Chief Engineer, dated July 16, 1971, transmitting for consideration and adoption, Bill No. $09 relating to excavation, fills, grading, grubbing, stockpiling, and stripping: ,<euc 1520.1: From Mrs. Virginia Isbell, Committee Chairman, Kona Citizens Planning Council, dated August 3, 1971, informing that they agree with the proposed grading ordinance. However, recommends that a 82.00 permit fee is much more realistic than the present recommen- dation: Ac e- 1520.2: From Richard M. Frazier, Manager, Honokaa Sugar Co. , dated August 6, 1971, and also representing Hamakua Mill Company and Laupahoehoe Sugar Company, proposing an amendment to Section 1.4, as the language of this section is much too limiting to properly execute their agricultural operations: C -1520.3 : From Edison Okano, Okano & Sons, Inc . , dated August 6, 1971, expressing their concern on the proposed ordinance . Feels that it should be limited to the large scale operations and not to the smaller ones : 6- 1520.4: From Claude Moore, Civil Engineer, C . To modify existing semi-actuated system - $5,000 2. To change to pre-timed system - 3, 500: Receive and file. ,0 - No . 1620: NO PARKING ON KILAUEA AVENUE From Highway Safety Council dated September 20, 1971, recommending that parking be prohibited during peak hours between Aupuni and Lanikaula Streets on the makai side, and the Wailoa Flood Control Channel to Lanikaula Street on the mauka side, in order to facilitate traffic movements on Kilauea Avenue: Approve recommendation and refer to Corporation Counsel to prepare proper amendments. (Mr. Yamada abstained from voting. ) e - No . 1621: ELIMINATION OF MIDBLOCK CROSSWALK ON KILAUEA AVENUE BY.KAPIOLANI SCHOOL From Highway Safety Council dated September 20, 1971, recommending that the existing midblock crosswalk on Kilauea Avenue in front of the entrance to Kapiolani School be eliminated since the Kilauea-Mohouli inter- section has been signalized andcrossing has been provided for students at this intersection: Approve recommendation and refer to Corporation Counsel to prepare proper amendment . C,Q, /cai. i/Pw ''r% • PWC-65 --4 - Oct . 1, 1971 No . 1622: NO PARKING ON BANYAN DRIVE NEAR KAMEHAMEHA INTERSECTION From Highway Safety Council dated September 20, 1971, recommending that parking be prohibited up to the first bend on Banyan Drive from Kamehameha Avenue as a traffic hazard is created on Banyan Drive at the intersection by parked vehicles which obstruct the lane of traffic flow into Banyan Drive from Kamehameha Avenue: Approve recommendation and refer to Corporation Counsel to prepare proper amendment . {LL No . 1623 : ALTERATION OF ASSIGNED TRAFFIC RIGHT-OF-WAY From Highway Safety Council dated September 20, 1971, recommending that Hookano Street be designated a through street between Kupulau Road and Hoolaulea Street and that the designation of Kaulana Street and Hoaloha Street as through streets be repealed : Approve recommendation and refer to Corporation Counsel to prepare proper amendments. ,'5 e- No . 1624: ADDITIONAL MANPOWER TO IMPROVE ROAD SERVICE IN KONA From. Mrs. Norman Alter, President, Kona Outdoor Circle, dated September 25, 1971, asking the Council to grant the request of James Ushiroda, head of the Road Construction and Maintenance Bureau for North and South Kona, for additional manpower to improve road service in Kona: Refer to Chief Engineer. ORDINANCE Bill 823 : AMENDMENT TO TRAFFIC CODE Amends Section 17-8 of Ordinance No . 39 to prohibit parking on Kilauea Avenue and Kona Hospital Road : (Intr. By: Mrs. Yadao) Approve and recommend passage on first reading. ® • PWC-65 - 5 - Oct . 1, 1971 AMENDMENT 4- Comm. 1593 : COST TO INSTALL ALL UTILITY LINES UNDERGROUND AT HONOLII BEACH PARK (Rec . 5/PWC-62) From Chief Engineer dated Sept . 1, 1971, informing that the cost to place the remaining overhead portion of utility lines to the Honolii Park pavilion under- ground is $3,450.00: Rescind action on PWC-64 to receive and file communication. Request Chief Engineer to place remaining overhead portion of utility lines underground . Refer to Finance Director for funding. .L Comm. 1593 .1: From W. R. Seidel, Chairman, Alae Point Kumiai, requesting consideration to install the utility lines underground and informing that they desire to share in the cost of converting from overhead to underground wiring and that 8500 has been committed for this purpose : Inform writer of the action taken on Communication 1593 . (Greenwell/Hisaoka) (1-173 PIca-70, No . 7 : NO PASSING LINES - KUAKINI HIGHWAY Refer to the Traffic Engineer, . the Kona Police Department, Mr. Schuster of the State Department of Transportation, and the Highway Safety Council, the advisability of painting no passing lines on Kuakini Highway at the entrances to the Sunset and Seaview Subdivisions to help eliminate the traffic hazard, and to consider the possibility of a third passing lane on the steep hill almost at the top of Kuakini Highway.
