department looked into the possibility of creating a parking area next to Alae Cemetery above the Hawaii Belt Highway and their study showed that the location is too far from the surfing area and would be hazardous for pedestrian traffic crossing the Belt Highway: Receive and file . 4E, e - No . 970.3 : OLD KAILUA-KEAUHOU MIDDLE ROAD Mayor submits for information a copy of a letter from James J. Detor, Program Administrator, State Department of Land and Natural Resources, regarding the abandonment of a portion of the Old Kailua- Keauhou Middle Road : Receive and file, and inform Mr. Detor that the Council supports the State Department of Transportation's position of withholding sale of the remnant until the right-of-way requirements for the proposed Kuakini Highway realignment are finalized. Deputy Corporation Counsel transmits Bill Nos. 779 and 7$0, establishing and designating speed limit zones within the County: Bill 779 - speed limits at Kukaiau and Kaawalii Gulch Bill 7$0 - speed limits on Hawaii Belt Road (Hamakua) : Approve and recommend passage of Bill 779 on first reading. Provide a 45 mph speed limit from a point approximately 700 feet on the Waimea side of Plumeria Road to a point approximately 1, 200 feet on the Hilo side of Lehua Street . 2. Provide a 55 mph speed limit from a point approximately 1, 200 feet on the Hilo side of Lehua Street to a point approximately 2,200 feet on the Hilo side of Mamane Street LHonokaa Access. VIEW Harold T. Tanouye, Jr. , Manager, Hawaiian Anthuriums, Ltd . , informs that his firm is planning to create fee simple lots of not less than 15,000 square feet and deed them to their employees at 51.00 per lot plus title transfer costs and requests that the County pave Canney Road so that their rural housing project can be implemented: 1072.1 : Chief Engineer informs that the estimated cost for this 1-1/2 mile road is in the neighborhood of a quarter million dollars and that under R&M funds the Puna road district will be able to do the regular maintenancework only: , ., 3 - 1072.2: Chief Engineer informs that the cost estimate to widen and pave the existing subject road to substandard specifications (16-foot pavement and 3-foot shoulders) is $69, 000: Refer to the 1971-72 CIP budget for consideration. �No . 1080: ONE-WAY TRAFFIC FOR KEKAULIKE STREET Paul T. Mannen, Chairman, Mail Users Council, requests that an investigation be conducted on their proposal to make Kekaulike Street in Hilo one-way in the Hamakua direction from Waianuenue Avenue and having the mail drop box on the mauka side of Kekaulike for the convenience in depositing mail from the driver's side of the car and to reduce congestion and potential accident hazard on Waianuenue during peak hours: C- 10$0.1: Philip D. Hooton, Chairman, Highway Safety Council, informs that they concur with the Mail Users Council's proposal and contingent upon the Hilo Post Office's agreement to relocate the mail. drop box to the mauka curbside of Kekaulike Street, recommends that subsection (b)-1 of Section 12-1, Ordinance No . 39, be amended by the addition of the following: " ) Kekaulike Street in Hilo . All vehicular traffic shall move only in the Puna to Hamakua direction between Waianuenue Avenue and Wailuku Drive ." : Approve recommendation to change Kekaulike Street into a one-way street, contingent upon the PWC-52 - 4 - March 19, 1971 No . 10$0 relocation of the mail drop 10$0.1 box to the mauka curbside of (cont . ) Kekaulike Street by the Hilo Post Office. Oie : Approve and recommend passage of Bill 777 on first reading. ,C- No . 1150.1: REC . 2/PWC-4l B - REMOVAL OF FIVE PARKING SPACES ON WAILUKU DRIVE BY THE FORMER TAX OFFICE BUILDING C - TRAFFIC PROBLEM ON WAILUKU DRIVE IN THE VICINITY OF THE TRIANGULAR ISLAND NEAR THE HILO POST OFFICE Chairman, Highway Safety Council, submits the following recommendations regarding the subject referrals: Item B. That 'the five parking spaces on Wailuku Drive remain as is for the present since traffic is light and the stalls are utilized. Item C . Realigning of the traffic patterns on Wailuku Drive at its intersection with Wainaku Avenue and Kinoole Street will be striped by the Traffic Division of the Department of Public Works. Bill 776 on first reading. "No . 1196.1: PROPOSED PUBLIC PARKING - SOUTHEAST CORNER OF MAMO AND KAMEHAMEHA (C-1196/PWC-48) Chief Engineer informs that the cost estimate for clearing and rough grading of the subject area is 32, 500.00: 1196 .2: Chief Engineer submits the information on estimated lease costs. Based on Tax Office assessed valuation, the market value of the lands involved is roughly 3107, 000. At 7% lease rate per annum, the rental per annum will be around $7, 500 or 3625 per month . (Oppose: Mr. Souza) /,.w e,- No . 