HomeMy WebLinkAboutREP PWC 061 08/06/1971 1969-1972 tl 411 I �r PUBLIC WORKS COMMITTEE REPORT REPORT NO 61 Councilmen County of Hawaii Hilo, Hawaii The following are the recommendations of the Public Works Committee which were considered at its meeting of August 6, 1971: COMMUNICATIONS No. 1054: RECONSTRUCTION OF LAUPAHOEHOE VALLEY ROAD Councilman Yamada requests that the Council consider appropriating $110,000 to reconstruct the Laupahoehoe Valley Road and to include a horizontal road to the National Guard Armory to the north and about 750 feet to the south. (PWC meeting of 10/16/70 - referred to North Hilo Community Council for comments.) 1054.1: George Muraoka, President, North Hilo Community Council, agrees with Councilman Yamada that Laupahoehoe Valley has tremendous potential and reconstruction of the road is vitally necessary in the interest of safety and convenience for local residents as well as rapidly increasing numbers of visitors and requests assistance to implement the project at the earliest time possible: Receive and file. /- No. 1059.1: PARKING FACILITIES FOR DOWNTOWN HILO Planning Director informs that a downtown study is presently underway which will recommend possible avenues and action programs to deal with the central business district. (PWC meeting of 10/16/70 - PWC Chairman was requested to confer with Planning Director whether provisions for increased parking facilities for downtown Hilo has been included in the General Plan.) No. Date: AUG11121.... 410 PWC-61 -2- August 6, 1971 fie, C- No. 1151.2: STREET NAMES FOR ROADS IN MOUNTAIN VIEW, PUNA Planning Director submits for adoption Resolution Nos. 386 and 387 describing County roads in existence with the appropriate compass designation: Approve and adopt Resolutions 386 and 387. No. 1241: KAILUA-KONA PARKING Chief Engineer recommends that the Administration be authorized to pursue the request for an executive order for municipal parking development of TMK: 7-5-06:35 & 36 in conjunction with acquisition of private parcels: Approve the request. i 1241.1: Amelia Burgess, President, Burgess Inc. , informs that most of the land mentioned by the Chief Engineer in C-1241 is owned by members of the Burgess-Chun family and is earmarked for commercial development within the next few months: Receive and file. 1241.2: Planning Director reports as requested on the subject matter: 1. The proposed parking lot is still considered as one of the municipal parking lot sites by the Planning Department. 2. Project is to be State-County funded. Estimated project timetable - 8-1/2 months. Estimated cost - $675,000. 3. Site C is one of the sites proposed in the Feasibility Study, Kailua-Kona: Receive and file. ,64. C- 1241.3: Arthur B Chun confirms that his family withdraws objections to government purchase of several parcels in rear of the Kona Banyan Court, Kailua-Kona and informs that Kenneth T. Olds, an appraiser, has been appointed to represent them in value negotiations: Authorize the Administration to start negotiations for the parcels. (Opposed: Mr. Souza) d- No. 1388.3: ROADWAY ABANDONMENT, PAPAIKOU - JAMES YOSHIYAMA Chief Engineer submits abandonment resolution and quitclaim deed for portion of Kaapoko Homestead Road: Approve and recommend adoption of Resolution No. 389. 4 • 411 PWC-61 -3- August 6, 1971 No. 1394: PAUKAA DRIVE DRAINAGE PROBLEM Tommy T. Jitchaku, 87 Paukaa Drive, requests the County to construct a culvert across the road from his home toward the direction of the ocean due to the hazardous condition created during heavy downpours: Atue.- 1394.1: Chief Engineer informs that plans for alleviating the drainage problem on Paukaa Drive across the Jitchaku property have been completed and that the improvement will be accomplished through departmental funds: Receive and file. , Q- No. 1461.2: PAAUILO SEWER SYSTEM Leon A. Thevenin, Manager, Hamakua Mill Company, informs that they cannot accept the reasoning of the Chief Engineer since: 1. There are no other communities on this island numbering 1,000 people served by one sewer such as this.. 2. Federal funds do apply to isolated situations. 3. They have gone over alternate proposals so often. 