The enactment of the ordinance by December 31, 1971, is a requirement of the National Flood Insurance Program to establish procedures for the type, size, placement and control of structures, of the use of land and structures within flood plains specifying procedures for the administration and enforcement : e- $45.2: From Council Chairman Matayoshi dated November 12, 1971, submitting for perusal and consideration, the Department of Housing and Urban Developmentts pamphlet which covers in detail the additional requirements for eligibility under the National Flood Insurance Program: Approve and recommend passage of Bill $31 on first reading. The road improvement is an ongoing one . 2. Concrete bridge - mauka -- cost to remove loose material and repack the voids with grouted rubble paving may be approximately $3, 000 and highway maintenance fund can be programmed for the next quarter. 3 . Wooden bridge (Miyasaki) -- cost to reinforce bridge joists and replace the center support if found necessary may be in the neighborhood of $3, 500 and bridge maintenance fund can be programmed for the next quarter: Receive and file; and transmit a copy of the Chief Engineer's report to Mr. Thevenin for his information. • . Xeki -No . 1699 : NO PARKING ON KAWILI STREET FRONTING HAWAII COMMUNITY COLLEGE . From Chairman, Highway Safety Council, dated November 2, 1971, recommending that Ordinance No . 39 be amended to establish no-parking zones on Kawili Street in the vicinity of Hawaii Community College to alleviate traffic problems and allow easier access to the campus : Approve recommendation and refer to Corporation Counsel to prepare proper amendment . , C-No . 1700: NO PARKING ON PAVEMENT ALONG ALII DRIVE IN VICINITY OF DISAPPEARING SANDS BEACH, KONA -. /l-a/a� From Chairman, Highway Safety Council, dated November 2, 1971, recommending that parking be prohibited on the pavement of Alii Drive from the Disappearing Sands Beach to the County park adjacent to Keauhou Hotel and that no portion of the vehicle shall be allowed to extend on any portion of the pavement . Council, dated November 2, 1971, recommending that a 25 mph speed limit zone be established for Palani Road from a point mauka of the first curve above the Kailua-Kawaihae Road to Alii Drive in Kailua Village: Approve recommendation and refer to Corporation Counsel to prepare proper amendment . 4,-, d- No . 1702: LONGS DRUG DRIVEWAY From Chairman, Highway Safety Council, dated November 2, 1971, recommending that Ordinance No . 39 be amended to prohibit left turns from Kilauea Avenue into the driveway of Longs Drug to alleviate the hazardous condition created by vehicles making left turns into and out of the driveway on Kilauea Avenue opposite Hualalai Street : Approve recommendation and refer to Corporation Counsel to prepare proper amendment . 6- No. 1703.: EXTENSION OF 45 MPH SPEED LIMIT ZONE AT THE PAHOA-KEAAU INTERSECTION From Chairman, Highway Safety Council, dated November 8, 1971, recommending that the 45 mph speed zone be extended further south, about 900 feet mauka of the Pahoa-Keaau intersection, as there have been several accidents involving rear-end collisions due to speeding and difficulty encountered by motorists in locating this intersection: Approve recommendation and refer to Corporation Counsel to prepare proper amendment . • PWC-68 - 6 - Nov. 12, 1971 ORDINANCES 'Bill $0$: AMENDMENT - IMPROVEMENT DISTRICT ORDINANCE A bill for an ordinance amending Ordinance No . 350-1970 relating to improvement byassessment : (Intr. (Oppose : Mr. Yamada) RECOMMENDATIONS No . 1: AMENDMENTS TO IMPROVEMENT DISTRICT ORDINANCE Request the Corporation Counsel and Finance Director to consider amendments to Ordinance No . 350: (1) to include off-site improvements to roads which would service improvement districts; and (2) to require that in the event the improvement district petition does not go through, that the petitioners be responsible for all costs incurred by the County in the development of plans of an improvement district . (Greenwell/Hisaoka) No . 2: COST ESTIMATE - REPAVE KAIWIKI ROAD Request the Chief Engineer to submit a cost estimate to repave Kaiwiki Road from the Mauna Kea Sugar Company Office up to the new realigned portion.
