(Items 4 and 5 referred to PWC) 1810.1 : From Legislative Auditor dated February 8, 1972, responding to Item 4 of Communication 1810 regarding the status of various public works projects in the Kona area: Item 4 : Accept Legislative Auditor's report, as amended. Item 5 : Inform the writer that at the present time the County does not have an anti- pollution ordinance for all County dumps but since this is a requirement of the General Plan, an ordinance to implement this will be considered. Also inform writer that answers to their other questions will be forthcoming shortly. Essentially the Corporation Counsel's office refers to Section 62-34, HRS and Section -163 of. Act 150, SLH1971, which gives the County the authority to establish speed limits for all highways in the County. Refer the Assistant Corporation Counsel's opinion to the State District Engineer for a reply, and that if he holds to his present opinion, the Council will then refer the subject matter to the Attorney General's Office for a clarification. • cC-No. 1824 : IMPROVEMENT DISTRICT PETITION - KAILUA-KONA From Mayor Kimura dated February 3 , 1972, transmitting petitions for an improvement district in Kailua-Kona for the Council' s consideration and action. Refer to the Chief Engineer to prepare the proper resolution. ,d(e..0-No. 1825 : PROPOSITIONS OF THE HILO WOMAN'S CLUB From Kathryn Beveridge, Civics Chairman, Hilo Woman' s Club, dated February 2, 1972, submitting two propositions for the Council' s consideration: 1. A fleet of ten "mini-buses" to begin a well-planned, regulated public transporation system to take care of the need for public transportation; 2. The County undertake termite control as a County function, starting area by area with inspection and treatment, due to the growing termite problem. Refer Item 1 to the Dept. of Research and Development and the County Trans- portation Commission and refer Item 2 to the Chief Engineer for their comments and recommendations . { - /nwc-7�� , ?- No. 1834 : STREET LIGHT REQUESTS - HAWAIIAN OCEAN VIEW SUBDIVISION / �J From Councilman Carpenter dated February 7, 1972, request- ing favorable consideration on a request from the Hawaiian Ocean View Community regarding the installation of street lights at the intersections as listed by priorities . Support requests and refer to the Chief Engineer for his consideration. PWC-74 -4- February 11, 1972 RECOMMENDATIONS /rev eG.No. 1 : Request the Chief Engineer to : (1) find out from the State Department of Transportation whether or not there are any funds for the improvement of the Mamalahoa Highway from Milolii towards Kailua; and (2 ) request the Public Utilities Commission to grant the tour companies permission to conduct tours through the papaya and orchid fields and the eruption sites in the Puna area, and report back to the Council. Honolulu, Hawaii 96$13 It has come to the attention of the Hawaii County Council that ground transportation companies are not permitted to conduct tours through the papaya and orchid fields and the eruption sites in Puna. The Council feels that these attractions are of particular interest to the visitors and that the Public Utilities Commission should not ban the tour drivers from going into these and other scenic sites in the lower Puna area,` but should allow the development of a circuitous route so the visitors could view .and appreciate the natural 'andawesome beauty that Puna offers.