4. Their system may be old but it is not substandard. 5. They feel that sewer systems are government functions since the population served is so wide in scope: Receive and file the communication as the Committee feels the action previously taken is the only course that the County can take at this time. No. 1480.1: AMENDMENTS TO ORDINANCE 39 - TRAFFIC CODE (C-1180/PWC-59) Assistant Corporation Counsel submits Bill No. 816 amending Section 5-7 of Ordinance 39, relating to traffic control devices, and Section 6-7, relating to no-passing zones: Approve and recommend passage of Bill 816 on first reading. ,& - No. 1502: EMERGENCY BRAKE ON TRUCKS Council Chairman transmits for consideration, a series of drawings sent by Mr. William H. Crozier, Jr., suggesting that the Council enact an ordinance requiring all trucks to install an emergency brake as shown on the drawings: (PWC meeting of 7/9/71 - referred to Highway Safety Council and Hawaii Trucking Association for review and recommendations.) Receive and file. 411 PWC-61 -4- August 6, 1971 a - 1502.1: Douglas A. Hughes, Executive Vice President, Hawaii Trucking Association, submits some observations regarding the drag brake system for heavy trucks: Receive and file and thank the writer of the Communication for his observations. C- 1502.2: Philip D. Hooton, Chairman, Highway Safety Council, feels they do not have the technical knowledge to properly evaluate and comment on mechanism; requests copy of Hawaii Truckers Association's comments for their information: Request the Clerk to send a copy of Communication 1502.1 to Mr. Hooton. "No. 1507: RODENT CONTROL PROGRAM AT RUBBISH DUMPS (Rec. 11 PWC-16 Chief Engineer informs that as the open dumps are eliminated by converting to land fill or transfer stations, they will seek the State Department of Health's aid in the eradication program: Receive and file. -cc CM-214G: NEW RUBBISH DUMP SITE IN PAHOA Refer to the PWC for consideration, the request of Mr. Kongo Kimura whether the County could provide a new rubbish dump site in Pahoa. (12/2/70 Council meeting) (PWC meeting of 12/14/70 - referred to Chief Engineer for study and recommendation back to Committee.) �No. 1508: Chief Engineer informs that following the solid waste master plan for the County, they have scheduled the construction of a transfer station in Pahoa during this fiscal year: Receive and file and send a copy of the communication to Mr. Kimura. Acc—, C- No. 1509: REEDS ISLAND BRIDGE (Aec. 1/PWC-53) Chief Engineer informs that an investigation was recently made and it was found that the capacity of the subject bridge is limited but not in danger of immediate collapse. Recommends that either an appropriation of $30,000 be made now for the construction of two additional posts at the two end bents or the cost be included in the 1972-73 fiscal year C. I. P.: Recommend this project to the Finance Committee to consider an appropriation of $30,000 to correct the danger. 411 PWC-61 -5- August 6, 1971 L, G- No. 1511: WRIGHT ROAD - VOLCANO Chief Engineer informs that the cost estimate to reconstruct the existing road is $1,300,000 and $20,000 has been appropriated for incremental improvement in the 1971-72 C.I.P. Informs also that Wright Road has been approved by the Bureau of Public Roads as eligible for County Federal Aid Secondary System, should the County propose to plan and construct according to the BPR standards: Approve on the basis of incremental improvement. No. 1512: MAINTENANCE OF COUNTY SIDEWALKS (Rec. 2 PWC-44 Chief Engineer informs that plans and specifications for the repairing of County sidewalks within the City of Hilo are complete and will be advertised for bids in early August, 1971. Funding of $50,000 is available in the FY 1971-72 CIP: Receive and file. No. 1515: ROAD H - GREENWELL PARK ORD. NO. 235 - $35,000. ORD. NO. 327 - $50,000 Chief Engineer recommends that the two appropriations totaling $85,000 be transferred to Resurfacing Mamalahoa Highway from the Napoopoo Road Junction toward the beginning of the State Highway in the vicinity of Manago Hotel, as the subject project is pending the expansion of the park and that the land transfer matter will take another two years: 4 c- 1515.1: Chief Engineer submits Bill 810 to amend Ordinance No. 409 to add the new project "Resurfacing Mamalahoa Highway from the Napoopoo Junction toward the Beginning of the State Highway in the Vicinity of Manago Hotel." A balance of $83,401.84 remains in the project fund: Approve the project and recommend passage of Bill 810 on first reading. 