From Acting Corporation Counsel Clifford Lum dated
March 1, 1972, transmitting for acceptance the road
and water system dedication deed for the above and
informs that the Public Works Department has
recommended acceptance.
Accept the road and water system
dedication deed.
�No. 1607: SIDEWALK ALONG SEAWALL IN KAILUA-KONA (Rec. 1/PWC-63)
From Chief Engineer dated September 14, 1971, submitting
cost estimates to remove the plants and replace with
exposed aggregate concrete sidewalk along the seawall
in Kailua-Kona:
1) Concrete pavement with pebbles imbedded $3 , 500
2) Concrete pavement without pebbles imbedded $2, 500
kA- 1607. 1: From Chief Engineer dated March 9, 1972 informing that
the Planning and Public Works Departments concur with
the Department of Parks & Recreation's recommendation
of planting approximately 10 coconut trees with 10-foot
trunks in the empty planting wells, estimated at $50.00
per tree.
Approve the recommendation to plant
coconut trees along the Kailua
seawall.

�No. 1807: ABOLITION OF SEWER FUND AND CONSOLIDATION WITH
GENERAL FUND
From Mayor Kimura dated January 20, 1972, submitting for
approval, Bill No. 842 to abolish the Sewer and Sanitation
Fund and its consolidation with General Fund, to become
effective on July 1 1972. Transmits a copy of the
Corporation Counsel' s opinion advising that the Sewer
Fund may be abolished and that sewer revenues and
expenditures can be accounted for in the General Fund
and informs that the Finance Department concurs with
the recommendation.

letters from Peat, Marwick, Mitchell & Co. , and the
State Legislative Auditor with regard to the subject
matter.

ee, 0- No. 1824. 2: KAILUA MALL IMPROVEMENT DISTRICT
From Mayor Kimura dated March 9, 1972 , transmitting for
information letters from William S. Kawahara with attached
petitions opposing the closing up of Alii Drive.
Inform Mr. Kawahara that the petition
for creation of the improvement district
was filed by 60 per cent of the owners
within the area as required by law and
that objections to the Kailua Mall plan may
be made at the time the public hearing is
held on the proposed improvement district.

From William J. Paris , Jr. , Chairman, County Transportation
Commission, dated March 8, 1972, recommending that since
the final report of a bus study by Alan M. Voorhees &
Associates is forthcoming shortly, to wait for the final
report before considering any alternatives to the present
system.

No. 1837: BUS SHELTER - KURTISTOWN
From Tito Nicolas dated February 9, 1972, requesting
consideration of installing a bus shelter at 9% miles,
Kurtistown, for their school children.

report regarding the construction of bus shelter for
school children.
Deny the request and send Mr. Nicolas
a copy of the Chief Engineer' s report.
�No. 1854: SEWAGE DISPOSAL - PLANTATION COMMUNITIES OF PAUKAA AND
PAPAIKOU
From H. M. Gomez, Manager, Mauna Kea Sugar Company, dated
February24, 1972, proposing that the Council at its

earliest convenience provide an answer to whether the
County Engineer shall be permitted to apply for Federal
funding through either the Department of Agriculture' s
Farm Home Administration or the EDA or both for the
construction of sewage treatment plants for the Paukaa
and Papaikou communities.

three recommendations for the Council' s consideration,

filing of an application for Federal
assistance.
�No. 1860. 1: BICYCLE PATHS
From Chief Engineer dated March 15, 1972 , informing that
their study to determine the feasibility of providing
bicycle paths along our streets and highways , revealed
that most of our roads and rights-of-ways are substandard
type with narrow pavements and shoulders. Recommends that
if any bicycle paths are to be proposed in the future,
that a separate easement or right-of-way be provided
outside of the road right-of-way on future new road
construction, when permissible, with slopes not greater
than 10 per cent. The approximate cost for constructing
bicycle paths varies between $10 - $30 per running foot
for a 6-foot path and between $20 - $40 per running foot
for a 20-foot path, depending on the topography-of the
terrain and not including land cost.

Atu 6- No. 1864. 1: OLD KAILUA-KEAUHOU BEACH ROAD (C-1864/PWC-76)
From Roy K. Nakamoto, Attorney for Berlon A. Roberts ,
dated March 17, 1972 , requesting reconsideration of
Mr. Robert' s application to purchase Remnant 20 of the
Old Kailua-Keauhou Beach Road at Holualoa 1 and 2, North
. Kona, as he will suffer great hardship if he cannot
acquire this remnant.
„L„ 8- 1864. 2: From Councilman Yamada dated March 23, 1972, submitting a
letter from Mr. Lewis T. Sterry relative to the Council' s
action on the application of Mr. Berlon A. Roberts and
Mr. James Okimoto to acquire remnants adjacent to their
properties.
Rescind action taken on Comm. 1864,
Public Works Committee Report 76.
Approve request to abandon Remnant
20 and refer to Corporation Counsel
to prepare the proper resolution.

(- No. 1873: 12-MILE ROAD - KURTISTOWN
From John S. F. Tan, dated March 8, 1972, requesting that
additional funds be made available to complete the improve-
ments to the 12-mile road in Kurtistown.
1873. 1: From Chief Engineer dated March 24, 1972, informing that the
Bureau of Road Construction and Maintenance has rescheduled
the work from March 23rd to complete the work under R & M -
Puna funds to haul the gravel surfacing material for final
grading.

No. 1876: INSTALLATION OF TRAFFIC SIGNAL LIGHTS
INTERSECTION OF KONAWAENA SCHOOL ROAD AND MAMALAHOA HIGHWAY
From Kona HCEOC Kealakekua Community, Kona District Council
Board, dated February 28, 1972 , urging immediate installation
of traffic signal lights at the above intersection to protect
the children and also some of the elderly who use this
intersection. Also recommends in conjunction with the
traffic lights that a policeman be stationed there during
the rush hours and the installation of warning signs to
advise motorists that they are entering an active school
zone.

