HomeMy WebLinkAboutREP PWC 073 01/28/1972 1969-1972 •'i • • PUBLIC WORKS COMMITTEE REPORT REPORT NO 73 Councilmen County of Hawaii Hilo, Hawaii The following are the recommendations of the Public Works Committee which were considered at its meeting of January 28, 1972: COMMUNICATIONS k,-- No. 1686.2: ABANDONMENT RESOLUTION AND QUITCLAIM DEED FOR A PORTION OF WAILOA FLOOD CONTROL CHANNEL RIGHT-OF-WAY, WAIAKEA, SOUTH HILO (TMK: 2-2-29) (t-1686 & 1686. 1/PWC-70) From Chief Engineer dated January 17, 1972, submitting the quitclaim deed and an abandonment resolution for the subject flood control channel.:_ right-of-way. Requests approval and authorization for execution of the deed by the Mayor. Approve and recommend adoption of Resolution No. 448 and authorize execution of the quitclaim deed by the Mayor. (Mr. Yamada declared a conflict of interest and abstained from voting. ) 'No. 1797: REQUEST TO ABANDON IHI STREET ROAD RESERVE WAIAKEA, SOUTH HILO From Sunao Kido, Chairman and Member, Board of Land and Natural Resources , dated January 5, 1972, requesting formal abandonment of Ihi Street inasmuch as it does not serve as access to any lot and the State has no intention of improving same. Informs that upon official abandon- ment of the road reserve, they intend to subdivide and sell the remnants to abutting property owners. The Public Works and Planning Departments have recommended approval of the abandonment. d,.- 1797.1: From Chief Engineer dated January 24, 1972, submitting for consideration and adoption, Resolution No. 450 to abandon a portion of Ihi Street Road Reserve: Approve and recommend adoption of Resolution No. 450. J���,.'!:.-YO e- No. 1799: ADOPTION OF NEW BUILDING CODE From Chief Engineer dated January 13 , 1972, transmitting for review and consideration Bill No. 840 adopting the Uniform Building Code, 1970 Edition, Volume I, with amendments, as the building code for the County of Hawaii. Approve and recommend passage of Bill No. 840 on first reading. - No. 1800: ADOPTION OF NEW PLUMBING CODE From Chief Engineer dated January 13, 1972, transmitting for review and consideration Bill No. 841 adopting the 1970 Edition of the International Association of Plumbing and Mechanical Officials Uniform Plumbing Code, with amendments, as the plumbing and gas code for the County of Hawaii. Approve and recommend passage of Bill No. 841 on first reading. 2l« a - Pet. 29: Petition of November 24, 1971, opposing resort development in South Kona, the proposed scenic roads and present planning of the area. Requests that the County of Hawaii take necessary action to implement and insure the proposals as mentioned in the petition: Refer the following items to the Finance Committee: 2. The existing parks be restored for local use. A. The new Keei Golf Course and Land acquisition in Napoopoo, Kaawaloa and Kealakekua Bay perimeters. B. The underwater viewing gardens between and from Kaawaloa Lighthouse to and beyond Palemano Point, including Mokuakae Bay. C. The proposed county park at Palemano Point. That all other proposed land acquisitions and changes not take place nor precedent without consent and involvement of the citizens in that area by properly planned community meetings which will be conducted during after working hours in the areas affected so that tax paying and property owning, renting or leasing citizens may be accorded their constitutional rights of representation in matters that directly affect their ways of life, livelihood or means of employment. Bill 843: An ordinance amending Ordinance No. 409, as amended, relating to the capital budget for the period from July 1, 1971, to June 30, 1972 to appropriate $25,000 for the paving of Ainalako Road from Ainaola Drive to Leimamo Street: ( Intr. By: Mrs. Yadao) Approve and recommend passage on first reading. RECOMMENDATION No. 1 Appropriate $12,000 additional for the South Kulani Road project in Mt. View so that the County can take advantage of the very favorable bid.