4iz-0-No. 1519: HA 1-31, HALE HAUOLI AT HONOKAA - DEDICATION OF KONIAKA PLACE - Re: Letter 537-258/949 (6/22/71) from Hawaii Housing Authority Mayor submits the subject letter and attachments with his recommendation to accept dedication of the street. The Corporation Counsel has approved the documents and three copies are being returned to the Hawaii Housing Authority for processing through HUD for their endorsement: Accept the dedication of the street. l PWC-61 -6- August 6, 1971 $G., a, No. 1522: PLACEMENT OF SIGNS (Rec. 4/PWC-16) Chief Engineer informs that at the present time, signs are posted along State highway indicating approaches to major towns and communities and feels that these existing signs provide adequate notice to motorists: Re-affirm the Committee's stand that the signs are inadequate and request the Chief Engineer to look into this problem further. Recommend each district Councilman inform the Chief Engineer of their specific areas of concern as to where signs could be placed for the Chief Engineer's compilation, report and recommendation to the Committee. (Opposed: Mr. Souza) SCM-201: DESTINATION SIGNS - SUBDIVISIONS PWC to consider identifying certain popular or densely populated areas; Committee also to look into the Mauna Kea Beach directional sign, to investigate how it was erected, since Mauna Kea Beach is not the name of a place or district. No. 1523: Chief Engineer informs that the Mauna Kea Beach sign was installed primarily to assist motorists wishing to visit or view the area. An exception to their general rule of not identifying private facilities was made because of the hotel's prominence in the district and as an aid to visitors and motorists: Receive and file. , L,t,C- No. 1524: EKAHA ROAD TURN AROUND (Rec. 1/PWC-51) Chief Engineer informs that besides Ekaha Street, there are eight dead-end streets with no turn around provisions within the Puu Honu Tract Subdivision, and recommends not to construct turn arounds, unless there is general agreement with the affected property owners that they are willing to convey a portion of their lands for construction of a turn around. The cost estimate to provide a turn around, not including land cost, may run in the neighborhood of $5,000, depending on the topographical condition: Receive and file. • • PWC-61 -7- August 6, 1971 ,La- No. 1525: REPORT OF LAND ACQUISITION MATTERS SETTLED Corporation Counsel submits for information, a report of land acquisition matters settled and informs that no claims below $500 were settled during this period: Receive and file and request the Corporation Counsel include in his next report on land acquisition matters the area of the land involved. No. 1536: STREET LIGHT REQUESTS BY COUNCILMAN DE LUZ Chief Engineer reports on the following referrals: (A) C-1118/PWC-46 - Street Lights for Paauilo & Kukaiau (B) C-1173/PWC-48 - Street Lights for Ookala (C) C-1243/PWC-51 - Street Lights for Paauilo: Receive and file. No. 1543: MAUNA KEA SUGAR COMPANY - REDUCTION OF CANE HAULING TRAFFIC John F. Cykler, Acting Manager, submits press release explaining that Mauna Kea will substantially reduce the cane hauling traffic along Amauulu Road and the major portion of Wainaku Street by August 1; cane in Ponahawai and lower Kaumana will pass through town: Receive and file. Pet. 18.3: CAPTAIN COOK HEIGHTS WATER LINE IMPROVEMENT DISTRICT Morinaka Takaki, Chairman, Captain Cook Heights Water Line Improvement District, advises that at their May 6, 1971 meeting, the following points were agreed upon relative to their petition for the establishment of the subject improvement district: 1. 100% participation of lot owners. The improvement district is to comprise lots 7 through 29, inclusive. Lots 1, 2, 3, 4, 5A, 5B and 6 are to be excluded from the Improvement District. 2.
