HomeMy WebLinkAboutREP PWC 062 08/19/1971 1969-1972 91/ 1 PUBLIC WORKS COMMITTEE REPORT REPORT NO 62 Councilmen County of Hawaii Hilo, Hawaii The following are the recommendations of the Public Works Committee which were considered at its meeting of August 19, 1971: COMMUNICATIONS Awe_ No. 668.8: HAWAII ISLAND HUMANE SOCIETY - PROPOSAL Mayor transmits a proposal from the Hawaii Island Humane Society regarding a contractual arrangement between the Society and the County for the performance of animal pound functions that are the responsibility of the County. Accept the proposal of the Hawaii Island Humane Society and refer to the Administra- tion to work out a legal agreement. "No. 1114: ROADWAY ABANDONMENT - PAAUILO MAUKA, HAMAKUA Terence T. Yoshioka, Attorney, informs that a request was made to the State to abandon a paper road dividing two parcels of real property belonging to his clients, Daniel M. and Mildred Cardoza® However, before the road can be purchased from the State, it must be formally abandoned by-the County and therefore requests that the roadway be abandoned so that his clients may purchase same. (TMK: 4-1-04:08 & 38) 1114.1: Chief Engineer informs that by letter dated July 7, 1971, a follow-up was sent to the State Board of Land and Natural Resources for a status report on their referral. a- 1114.2: Chief Engineer transmits findings from Department of Land and Natural Resources on ownership and accessibility to Sanborn property. Findings show that unless easement is obtained through "Kaala Road" (private) to reach the Sanborn property and also the willingness of the Sanborns to relinquish its legal access, the existing government right-of-way should not be abandoned. No. /3O0 - /307 -, Date: AUG 2 5 1971„s PWC-62 111 -2- August 19, 1971 No. 1499: WATER HAULING CHARGES Councilman Edwards asks that a review be conducted of the charging procedures for water hauling and determine (1) if inequities do exist, and (2) if a Council policy should be considered at this time. 1499.1: Mayor Kimura transmits a copy of the Chief Engineer's report on the case involved as well as a description of the County's water delivery charges Receive and file. PWC �, �, No. 1518: POWER UTILITIES (Rec. 1� -21) Planning Director informs that other than Section 30-B-7 and Section 30-E-3 in Ordinance No. 63, there are noother sections that deal specifically with utility pole control. A request for drafting an ordinance on the subject matter was referred to the Corporation Counsel but the matter is still under study and there is no timetable set as yet. Request the Corporation Counsel to recommend a solution to the problem. No. 1545: KAMEHAMEHA-PAUAHI INTERSECTION - FLASHING AMBER. LIGHTS Highway Safety Council submits reply to request for flashing amber lights on both sides of Kamehameha Avenue at Pauahi-Kamehameha intersection and recommends that they not be installed. Accept and file. k« ( No. 1546: KONA HOSPITAL ROAD - NO PARKING Highway Safety Council recommends Section 17-8(b) of Ordinance 39 be amended to prohibit parking on both sides of Kona Hospital road. Approve the recommendation and refer to Corporation Counsel to prepare the proper amendment. No. 1549: KILAUEA-MOHOULI INTERSECTION - CHANGE IN PROJECT SCOPE Chief Engineer requests CIP Ordinance 409 be amended to include the Kilauea-Mohouli street intersection in lieu of the pedestrian lights fronting Kapiolani School. Approve the request and refer to Corporation Counsel to prepare the proper amendment. q PWC-62 A3® August 19, 1971 No. 1550: SEWER SYSTEMS A REPORT lotion 176) Chief Engineer submits chart showing location of sewer systems and report on future plans for Hilo and urban areas only. Receive and file. No. 1551: ELIMINATION OF FLIES AT RUBBISH DUMPS - i'EPORT (Motion 74) Chief Engineer informs contacted Mr. Cunningham of the local U. S. Department of Agriculture and the material or bait they are presently using as a part of their program to eliminate fruitflies will not work on the type of flies at the rubbish dumps. Is presently using Ortho Fly Killer "D" with some success. Receive and file. No. 1552: PAPAIKOU RUBBISH DUMP a STATUS REPORT (Motion 228B) Chief Engineer informs transfer station is scheduled for this fiscal year and is working with manager of Pepeekeo Sugar Company in trying to locate a suitable site for the area. Receive and file. ,6ec, C No. 1557: KILAUEA AVENUE - NO PARKING ZONES Chief Engineer recommends that amendments be made to subsection (b)3 of Section 17-8 of Ordinance 39 to facilitate traffic along Kilauea Avenue. Approve the recommendations and refer to Corporation Counsel to prepare the proper amendment. No. 1558: PALANI ROAD .. TRUCK ESCAPE RAMP Copy of a letter from the Kona Chamber of Commerce to the Chief Engineer requesting top priority to complete the project during 1971. Receive and file. C - No. 1559: MALAAI STREET - SIGHT IMPROVEMENT (Job No. P-1725) Chief Engineer submits the purchase prices of properties and requests approval of said amounts for the acquisition of lands.. / Approve the amounts for acquisition of lands. C - No. 1560: AINAKO-MANULELE STORM DRAIN (Job No. 1585) Chief Engineer transmits for adoption a resolution authorizing the Corporation Counsel to initiate proceedings in eminent domain to to acquire the easement rights for the project. Approve and recommend passage of Resolution 393 on first reading. • c 111 PWC-62 -4- August 19, 1971 No. 1562: CAPITAL IMPROVEMENT AND REPAIRS AND MAINTENANCE PROJECTS Chief Engineer. requests favorable consideration to permit the Department of Public Works through its own forces to accomplish those CIP projects included in Ordinance 409 within the stated range and repairs and maintenance projects. Should project necessitate contractural services work, such services may exceed the $4,000 amount and let on informal bidding instead of formal bidding basis, however, subcontracts or special contracts for supplies and materials exceeding $4,000 shall be let upon formal bid as required by Section 103-23, HRS. Approve the request. ORDINANCE Bill 818: CROSSWALK - ALII DRIVE (PWC-59/C-1481) A bill for an ordinance establishing a crosswalk on Alii Drive in Kailua-Kona, 40 feet north from the Islander Inn driveway. (Introduced by: Mrs. Yadao) Approve and recommend passage of Bill 818 on first reading. RECOMMENDATIONS: �No. 1: AMENDMENT - ZONING ORDINANCE 63 Request the Corporation Counsel together with the Planning Director to prepare an amendment to Ordinance 63 which would allow additions to existing residences within resort areas in the County for first reading at the Council's meeting on August 25, 1971.
