Committee which were considered at its meeting of April 2, 1971:
COMMUNICATIONS
,fie 0- No . 797. 5 : AMENDMENT TO TRAFFIC CODE ( -797/PWC-51)
Assistant Corporation Counsel transmits for Council
action, Bill No . 7$5 making the necessary corrections
in Ordinances 357 and 35$ and the creation of a no
parking zone on the mauka side of Kahoa Road:
Approve and recommend passage
of Bill 7$5 on first reading.
%I- No . 1060.3 : SPEED LIMITS ON HAWAII BELT ROAD AT HONOKAA
Chas. L. Schuster, District Engineer, State Highways
Division, requests that the Committee defer action on
Bill No . 75$ affecting the speed limits on the Hawaii
Belt Road at Honokaa as their Traffic Engineering
Section will be making speed studies throughout the
island during the latter part of April:

vNo . 1135 : REDUCTION OF SPEED LIMIT FOR RESIDENTIAL DISTRICT
IN PAHALA TO 25 MPH (CM-211C/1)
Traffic Engineer informs that the report regarding
the subject request will be made to the Highway Safety
Council and .County Council after a site observation
• is made sometime in December :
1135 .1: Traffic Engineer informs that a request will be forth-
coming from the Highway Safety Council for an amend-
ment to Ordinance No . 39 to reduce speed limits in
Pahala to 25 mph :

Councilman Yamada submits for information, a copy
of a letter from Police Chief Fergerstrom regarding
the proposed statewide traffic code which pertains
to overtaking and passing school buses :

statewide traffic code .
C - No . 1315 : PROPOSAL - CONVERSION OF OFFICE OF THE COUNTY CLERK
County Clerk submits for consideration, a proposed
office layout of the Clerk's Office:
Authorize the County Clerk to
proceed with the conversion of
the Office of the County Clerk
and to submit cost estimates

A4- - - 1315 .1: Council Chairman and Councilman Edwards request the
Committee 's consideration to have their offices
enclosed with floor to ceiling partition for greater
comfort and privacy when Communication 1315 is
considered :

.i- C-No . 1327 : STREET LIGIITS FOR CAMP AREAS (PORTUGUESE & MILL CAMPS )
IN PAHALA - 1J1-208
Chief Engineer reports on the street light requests of
Clyde Silva, Pahala. Informs that Portuguese and Mill
Camps in Pahala are located on Hawaiian Agricultural
Company's land and since these areas are private,
County street lights cannot be installed :

Chief Engineer submits for consideration and adoption,
Resolution No . 340 to grant a driveway variance to
C . Brewer & Co . , Ltd. for their warehouse facility on
Kalanianaole Avenue . The Planning Director has
recommended approval of the request :

44. 0- No . 1330: ROAD DEDICATION DEED
HUALALAI . ESTATES SUBDIVISION KAILUA KONA
Deputy Corporation Counsel transmits for acceptance,
the road dedication deed for the subject area and
informs that the Public Works Department has
recommended acceptance:

Ace- G° - No . 1331: REQUEST OF MR . WILL CHESNUT TO INSTALL PRIVATE
WATERLINE WITHIN. GOVERNMENT-RIGHT-OF-WAY
Chief Engineer recommends that the waterline
installation be allowed, subject to the conditions
listed :

a - No . 1334: . ROAD IMPROVEMENT BONDING PROGRAM
West Hawaii Committee suggests that the Council
• immediately float a sufficient bond issue to finance
the repair to. widen roads and shoulders, install
proper warning and speed signs, resurface, and in
general bring all heavily traveled County roads to
a safe and acceptable standard . Also submits for
consideration, an order of priorities for North and
South Kona roadways :

4a- - No . 1340: ALII DRIVE PEDESTRIAN WALKWAY - KAILUA, KONA
Chief Engineer recommends approval of payments to
the following property owners as just compensation
for the acquisition of the easement rights for the
Alii Drive Pedestrian Walkway in Kailua, Kona:

PETITIONS
Pet . 4.1: KALAOA ROAD
Residents of Papaikou request the County to reconsider
their request to take over and repair the private
road in Kalaoa which links the old Mamalahoa Highway
to the new, in light of the Council's decision on
Kaohe Homestead Road in Puna:
4.2: Chief Engineer recommends that the County policy on
substandard private road acceptance be held in this
case as the situation at Kalaoa differs from the
Kaohe Road in Puna in the fact that access to the
Belt: ' Highway and the old Mamalahoa Highway would not
be stymied by the non-acceptance of Kalaoa Road :

Pet . 15: CAPTAIN COOK HEIGHTS - WATER IMPROVEMENT DISTRICT
Morinaka Takaki, Chairman, transmits a Petition for
Creation of Improvement District from the property
owners of the Captain Cook Heights Subdivision for
a waterline improvement . Requests the assistance of
the Chief Engineer and the Department of Water Supply
in the preparation of the preliminary data, engineering,
and planning of the improvements :
4c fc- . 15.1: Manager, Department of Water Supply, informs that they
have prepared the plans and specifications for the
water system and will submit them to the various
agencies for their review, comment and approval. The
Department of Water Supply will absorb the cost of
preparing the plans and specifications for the water
system:

RECOMMENDATIONS
4. No . 1 : REED 'S ISLAND BRIDGE
Refer to the Chief Engineer to investigate the safety
aspect and limited weight capacity of the Reed 's Island
bridge for the- purpose of handling emergency vehicles
and other necessary equipment .

/No . 2: FUEL TAX - DISTRIBUTION FACTORS
Refer to Councilman Carpenter and Chief Engineer to
refine the proposed factors on the distribution system
for discussion at the April 7 Council meeting.

The Hawaii County Council at its April 7, 1971, meeting adopted the '
following recommendation of its. Public Works Committee with regard
to the above:
"Refer to the Chief Engineer to investigate -
the safety aspect and limited weight capacity
of the Reed's Island bridge for the purpose
of handling emergency vehicles and other
necessary equipment."