44:c. a- No. 1876.1: From Ernest J. Fergerstrom, Chief of Police, dated March 10,
1972, submitting for consideration, comments on the subject
matter. Feels that proper pavement detector and pedestrian
actuated signals at this location would alleviate traffic
flow and eliminate the necessity for a traffic officer.
Although they favor the installation of signals , recommends
• that this matter be referred to the County Traffic Engineer
for his consideration.
Refer to the Traffic Engineer for his
consideration and request the Public Works
Department to post School Zone signs.

PUUKAPU, SOUTH KOHALA
From Acting Corporation Counsel Clifford Lum dated March 1,
1972, transmitting for acceptance the road dedication deed
for the above and informs that the Public Works Department
has recommended acceptance.
Accept the road dedication deed.
"No. 1878: AKAKA FALLS ROAD (PROJECT NO. 220A-02-72)
From Mayor Kimura dated March 9, 1972 transmitting for
information, a letter from Dr. Fujio Matsuda requesting
portions of land owned by the County of Hawaii at Honomu
to be transferred to the State of Hawaii for the subject
project.
Request the Chief Engineer to submit
a report to the Council at its
April 5 meeting.
No. 1879: DRYWELL SUMP AT THE LANIKAULA-KANOELEHUA INTERSECTION
(Rec. 3/PWC-75)
From Chief Engineer dated March 9, 1972 , informing that
their department investigated .the possibility of improving
the subject drywell sump and found that it is possible to
deepen the sump. Additional excavation will be very
costly, possibly in the neighborhood of $200 per foot
plus an additional $1,000 to remove and replace the sump
cover.

No. 1879: Also informs that the State Highway is presently having
the Kanoelehua inbound lane designed and a drainage system „-
is
is being proposed to be included in the construction.
Their department has been consulted as to the drainage
requirements as well as possible participation by the
County to tie in the proposed drainage system to theirs.
Should the State incorporate the drainage system with
their project, most of the flooding and ponding condition
in the vicinity of Kanoelehua Avenue will be alleviated.
Accept the recommendation of the
Chief Engineer to install a dry
well sump in front of the old UPW
building and the Chief Engineer be
requested to look into the possibility
of tieing in the present sump to the proposed
State drainage system.
,fse- No. 1881: REQUEST FOR PEDESTRIAN SAFETY WALKS ON KINOOLE STREET FROM
PUAINAKO TO KAWAILANI STREETS AND ON KILAUEA AVENUE FROM
OHEA TO KAWAILANI STREETS
From Chief Engineer dated March 13 , 1972 , submitting for
consideration the subject request from the Waiakea Home-
steads Chuo Kumiai. Preliminary cost estimates for the
improvements are as follows:
Kilauea Avenue,ifrom Ohea Street to
Kawailani Street - A.C. walkway with
berm, 5,450 feet $175,000
Kinoole Street from Puainako Street
to Kawailani Street - A.C. walkway
with berm, 3 , 600 feet . . . . . . . . . . . . . . . . . $ 30,000
Funding for the two projects must be considered under C. I.P.
appropriation. Under Section 265-28, HRS , the County
Council may require the construction cost for the curb and
sidewalk be assumed by the abutting property owners.
Improvement by assessment under Ordinance No. 350 is
another means of implementation, although time consuming.
Estimated cost for the concrete curb and sidewalk is
$250,000 per mile for one side of the street.
Approve the construction. of A.C. walkway
on Kinoole Street from Puainako Street
to Kawailani Street and refer to 1972-1973
CIP budget for funding.

From Mayor Kimura dated March 22, 1972 submitting a
resolution for adoption by the Council authorizing the Mayor
to sign the Honokaa Watershed Application on behalf of the

- No. 1889: AMENDMENTS TO ORDINANCE NO. 39
From Chief Engineer dated March 22, 1972 informing that the
Public Works Department has completed the construction of an
asphaltic concrete safety walk along Kamani Street in
Pahala, Kau and recommends that this area be designated as a
safety zone and that parking be prohibited along the walkway.
Requests that Ordinance No. 39 be amended by the addition of
the following paragraph as item c) to subsection(b)4 of
Section 14-7, and also as item c) to subsection(b)4 of
Section 17-8:
"c) On the south side of Kamani Street from the Kau
Hospital access road and extending mauka for
approximately 535 feet to the Old Government Road
makai of Maile Street. "

Chief Engineer be requested to look into the cost of
painting the Retarded Children's Day Care Center at the
old Hilo Hospital and to make this report available to
the Public Works Committee at its 3/29 meeting.

CONSTRUCTION OF WATER LINE FOR CAPTAIN COOK HEIGHTS

From Chief Engineer dated March 9, 1972, recommending
that the Council proceed with the improvement district
and by resolution conditionally, accept the Corps
Construction, Ltd. 's bid and direct the Chief Engineer
to prepare a corrected map and preliminary assessment roll.

Bill 861: DESIGNATION OF MID-BLOCK CROSS WALK IN HONOKAA(C-1760/PWC-71)
An ordinance amending Section 14-2 (c) 1 of Ordinance No. 39

Honokaa School fronting the Administration Building.

Bill 863: SPEED LIMITS - MOHOULI SUBDIVISION (C-1842/PWC-75)
An ordinance amending Subsection ( a) of Section 10-5 of
Ordinance No. 39 to reduce the speed limit from 35 mph to
25 mph for streets within the Mohouli Subdivision in
Waiakea, South Hilo.