1219 .1: ORDINANCE PROH�IBITING THE CONSTRUCTION OF BARRIERS, WALLS, ETC . - 1M-195 (C-1219/PWC-49 ) Upon reconsideration of Motion 195, Deputy Corporation Counsel advises that any ordinance attempting to prohibit the construction of barriers, walls or other construction which might in any way create a danger would be invalid for vagueness. Recommends that if the Council has specific types of construction it 411 411 PWC-52 - 6 - March 19, 1971 No . 1219 .1: desires to prohibit, these should be specifically (cont . ) set forth and the reasoning behind the desired prohibition showing how the health and welfare of the County is served by such prohibition should also be stated : Receive and file, and transmit a copy of the letter to the Police Department for their information. 4«, C- No . 1235 : THREE-CENT FUEL TAX Council Chairman submits for consideration, a letter from the Director of Taxation regarding the elimination of the 3-cent tax on liquid fuel and diesel oil: Advise the Director of Taxation that the Council does not anticipate resolving the 3-cent fuel tax within the next month due to the stipulation in the State statutes that requires the County Council to conduct a public hearing on the proposed fuel tax to be levied . Should there be any excess funds that have been collected over and above the amount needed to repay the principal and interest on the general obligation bond indebted- ness incurred under Act 73, SLH 1947, request the Director of Taxation to set up .a special account to be used for the County of Hawaii. <h,, _ /.?36.//pc.de.-t5/9 No . 1260: FLOODING PROBLEM - WAIMEA HOMESITES (TMK: 6-5-07 ) Mayorsubmits a letter and photographs from Mr. Norman Brand, requesting action to remedy a recurring, flooding problem in Waimea Homesites : kce- 1260.1: Chief Engineer submits three alternatives to alleviate the flooding problem: 411 411 PWC-52 - 7 - March 19, 1971 No . 1260.1 1. Route thg runoff around Puu Hokuula for a distance (cont . ) of 5, 000- ft . and discharge it into Waiaia Stream. The earth-lined ditch would cost $60, 0001 and would be entirely on State property. 2. Route the runoff in the same direction as Alternate No . 1 and discharge it into Waikoloa Stream. Concrete lined ditch and two drainage crossing of existing roads would cost $200, 000±. 3 . Route the runoff along Opelo Road using a combination of pipe culverts and open channel and discharge it into Waikoloa Stream. Cost - $300, 000±. Recommends that Alternate No . 1 be considered to alleviate the flooding and that the Soil Conservation Service be contacted for possible participation in the investigation and planning of the proposed improvements since the runoff results from agricultural land : Accept recommendation of the Chief Engineer that Alternate No . 1 be considered . , e1?- No . 1261 : PAHOA STREET LIGHT REQUEST (6M-214I_, Items 1 & 2) Chief Engineer , reports on the subject , request : Item 1 - Installation of two street lights in the parking lot behind the Pahoa YBA . The area back of Pahoa YBA is private land and street lights cannotbe installed on private land . Item 2 - Installation of a street light by the teachers ' cottage garage in the vicinity of the school parking lot exit . Helco has been requested to remove an existing street light on pole #3 and to install a 175-watt mercury vapor type street light on pole #4, which fronts the garage . M. TANAKA 'S •UARRY CM-222A ) Chief Engineer submits the following cost estimates: 1 . Minimum County Standard - $650,000 and approximately $340, 000 for additional right-of-way acquisition. 2. Widen and Resurface Existing Road - $135, 000. 3 . Resurface Existing Road - $40, 000: Receive and file, and transmit a copy of the Chief Engineer 's letter to Mr. Jerry Grary, Kona, for his information. , c2- No . 1263 : REQUEST TO INSTALL UNDERGROUND CONDUIT WITHIN THE RIGHT-OF-WAY ON KINOOLE STREET BY HAWAIIAN TELEPHONE CO . Chief Engineer recommends that the installation be allowed, subject to the conditions listed : Approve request, subject to the conditions listed . 6- No . 1264: MARLIN PLAZA GROUND SIGN Chief Engineer informs that the variance request from Marlin Plaza, Inc . , was discussed with the Planning Department and they have no objection to permit the sign to remain as erected . The tenant directory ground sign, approximately 7 x 9 feet and located 7 feet back from the boundary on the ramp leading to the shopping ma11, was erected when there was no front yard require- ment : Approve variance request to permit the sign to remain as erected . L 410, PWC-52 - 9 - March 19, 1971 No . 1273 : CHANNEL - KONA (Rec . 