Committee which were considered at its meeting of January 4, 1972 :

�No. 845.4: NATIONAL FLOOD INSURANCE PROGRAM
From Akira Watanabe, President, General Insurance Ass 'n.
of Hawaii, dated December 29, 1971, thanking the Council
for approving Bill No. 831 and making it possible for those
property owners exposed to flood and tidal actions to be
able to voluntarily insure their properties :

Au- No. 1586. 1: VOLCANO ROAD, RAP NO. F-011-2(10) , 29 MILE POST TO
26 MILE POST, PUNA (6-1586/PWC-64)
From Chief Engineer dated December 22, 1971, transmitting
a copy of a letter from the State Highways Division
regarding participation by the County of Hawaii in the
acquisition and construction costs of Haunani Road and
Lanihuli Road connections. Recommends that the attached
Resolution No. 438 be adopted and transmitted to the
State Highways Division, Dept. of Transportation, and
the State District Engineer, Hawaii, setting out:
a. Authorization to enter into an agreement with the
State.
b. The public purpose and necessity to be served by
these side roads.
c. Funding for acquisition of land and road building.
d. Provision for holding the State harmless from any
liability arising under such agreement:

'No. 1654: BICYCLE SAFETY
From Members of the Republican Party, 2nd District,
12th Precinct, submitting a resolution supporting either
an amendment to Ordinance No. 39 or the instituting of a
new ordinance requiring people who apply for bicycle
licenses to pass a short oral examination on bicycle
safety before such license is issued.
,ztLC- 1654. 1: From Philip D. Hooton, Chairman, Highway Safety Council,
dated November 15, 1971, informing that Act 150, the new
State Traffic Code, will go into effect on January 1, 1972
and that the Code will apply unless the County chooses to
use Ordinance No. 39.
Before any attempt is made to change existing legislation,
they hope the interested parties receiving copies of the
resolution can get together and attempt to draft suggested
legislation that would adequately deal with licensing
and relicensing all vehicle operators. Stiffer licensing
and improved driver education offer two avenues to safer
traffic, but both will be difficult to achieve.
Refer to the Police Department for
a recommendation and authorize them
to purchase 10,000 copies of the
pamphlets on bicycle safety and refer
to Finance Director for funding.

HOLUALOA 4th, NORTH KONA
From Corporation Counsel Wendell Kimura dated December 9 ,
1971, transmitting for acceptance the road dedication deed
for the above and informing that the Public Works
Department has recommended acceptance.

,de, C- No. 1760: DESIGNATION OF MID-BLOCK CROSSWALK IN HONOKAA
From Chief Engineer dated December 10, 1971, informing
that with the completion of the Administration Building
at Honokaa School, there is a need to provide a marked
crosswalk to connect the building with the covered walk-
ways located across Pakalana Street. Requests that this

, cep No. 1762 : COST ESTIMATE TO REPAVE KAIWIKI ROAD (Rec. 2/PWC-68)
From Chief Engineer dated November 26, 1971, informing
that the cost estimate topave the section between the
Mauna Kea Sugar Company Office to the new realigned
section is $16,000 for approximately 600 lineal feet.
The cost estimate to resurface and widen the road above
the realigned section to the Kaiwiki Bridge is $150,000,
for approximately 10,000 lineal feet. Improvement of
the road could be done under the CIP project, Improvements
to Homestead Roads, as the Kaiwiki Road is the Kaiwiki
Homestead Road. Funds have been appropriated under
Ordinance No. 409 ($100,000) and Act 197, SLH 1971,
Item 3-K-13 ($100, 000) .
Approve paving of the section between the
Mauna Kea Sugar Company Office to the
new realigned section and request the
Chief Engineer to set the priority for
homestead roads for Hilo and if Kaiwiki
Road is the top priority, authorize him
to proceed with the work.

From Chief Engineer dated December 15 , 1971, recommending
approval of $1,000 as just compensation for the property
to be acquired for the subject project.

payment be made to the property
owner.

,:.:c- 0 - No. 1768 : KAIMU-PAHOA ROAD - Project No. S-0130(12)
From Chas L. Schuster, District Engineer, State Dept. of
Transportation, dated December 16, 1971, submitting for
consideration and approval amendments to Ordinance No. 39
after completion of the Kaimu-Pahoa Road project. These
changes were reviewed and endorsed by the Highway Safety
Council.
Approve recommendation and refer
to Corporation Counsel to prepare
proper amendments.
,mac C - No. 1771 : PETITION NOS. 24 and 26
From A. L. Draeger, President,Kona Chamber of Commerce,
and Frank J. Zuzak, Chairman, Kailua District Committee,
dated December 15, 1971, requesting a report on Petition
No. 24 pertaining to elimination of parking spaces on
Alii Drive, and Petition No. 26 pertaining to use of
certain parcels fronting Kuakini Highway for purpose of
public parking areas.
Request Chief Engineer to transmit
a status report on Petition Nos. 24
and 26 to the writers.
�No. 1772 : CHANGE LIGHTS AT HONOLII PALI NO. 2 AT KUHIKAHI ST. -
MAMALAHOA INTERSECTION TO SODIUM VAPOR LIGHT 64-286)
From Chief Engineer dated December 16,7„ informing
that HELCO has been instructed to replace the existing
200-watt radial wave type street light on Pole No. 2,
Kuhikahi Street at Honol- i Pali No. 2, with a 175-watt
mercury vapor, type II, light.

C- No. 1775 : DEDICATION DEED - MUNY LINKS HOMESITES SUBDIVISION
WAIAKEA HOMESTEADS, SOUTH HILO
From Corporation Counsel dated December 27, 1971,
transmitting for acceptance the deed for the dedication
of roads, water system and drainage easements in the
above subdivision and informing that the Public Works
Department has recommended acceptance:
