(Mr. Yamada declared a conflict of interest and abstained from voting. ) iIk C-No. 1796.1: ESTABLISHMENT OF ONE-HOUR TIME LIMIT PARKING FOR KAILUA-KONA (C-1796/PWC-72 - Bill 853/PWC-75) From Kona Chamber of Commerce dated February 29, 1972, requesting the Council to postpone or defer action on Bill 853 to establish one-hour time limit parking on Alii Drive in Kailua-Kona pending one of the three suggested means of public expression by the Village of Kailua 1 PWC-76 - 3 - March 8, 1972 Notify the writer that the County will implement this plan on a 60-day trial basis and that the Council will take a poll of property owners and merchants fronting Alii Drive in the Village of Kailua as suggested in procedure 1 before the end of this trial period. ,e„ C- No. 1825. 1: SECOND PROPOSITION OF THE HILO WOMAN' S CLUB ON TERMITE CONTROL (6-1825/PWC-74) From Chief Engineer dated February 29, 1972 , informing that for the County or any organization to attempt to control termite within the County on an area to area basis would be almost an impossible task as it would involve massive poisoning of grounds , structures , plus follow up. Feels that the present control on an individual basis through regular, periodic inspections and treatment by people who understand the habits and workings of termites is the most practical method. Massive treatment on a County-wide basis can lead to ecological and legal problems. Concur with the comments of the Chief Engineer and copies of this communication be transmitted to the Hilo Woman' s Club and Mrs. Lelia McKeon for their information. �qn c-- No. 1841: SPEED LIMIT ON BANYAN DRIVE (Rec. 1/PWC-70) From Philip D. Hooton, Chairman, Highway Safety Council, dated February 1, 1972, recommending that Section 10-4( a) or Ordinance No. 39 be amended by adding the following subsections to establish a 25 mph speed limit: "_.Lihiwai Street in Hilo, from Kamehameha Avenue extending through Liliuokalani Park and to its terminal at the intersection with Banyan Drive. Banyan Way in Hilo, from Kalaniananole Avenue to Banyan Drive. " Accept recommendation and refer to the Corporation Counsel to prepare the proper amendments. (Oppose: Messrs. No. 1861: FUNDS FOR IMPROVEMENT TO MAMALAHOA HIGHWAY FROM MILOLII TO KAILUA (Rec. 1/PWC-74) From Chief Engineer dated February 23 , 1972, informing that two appropriations (Act 155/69, $250,000, and Act 187/70, $l00QQ00) ; have been made toward the road improvements. Both allotments have been expended, principally to improve bad curves. Diet, 1861. 1: CONDUCTING TOURS THROUGH PAPAYA AND ORCHID FIELDS AND ERUPTION SITES IN PUNA (Rec. 1/PWC-74) From Vernon H. Nunokawa, Executive Director, Public Utilities Commission, dated February 29, 1972, informing that certificated carriers on the island of Hawaii, with the exception of Hawaii Trails Corporation and Hawaiian Sportsman, possess from their Commission operating authority to transport- passengers with motor vehicles over irregular routes on the entire island and are at liberty to provide transportation service to all points and places on the island provided carriers receive permission from property_ owners. The applicable tariffs on file with the Commission's office provides for the carriers to conduct tours in the Puna area; if not on a per-person basis , definitely on a charter hour basis. Feels that this highly valuable stretch of near-shoreline property should not be abandoned by the County and instead should be kept for future use, such as for a public parking area, and indirect exchange, or a mini-park area for residents in the Kailua area: Receive and file, and inform writer of the action taken on Communication Nos. 1864 and 1865. Pet. 30: IMPROVEMENTS TO LAULA ROAD Petition by the residents and taxpayers of the Laula Road area, Hilo, dated February 24, 1972, requesting the County to widen and pave Laula Road immediately.