1/PWC-46) Chief Engineer informs that according to the Soil Conservation in Kona, the stream located north of Holualoa is in no way connected with any Kona flood control project . Reports that at present, the Soil Conservation Service and the Agricultural Stabilization and Conservation Service are working jointly in improving the Holualoa Stream located adjacent to the Holualoa School. Informs also that the plans for improving the drainage problem at the Horseshoe Bend along the Kailua- Holualoa road is completed and the necessary drainage easement negotiation is being scheduled for implemen- tation in May, 1971: Receive and file. SAFETY.WALK . Chief Engineer reports on the subject requests : CM-211.E/l. Request of William Reich,. Pahoa, that the Pohoiki Road, from the lava tree park to the ocean, be widened. Total improvement to County standard - $390, 000.00. CM-214E/2. Request of William Reich, Pahoa, to construct some sort of protection between the old post office and the new post office in Pahoa. Because of the narrow 25-foot right-of-way in the area and residential improvements on both sides of the roadway, construction of a pedestrian walk is prohibitive . There • • •, PWC-52 - 10 - March 19, 1971 No . 1277 were no bidders for the project to cut (cont . ) down the road hump near the Pahoa Dairy Queen to improve the sight distance for pedestrian and vehicular movements. G - No . 127$: INSTALLATION OF A STREET LIGHT IN FRONT OF THE ANTHURIUM PACKING HOUSE. ON THE HILO END OF PAHOA (M-220) Chief Engineer informs that a street light will be installed on pole #159 and the request for the area from Yoso 's to Taira's packing house is being referred to the State Highways Division for disposition: Receive and file . (Information only) /,e, Ca No . 12$2: REVISION OF TRAFFIC ORDINANCE CONCERNING PARKING ON WAIANUENUE AVENUE Chief Engineer requests that Ordinance No . 39 be amended to establish no stopping or standing zones along Waianuenue Avenue in the vicinity of Hilo High School so that people will utilize the unloading zones at Hilo High and Hilo Intermediate Schools instead of hindering traffic by stopping and unloading along Waianuenue Avenue during the morning peak hour: Approve request and refer to the Corporation Counsel to prepare the proper amendments . AS z e- No . 12$3 : IMPROVEMENT DISTRICT NO. $ - LOT 71$ SUBDIVISION ROAD OFF KOMOHANA. STREET, WAIAKEA, SOUTH .HILO . Chief Engineer informs that the only bid received, from Jas . W. Glover, Ltd. , was 547, 12$.50 (513,62$.50 over the estimated cost of $33, 500.00) , and that the majority of the property owners, comprising of 49 .7% 111 01/ PWC-52 11 - March 19, 1971 No . 12$3 of the area to be assessed, indicated that they would (cont . ) like to have the project readvertised and .re-bid . Therefore, recommends that the Council reject Jas. W. Glover, Ltd. No . 1291: LITTER PROBLEM ..Edith W. Still, Chairman, Anti-Litter Committee, Kona Outdoor Circle, recommends the following to partly eliminate the litter problem: 1. That it be included, before approval of any building permit, that the owner of any building, or home, and the contractor hired to do the building, be held responsible for placing containers and for the regular pick up of these containers, for the purpose of placing lunch litter, of bottles, cans, boxes and papers usually deposited at random on the building sites. 2. That Helco and Hawaiian Telephone Company also instruct their crews to remove their lunch litter to containers and not leave it along roadways: Receive and file" as •the administration has taken steps to alleviate the litter problem. ,, . Boshard, Chairman, West Hawaii Committee, transmits a copy of a letter sent to Governor Burns (which includes the support of six organizations) , urging that the present 3¢ Special Fuel Tax be continued for the immediate total construction of T4scenic/intra--island commerce" connecting highways through Waimea to join with the new Kailua-Kawaihae PWC -52 - 12 - March 19, 1971 No. 1292 Road. Requests the cooperation of the County Council (cont.) in expediting this vital transportation highway system: Inform writer that the State administration, Hawaii County legislators, the Mayor, and the County Council are in full support of this highway, and that the County Council will give its consideration on the retention and use of the present 3 -cent special fuel tax. No. 1296: REPAIR OF SIDEWALKS 'CM -228A (Meeting of February 10, 1971) Chief Engineer reports on the following: 1. Sidewalk at Mamo-Kamehameha Corner Mr. Thomas K. Lalakea informs the Chief Engineer that he is again requesting bids to do sidewalk repairs on his property. 2. Repair of County -owned Sidewalk Tentatively, plans can be completed to call for bids in April although project funds have not yet been appropriated: Receive and file. (Information only) No. 1297: WITHDRAWAL AND RESET ASIDE, PORTION OF GOVERNORtS EXECUTIVE ORDER NO. 1949 (KONA CIVIC CENTER), HIENALOLI 2ND, NORTH KONA (TMK: 7-5-08:por.