r% a-- • PUBLIC WORKS COMMITTEE REPORT RT� REPORT NO 57 Councilmen County of Hawaii Hilo, Hawaii The following are the recommendations of the Public Works Committee which were considered at its meeting of May 2$, 1971: COMMUNICATIONS �No . 673 .1: ROAD DEDICATION DEED - LEILANI ESTATES SUBDIVISION UNIT II, INCREMENT B Kenneth Griffin, Executive Vice President, Leilani Development, Inc . , submits for acceptance the dedication deed covering a portion of the road that connects Unit 2, Increments A and C through Increment B: e _ 673 ,2: Corporation Counsel transmits for acceptance the road dedication deed for the above subdivision and informs that the Public Works Department has recommended acceptance : Accept road dedication deed . 1037 : PUNA - ROAD IMPROVEMENT Councilman Edwards submits a copy of a letter from the Hawaiian Fern Acres Improvement Association and Hawaiian Acres Community Association to the Mayor requesting the County to consider improvement and black topping the 15-3/4 mile County road leading to the two subdivisions : 1037 .1: Councilman Edwards requests the Committee to insure that the $40, 000 appropriation in Ordinance 359 be directed according to the Council 's intent of making improvements to approximately one mile of road on the makai section of the 15-3/4 mile road: , c_2 G - 1037 .2 : Chief Engineer submits as requested, the cost estimates to improve the subject road : County standard road - 3250, 000; minimal non-standard road - $140,000: Approve request of Councilman Edwards and direct the Public Report No....... .57 ......�.... No. /-Z©/ Date: JUN 2 1971 f111 PWC-57 - 2 - May 28, 1971 No . 1037 1037 .1 Works Department to expend the 1037 .2 funds appropriated according to (cont . ) the intent of the Council . /} a- No . 1175 : OLD GOVERNMENT (KAILUA-KEAUHOU) BEACH ROAD PAHOEHOE 14th, NORTH KONA (TMK: 7-7-08) Chief Engineer submits for consideration and adoption, the resolution abandoning the 5, 378 sq. ft . portion of the old government road and the quit claim deed for review and authorization to be executed by the Mayor to quit claim our interest to the State of Hawaii : Approve and recommend adoption of Resolution No . 366 ; authorize Mayor to execute the documents . (Opposed: Messrs. Carpenter and Greenwell) :11o . 1259 .1: CHANGE OF STREET NAME OF "APOKI" TO "APOKE" Copy of a questionnaire sent to property owners fronting Apoki Street from the Planning Director requesting comments as to the feasibility of changing the street name: Receive and file . (Information only) �No . 1326 : FLOODING PROBLEM ON KAWAILANI STREET John and Katherine Carvalho, 790 Leilani Street, Hilo, request the Council to look into their flooding problem on their Kawailani Street property (TMK: 2-4- 3-48) due to a culvert that the County installed when the road was being improved: 1326 .1: Chief Engineer reports that when the County improved Kawailani Street, a drainage culvert was installed at the lowest point in the sag of the road to convey the mauka drainage runoff to the makai area to protect the road and recommends that Mr. Carvalho construct a drainage ditch within his property to circumvent the house which he is presently constructing: 1326 .2: Councilman De Luz requests approval of the construction of a drainage ditch in the Carvalho 's property. Informs • • PWC-57 - 3 - May 2$, 1971 No . 1326 .2 that the cost estimate to construct a drainage ditch is (cont . ) 5400.00 and that this work could possibly be done under R/M funds: ,, -c.e' 1326.3 : Chief Engineer informs that the cost estimate to construct a drainage ditch within the Carvalho 's property is 5400.00 and explains the circumstances which arose creating this problem: Approve the construction of a drainage ditch within the Carvalho 's property and refer to the Chief Engineer for implementation. �No . 1387 : KALANIANAOLE ELEMENTARY & INTERMEDIATE SCHOOL CLOSING OF OLD GOVERNMENT MAIN ROAD Copy of a letter to the Mayor from Harry C . Chuck, District Superintendent, Dept . of Education, requesting that the County institute action to close off a portion of the Old Government Main Road which now separates the Kalanianaole School campus: 1387 .1: Planning Director informs that they have submitted their comments and recommendations to the Department of Public Works who in turn will submit recommendations to the Council: 1387 .2: Bruce McCall for Mayor submits for information, a copy of their letter to the Department of Education and reports from the Chief Engineer and Planning Director on the subject matter: 4c4.2 6! --- '13$7 .3 : Chief of Police expresses his concern of the traffic problem that may develop if the Old Government Road is closed and recommends that some consideration be given to the possibility of closing the road during school hours : Accept recommendation of the Chief Engineer in his letter of May 17 that the Department of Education conduct a public meeting for total community involvement and offer concrete traffic analysis for deliberation and final determination. 