From Chief Engineer dated November 29, 1971, transmitting
for consideration, a report entitled "Preliminary Report
in the Matter of Permanent Improvement Proceedings for
Discovery Harbor Subdivision in Waiohinu, District of
Kau, Hawaii, " and a proposed resolution (No . 432) adopting
the preliminary report :
Approve and recommend adoption
of Resolution No . 432.
Authorize the Chief Engineer to
submit a resolution to approve,
adopt and ratify the final report;
to authorize the Chief Engineer
to call for bids on work; and to
provide for combined public hearing.

�No . 1686 : MAILE APARTMENT'S REQUEST TO PURCHASE COUNTY LAND
ALONG THE WAILOA FLOOD CONTROL CHANNEL
From Attorney Masanori Kushi, representing
Mr. & Mrs. Robert M. Yamada, owners of Maile Apartment,
dated November 2, 1971, requesting that steps be taken
to sell the surplus County property to Mr. & Mrs . Yamada
at its present fair market value as soon as possible:
4,� G- 1686 .1: From Chief Engineer dated December 3, 1971, informing
that their investigation revealed that the portion of
Wailoa Flood Control Channel being requested to be
purchased will not jeopardize or reduce the functioning
efficiency of the flood channel system and recommends
that Parcel 1, 2, 2-A and 3 be abandoned and a quitclaim
deed prepared for Parcel 2-A only. Quitclaim deeds for
Parcels 1, 2 and 3 are not needed as Parcels 1 and 3 are
owned by the County and disposition of the parcels will
be by the County. For Parcel 2, Council approval is
required to withdraw the portion from the Governor's
EO No . 2125 for the Wailoa Flood Control purpose, and
disposition of the parcel will be by the State of Hawaii.
The draft of documents for abandonment and quitclaim
deed have been transmitted to the Corporation Counsel's
Office for review and approval and they are negotiating
for an appraisal report for the subject matter:
Accept recommendation for:
1) abandonment of Parcels 1, 2,
2-A and 3 ; 3 ) preparation of
quitclaim deed for Parcel 2-A;
3 ) withdrawal of Parcel 2 from
EO 2125 .
Documents be prepared subject to
the Corporation Counsel's review
and approval and authorize appraisal
of the properties.

�No . 1706 : PAVING OF ROAD SEGMENT - OLD HILO MEMORIAL HOSPITAL
From Councilman De Luz dated November 11, 1971, requesting
that the County pave the short gravel road segment located
within the Old Memorial Hospital complex in Piihonua which
presently serves as the only access to the Hilo Retarded
Children Center:
1706.1: From Chief Engineer dated November 30, 1971, informing
that their South Hilo Road District has scheduled the
paving of the gravel road access to the Retarded
Children Center for December, 1971:

�No . 1725 : IMPROVEMENTS TO PUKIHAE STREET IN PUUEO
From Elroy T. L. Osorio, member of the Resident Owners
Association of Bayshore Towers, dated November 10, 1971,
requesting the County to, appropriate sufficient funds to
completely re-do Pukihae Street for the benefit of all
concerned:
/' - 1725.1: From Chief Engineer dated December 7, 1971, informing
that the cost estimate for minimal improvement within
the narrow 20-foot right-of-way if $6,000. Recommends
that no capital improvements be made at this time, but
that maintenance and improvements of the pavement under
R&M funds be continued :
Approve improvements to Pukihae
Street and refer to Finance Director
for funding.
�No. 1738: JAYWALKING PROBLEM ( iec . 6/PWC-65)
From Philip D. Hooton, Chairman, Highway Safety Council,
dated November 15, 1971, reporting on the matter of
jaywalking;quotes Section 73 of Act 150, the new State
Traffic Code which will take effect on January 1, 1972.
County Ordinance No . 39 will be superseded by the new
law and it appears that a pedestrian crossing the street
or road at other than a crosswalk is strictly on his own;

From Chief Engineer dated November 29, 1971, requesting
the Council to consider the creation of a position of
Public Works Coordinator to better achieve the responsi-
bility of coordinating the implementation of the capital
improvements program for the County:
Refer to the 1972-73 operating
budget for consideration.

From Councilman De Luz dated December 13, 1971, requesting
the Committee's favorable consideration on a request he
received for the installation of a street light at the
intersection of the Hawaii Belt Highway and Loke Street
in Honokaa:

NURSERY SCHOOL
From Philip D. Hooton, Chairman, Highway Safety Council,
dated December 6, 1971, recommending that the area in
front of the Co-op Nursery School be designated a no-parking
zone between the hours of 7:00 a.m. and 9:00 a.m. , and
2:00 p.m. and 5 :00 p.m. on school days:

proper amendment .

COLLEGE.ADMINISTRATION BUILDING

of the driveway fronting the Hilo College Administration

dated November 22, 1971, expressing disappointment in
learning that the wooden bridge would not be replaced
promptly. Encourages the Council to change its mind

Request the Highway Safety Council to look into the
speed limit on Banyan Drive and report back to the
Council.