-of 10) Sunao Kido, Chairman and Member, Board of Land and Natural Resources, informs that at their meeting of February 26, 1971, the Board approved to recommend to the Governor, issuance of an executive order with- drawing 2,609 sq. ft. of land from the operation of Governor's EO 1949 for a sewage pumping station site for the Public Works Department of the County. Pending the withdrawal and reset aside, the Board also.approved to grant the Public Works Department a right of entry to the area for construction purposes. 410 411 • PWC-52 - 13 - March 19, 1971 No . 1297 Should the Council have no objection to the withdrawal (cont . ) and right of entry as recommended, requests concurrence by the signature of the Council Chairman on their letter: Approve withdrawal and right of entry as recommended, and authorize the Council Chairman to sign on behalf of the County Council. C - No . 1298: FUEL TAX Douglas A . Hughes, Executive Vice President, Hawaii Trucking Association, informs that they do not as yet have any position on the proposed 3¢ fuel tax increase, and requests that planned use of the revenues which would be generated by such a tax be forwarded to their office for dissemination to their Big Island members : Receive and file, and assure the Hawaii Trucking Association that the Council will keep them informed on the status of the fuel tax on the County level. e - No . 1301: REQUEST FOR PERMISSION TO STABILIZE ROADSIDE DRAINAGE SWALE BY MRS . No. 1309 : HAIHAI STREET EXTENSION MAINTENANCE (Request of Ted Picco at 2/19/71 PWC Meeting) Chief Engineer reports on how the Haihai Street Extension is being maintained and that presently no permanent improvement for this section is planned . Informs that the department is presently negotiating a consultant service contract with Mr. John Sur, Professional Engineer, for the planning of the improvements and that the engineering data survey work should be completed for forwarding to the Consultant by the end of March: Receive and file, and transmit a copy of the Chief Engineer's report to Mr. Picco for his information. , . a - No . 1310: IMPROVEMENT OF ROAD LEADING TO SHOPPING CENTER - KAILUA (-Rec . 2/PWC-51) Chief Engineer reports that the minimal improvement cost of Sarona Road is S8, 800 for a 12' wide pavement from Kuakini Highway to the proposed resort shop parking lot . The substandard road cost is provided because of the variable right-of-way width and the proposed improvement district project of the area in the near future : Refer to the 1971-72 CIP budget for consideration. r • Ilk IIF PWC-52 - 15 - March 19, 1971 ,6„ - No . 1311: KAKINA ROAD (KAILUA-KONA) (PWC Referral of 2/19/71) Chief Engineer informs that the County Council accepted the Planning Department 's recommendation to obtain Kakina Road from the State of Hawaii and later convert it into a pedestrian mall. (C-$0$ & $0$ .l/PEDLC-33 ) The State Board of Land and Natural Resources is agreeable to the roadway being sold to the County of Hawaii, subject to the conditions listed, one of which is that the "use of the area shall be restricted to pedestrian mall purposes . " The Planning Department 's comments and recommendations on Kakina Road are also listed. Recommends that no further improvement be made since the ultimate consideration is for a pedestrian mall: Accept recommendation of the Chief Engineer . /Lc- L' - No . 1312: STREET LIGHT AT NEW ENTRANCE TO HONOKAA Mona Martinson, a student at Hawaii Preparatory Academy, requests the Council to look into the installation of street lights at the new entrance to Honokaa from the main highway: Notify writer that the State Highway Department has already ordered the light fixtures for installation of street lights at the intersection. <,-No . 1319 : ROAD DEDICATION DEED NANAWALE ESTATES - UNITS IIIA & IIIB, PUNA Corporation Counsel transmits for acceptance, the road dedication deed for the subject area with conditions mentioned in the deed, and informs that the Public Works Department has recommended acceptance : Accept road dedication deed. r • PWC-52 - 16 - March 19, 1971 PETITIONS Pet . No . 21: ROAD MAINTENANCE - KAIULANI STREET, HILO Residents of Kaiulani Street request that the 1100 feet of unpaved County road on Kaiulani Street be adequately maintained and that the exposed waterline be covered : Refer to the Chief Engineer for disposition. Pet . No . 22: WIDENING OF HAIHAI STREET Residents and property owners on Haihai Street (mauka of Ainaola St . ) request that the widening proposal from 4.0 feet to 60 feet be abandoned and that the paving of Haihai Street be done to conform to the existing property boundaries : Refer to the Chief Engineer and request that consideration be given to widen the east side of Haihai Street . ORDINANCE Bill No . 773 : CONSTRUCTION WITHIN A GOVERNMENT RIGHT-OF-WAY An ordinance pertaining to construction within a government right-of-way: (Intr. RECOMMENDATION No . 1 : THREE-CENT FUEL TAX Recommends that a resolution be introduced to the Council to retain the three-cent fuel tax rate and that it pass first reading on March 24, 1971.