411 PWC-57 - 4 - May 28, 1971 No . 1388: ROADWAY ABANDONMENT (TMK: 2-7-2$:16 & 17 ) Terence T. Yoshioka, attorney for James Yoshiyama, asks the Council to consider the abandonment of the subject roadway to enable Mr. Yoshiyama to acquire title to that portion identified on the attached maps : /Jo} C! - 1388.1: Chief Engineer submits the following recommendations on the subject request :. 1 . Have Mr. Yoshiyama submit parcel maps and metes and bounds descriptions of the roadway parcel, prepared by a licensed surveyor. 2. Abandon roadway by resolution and send copies; of the resolution to Mr. Yoshiyama, Mr. Sunao Kido, Mr. James Detor, Mrs. Mildred Yamamoto, and the Department of Public Works . 3 . Quitclaim the County's interest in the roadway to the State of Hawaii . 4. Refer matter to the State Division of Land Manage- ment, Department of Land & Natural Resources, for disposition inasmuch as the roadway is considered a paper road : Accept recommendations of the Chief Engineer. A.«, e-43sg- -&off No . 1396 .1: STREET LIGHT REQUEST - SyNSET SUBDIVISION DRIVE KUAKINI HIGHWAY, KONA (C-1396/PWC-55 ) Chief Engineer informs that the street light request has been referred to the State Highways Division for disposition since it involves a State highway: Receive and file . (Information only) �No . 1435 : KAALUALU BAY ROAD THROUGH B . P . BISHOP ESTATE PROPERTY KAWELA, KAU (TMK: 9-4-01) Arthur T. Isemoto for Chief Engineer submits their findings for consideration and direction as to the B. P. Bishop Estate offer of easement over the private substandard road with listed conditions: Receive and file . S PWC-57 - 5 - May 2$, 1971 No . 1436 : LAUPAHOEHOE SWALES (Rec . 2/PWC-55 ) Arthur T. Isemoto for Chief Engineer informs that an investigation was conducted by their department of the swales constructed across the Manowaiopae and Kihalani Homestead roads in Laupahoehoe. Some of the swales are very hazardous because of their sudden dip and will be corrected by their road crew on a scheduled R&M program to eliminate the hazard within the County maintained sections of the homestead roads . Also their proposal is to widen and resurface the road beginning at the intersection of the Hawaii Belt Road and working mauka and to eliminate the hazardous swales within the available funds of $45, 000 appropriated for the Manowaiopae Road : Receive and file. (Information only) AL, 0,- No . 1443 : IMPROVEMENT DISTRICT NO. 6 - HOONANEA STREET Director of Financeinforms that they have sufficient funds to redeem bonds for the above improvement district and requests adoption of Resolution No . 365 to authorize him to call for payment of these bonds, in accordance with Section 5 .5 of Ordinance No . 350: Approve and recommend adoption of Resolution No . 365 . , d -No . 1444: KONA WATERSHED PROJECT - KEOPU CHANNEL IMPROVEMENTS NORTH KONA Arthur T. Isemoto for Chief Engineer recommends the approval of 51, 571 as just compensation to Hideo Komo, et al, for Parcel 16 (TMK: 7-5-03-1) required for. the Keopu Channel Improvement project : Approve payment to the property owners. LC L-No . 1447 : DEDICATION DEED - NAALEHU SUBDIVISION, 4th SERIES, KAU (TMK: 9-5-09 : 5 -& 29, 9-5-21:1) . . Law Clerk transmits for acceptance, road and water system dedication deed for the above, and informs that the Public Works Department has recommended acceptance : Accept road and water system dedication deed. III 411 PWC-57 - 6 - May 2$, 1971 No . 1448: TRAFFIC SIGNAL LIGHTS - KILAUEA-PUAINAKO & KINOOLE-PUAINAKO Copy of a letter to the Waiakea Homesteads Chuo Kumiai from the Chief Engineer regarding the installation of traffic signal lights at the intersections of Kilauea and Puainako Streets and Kinoole and Puainako Streets informing that their request has been forwarded to the State Highways Division for disposition as the inter- sections are under the jurisdiction of the State: Receive and file . (Information only) AMENDMENT 4c-� Comm. 1361: SIGN VARIANCE REQUEST - KONA PALISADES, KONA (PWC-54) Chief Engineer submits a variance request from Pan American Financial Corporation to allow the two signs installed at the entrance to Kona Palisades. Jointly recommends with the Planning Department that since the signs on each wall exceed the maximum $ sq. ft . , that the variance be denied and the owners be directed to remove the signs: Reconsider action taken on the request of Kona Palisades, and request the. Chief Engineer to allow the developer to retain the signs in question until the Public Works Committee reviews the Sign Ordinance. Kamuela Hawaii 96743 The Public Works Committee at its meeting held today unanimously approved Councilman Hisaoka's .motion to request the Chief Engineer to install the proper road sign on Kahualani Road and on other County roads in Waimea. The Public Works Committee will forward this request to the Council for its concurrence and Councilman Hisaoka sees no problem in the passage of this recommendation by the full Council at its meeting of June 16, 1971 .
