INTERSECTION
Philip D. Hooton, Chairman, Highway Safety Council,
requests favorable consideration in approving the
subject project to correct the hazardous turning
radius and improve the sight distance at the
Waianuenue-Lahi intersection:

Finance Director for funding.

Alan G. White, Chief of. Operations, State Department
of Taxation, informs that the Tax Director on
March 24, 1971, requested advice from the Attorney
General as to what action he should take in the
disposition of the excess three-cent fuel tax
collections:

No. 1244: KONA REALTY COMPANY - REQUEST FOR PERMIT TO EXTEND
CONCRETE STEPS
Kona Realty Company requests the Council to inspect
the area and if feasible, authorize the extension
of the concrete steps about two feet into the
shoulder of the road to eliminate the hazard of the
narrowness of the present steps:

extension of the concrete steps be allowed, subject
to the conditions listed:

AND NALANI .STREETS . .
Hauoli Community. Association requests a pedestrian
walkway along Haihai Street between Kinoole and Nalani
Streets to alleviate a traffic safety problem:.
1272.1: Chief Engineer submits for consideration, cost estimate
of $25, 000 to construct approximately 1,700 lineal feet
of 4-foot wide asphaltic concrete pedestrian walkway
with traffic rolls on the Municipal Golf Course side of
Haihai Street and to excavate and construct CRM walls
to retain the cut banks:

No. 12$9 : POTENTIAL HAZARDS ON MAMALAHOA HIGHWAY
A. E. Minvielle, Reg. Land Surveyor_,. Hawaii-Pacific
Engineers & Surveyors, Inc . , compliments the County
of Hawaii for the improvement of sections of the
Mamalahoa Highway in South Kona but points out some
potential hazards because of improperly sloped cuts
and inadequate shoulder protection:

regarding the above, informing that. the Chief Engineer
has recommended that his letter be referred to
Mr. Charles L. Schuster, District Engineer, State
Highways Division, as this section of the roadway is
under the jurisdiction of the State:

of $350,000 and further improvements will be dependent
upon additional funding by the Legislature:

No . 1303 : RELOCATION OF STOP SIGN AT INTERSECTION OF POHAKU
AND KUKILA STREETS, KANOELEHUA INDUSTRIAL AREA, HILO
Larry Tanimoto, President, Kanoelehua Industrial Area
Association, requests the relocation of the stop sign
at the intersection of Pohaku and Kukila Streets and
the paving of an additional area at said corner:
Philip D. Hooton, Chairman, Highway Safety Council,
recommends that subsection 9-1-3 (South Hilo) of
Ordinance No . 39 be amended by adding a new paragraph
to reflect the change :

,:« d - No . 1348: REDUCED SPEED LIMITS FOR NAALEHU AND PAHALA, KAU
Philip D. Hooton, Chairman, Highway Safety Council,
submits for consideration the following recommendations:
1. Naalehu Village - Recommend reduced speed limit
of 25 mph from the existing 35 mph for eight (8)
roads located off the main highway, mauka of
Mamalahoa Highway.
2. New Naalehu Subdivision = Recommend reduced speed
limit of 25 mph from the existing 35 mph for three
(3 ) roads located makai of the Mamalahoa Highway.
3 . Pahala Village - Recommend reduced speed limit of
25 mph from the existing 35 mph for twenty (20)
streets within Pahala's residential area:
Approve recommendations and refer
to the Corporation Counsel to
prepare the proper amendments.

Lc.- C- No . 1349 : KEAUHOU SEWERAGE SYSTEM, PHASE I (WPC-HAWAII-39)
Chief Engineer requests that the Council adopt the
attached resolution (No . 346) accepting the subject
project for transmittal to the Environmental Protection
Agency:
Approve and recommend adoption
of Resolution No. 346.
�No . 1350: REDUCTION OF SPEED LIMIT & TRUCK TURNOFF - PALANI ROAD
Copy of a letter from A. L. Draeger, President, Kona
Chamber of Commerce, to Police Chief Fergerstrom
regarding the reduction of speed limit from the
present 45 mph and locations for a truck turnoff
on Palani Road:
4.co C- 1350.1: Copy of a letter from Police Chief Fergerstrom in
response to the above considerations, informing that
a speed study will be conducted by the Kona Police
Department to determine a realistic speed limit, and
the study for the best locations for a runaway truck
turnoff has not been completed:
Recommend the reduction of the
speed limit from 45 mph to 35 mph
on Palani Road and refer to the
Corporation Counsel to prepare
the proper amendment .
In the interim, recommend that
the Police Department continue
to use their emergency police
powers to enforce the reduced
speed .
,pec C_No. 1361: SIGN VARIANCE REQUEST - KONA PALISADES, KONA
Chief Engineer submits a. variance request from Pan
American Financial Corporation to allow the two signs
installed at the entrance to Kona Palisades. Jointly
recommends with the Planning Department that since
the signs on each wall exceed the maximum $ sq. ft . ,
that the variance be denied and the owners be directed
to remove the signs:

SUBDIVISION, PUNA
Chief Engineer submits a copy of a letter from
Mr. Fred Livingston seeking variance to allow two
signs, one each at the two entrances to the Pacific.
Paradise Ocean Front Estates Subdivision. Recommends
that only one sign be allowed :

Ordinance . Jointly recommends with the Planning
Department that variance be denied and the sign size
be limited to six square feet :

entitled, "Palani Road Improvements" covering various
activities undertaken or proposed for Palani Road:
Approve of the plan as submitted
by the Chief Engineer and that it
be included for consideration in
the 1971-72 CIP budget .

COUNCIL MEMOS
The following requests presented at the Council
meeting held on March 24, 1971, in Laupahoehoe,
were referred to the Public Works Committee for
consideration:
CM-239: (1) that the road widening from Laupahoehoe School
to Mamalahoa Highway fronting the C . K. Matsumura
Store at Kihalani be expedited as soon as
possible.
(2) that the waste disposal station project be
expedited as soon as possible:

- CM-240: (1) paving of the Manowaiopae Road from Spencer's Bar
to the cross road.
(2) paving of 2,000 ft . of the Piha-Kahuku Road.

Road.
(4) resurfacing of Kihalani Homestead Road, Charles
Stevens Road at_ Waipunalei and Kapehu Road.

1CM-247: AMAUULU - WAINAKU ROAD
The request by Mr. Moses R. Serrao to require the
plantation to use the "haul road, " or if this was not
possible, to request the plantation to eliminate the
third or the 11 o 'clock shift, was referred to the
Public Works Committee and the Special Committee on
Noise for consideration:

Consultants are working on the Panaewa forest disposal of the
