Mail drop box: "Subsection(b)3 of Section 17-8, No Parking Zones, of Ordinance No. 39 is hereby amended by adding the following subsection: " The mauka side of Kekaulike Street for a distance of 115 feet from Waianuenue Avenue toward Wailuku Drive . " : Approve request and refer to Corporation Counsel to prepare the proper amendment . <, e-A98-0.4/owe-64 A.,- 60,1-41 -No . 1283 .1: IMPROVEMENT DISTRICT NO. $ LOT 71$ SUBDIVISION ROAD OFF KOMOHANA STREET Chief Engineer recommends that the Council proceed with the improvement district and by resolution conditionally, accept H. Harada Contractor, Inc . 's bid and direct the Chief Engineer to prepare a corrected map and preliminary assessment roll; Approve and recommend adoption of Resolution No . 373 . d„.„,-No . 1315 .2 : CONVERSION OF OFFICE OF THE COUNTY CLERK (6-1315/PWC-53 ) County Clerk submits the proposed plan and the Chief Engineer's cost estimate of $$'2, 000 for the work necessary in the redesign and conversion of the Office of the County Clerk. D. Ba=y, President, Hamakua Traffic Safety Committee, recommends that the State build and maintain a road to the Kalopa State Park: Support the request and refer to PEDLC for lobbying in the next session of the Legislature . C,,n,,, • No . 1463 : HIGHWAY SAFETY COUNCIL - RECOMMENDATIONS Philip D. Hooton, Chairman, Highway Safety Council, submits for consideration the following recommen- dations to amend Ord. No . 39 : 1 . Palani Road-Alii Drive Intersection, Kailua-Kona Recommends that the traffic pattern at the Palani Road-Alii Drive intersection be revised by making Palani Road a through street and Alii Drive a stop street at this intersection. 2. Kuakini Highway-Palani Road Intersection, Kailua-Kona Recommends that a stop sign be added on north-bound Palani Road at Kuakini . 3 . Triangular Intersection at the Pahoa-Kalapana-Kapoho Road Junction Near Kaimu Beach, Puna Recommends the following traffic control designations: 411 111 PWC-5$ - 3 - June 10, 1971 No . 1463 Makai-bound traffic on eastern leg of Pahoa-Kalapana (cont . ) Road at Kaimu junction - Stop at makai Kapoho-Kalapana intersection. Kalapana-bound traffic from Kapoho direction at Kaimu junction - Yield at makai Pahoa-Kalapana intersection: Approve the recommendations of the Highway Safety Council and refer to Corporation Counsel for proper amendments . “« C-r 3. ,/nLoc.-6,o2 L, No . 1467 : AMENDMENT TO ORDINANCE 332 - DEFINITION OF LITTER Mayor transmits a copy of a letter from the Chief of Police and Bill No . $02 to amend Ordinance 332, which amended Section 13-10 (Spilling Litter on Highways Prohibited ) of Ordinance No . 39 (Traffic Code) : Approve and recommend passage of Bill No . $02 on first reading. Ac G„t,y_No . 1469 : ARE: MOTION 25$ - IMPLEMENTATION OF SECTION 17-8 (c ) OF ORDINANCE NO. 311 Chief Engineer informs that Section 17-8(c ) has been implemented as called for in Ordinance No . 311 . If it was the Council 's intent for a "No Stopping, Standing or Parking” zone, then Section 17-8(c ) should be repealed and re-introduced as a subsection under Section 17-3 (a)i of Ordinance No . 39 : Repeal Ordinance No . 311, Section 17-$(c ) , No Parking Zones - Kona, and re-introduce under Ordinance No . 39, Section 17-3 (a)i (6)a, No Stopping, Standing or Parking Zone ; and in addition, extend distance to Hind Drive . OntL)11 No . 1470: REQUEST FOR STREET LIGHTS - OLU STREET HILO East Kawailani Kumiai requests the installation of a street light on Olu Street between the intersections of Olu-Kawailani and Olu-Palai : Refer to the Chief Engineer for disposition. • 411 1111 PWC-58 - 4 - June 10, 1971 ,'& " . No . 1473 : AMENDMENT TO ORDINANCE NO 39 (TRAFFIC CODE) Chief Engineer requests that Ordinance No . 39 be amended to facilitate traffic patterns at the recently signalized Kamehameha Avenue-Pauahi Street Intersection: "Subsection bt ) of subsection(b )3 of Section 17-s, No Parking Zones, of Ordinance No . 39 (as amended by Ordinance No . 391) be amended to read as follows : "bt ) Both sides of Pauahi Street for a distance of 220 feet in the makai direction from its intersection with Kilauea Avenue and 250 feet in the mauka direction from its intersection with Kamehameha Avenue . " Approve request and refer to Corporation Counsel to prepare the proper amendment . r. ,c-is,73•Vn we-&, Ac, ani,>t No . 1475 : SCHEDULE OF RATES FOR RENTAL OF MOTOR POOL VEHICLES AND EQUIPMENT Chief Engineer submits for approval a proposed Schedule of Rates to be charged to departments for use of vehicles, automotive equipment, machinery, implements or tools : Approve the Schedule of Rates . PETITIONS : "Pet . 15 : CLOSING OF THE VILLAGE PORTION OF ALII DRIVE TO HEAVY TRUCKS . . _ Kailua Nei- submits petition to close the village portion of Alii Drive to all heavy trucks other than service trucks and those specifically delivering merchandise and supplies. 15 .1: Philip D. Hooton, Chairman, Highway Safety Council, transmits a report prepared by the Traffic Engineer concerning a Kailua village truck bypass route . Informs that they adopted the following three recommen- dations of the Traffic Engineer in his report : 1. That the Highway Safety Council commend the Truckers Association for its cooperation in having members bypass the Village and to request the Association to continue to stress the bypassing of the Village . 411PWC-58 - 5 - June 10, 1971 Pet . 15 .1: 2. That the County Council be urged to encourage (cont . ) the Association to place additional stress on its self-imposed truck bypass. 3 . That no truck route be designated until a route meeting the standards set by the American Association of State Highway Officials can be constructed . Also urges that the County Council provide the necessary funds for the mauka-makai route in the vicinity of the Kona Hilton Hotel (Item II-6 of the attached report) . L,c, Pet . 15 .2 : Chief Engineer submits for information, a copy of the Hawaii Trucking Association's May 21, 1971 letter regarding its policy of having. its trucks bypass Alii Drive as much as possible to reduce congestion: Thank the Hawaii Trucking Associa- tion for their cooperation. Send a copy of Pet . 15 .1 to Mr . Frank J. Zuzak of Kailua Nei and inform him that the truck route is included in the 1971-1972 CIP . RESOLUTION: 'Res. 372: ACQUISITION OF LAND FOR THE KISHI SUBDIVISION, IMPROVEMENT DISTRICT NO. 5, SOUTH KONA Provides for the acquisition of a utility easement within Lot 42-A, Kishi Subdivision, Improvement District No . 5, South Kona.
