O. Isherwood, Sr. , Administrator, Hawaii County Civil Defense Agency, dated March 28, 1972, submitting for approval revisions of the County' s Plan for Emergency Preparedness , updated to March 1, 1972, and March 15 , 1972. Approve revisions. No. 1796.2: ONE HOUR PARKING ON ALII DRIVE, KONA From L. M. "Jack" Prince, President, Kona Chamber of Commerce, dated March 29 , 1972, informing that they take exception to a 60 day trial period of one hour parking on Alii Drive and that they disapprove of any metal signs being installed to enforce this one hour parking. Asks whether off street parking will be made available for employees and employers as well as visitors. Reiterate previous action that this plan will be implemented on a 60-day trial basis and that the Council will take a poll of property owners and merchants fronting Alii Drive in the Village of Kailua before the end of this trial period. — File No. 4111""'� ADOPTED: April 19, 1972 M. No. Date: APR 19 1972 .� N . • 411 PWC-78 - 2 - April 17, 1972 /Su, C_No. 1808: SHOPPING MALL - ACQUIRE PROPERTY FOR MAUKA ACCESS (KONA) From Joseph Bottero, Chairman, Police Committee, West Hawaii Committee, dated January 17, 1972 , submitting a proposal to acquire an adjacent property from the new shopping mall for a mauka access, in order to eliminate vehicular entrance and exit from the Kuakini Arterial Highway frontage. Deny request. 1808.1: From Planning Director dated February 3, 1972 , informing that in addition to the acquisition scheme submittal by the West Hawaii Committee, the Council could also entertain down-zoning of the area. It is their understanding that the State is deliberating the access situation which although it may not reduce traffic, may channel it more propitiously. Also informs that the "shopping center" plan has not been submitted to their department, that presently the developer' s plan was only for the restaurant and office and storage. i 1808. 2: From Henry K. Boshard, West Hawaii Committee, dated March 7, 1972, transmitting a copy of a letter from Mr. Chas. L. Schuster, District Engineer, State Dept. of Transportation, informing that he will support any measure to alleviate the traffic problems on Kuakini Highway. Condemnation of the property mauka of Kuakini Highway and Seaview Subdivision was suggested for the purpose of providing an access for the residents fronting the highway, and particularly the shopping mall. 1808. 3: From Traffic Engineer dated April 6, 1972, informing that they are in favor of limiting accesses onto high-speed through highways to the minimum possible. D. Schnebly dated April 6, 1972, informing that he is opposed to the three items above which will affect his properties in Kailua, Kona. Request the County Clerk to send all information available on the Kailua Mall proposal to the writers of the communications and assure them that the Council will keep them informed of the progress of the subjects that they expressed their concerns. No. 1883: TRAFFIC PROBLEM - KAMEHAMEHA-WAIANUENUE INTERSECTION (Rec. 1/PWC-67) From Traffic Engineer Richard Mitsumori dated March 9 , 1972, submitting a status report on the subject matter and informs that further studies are required to finalize the suggested recommendations. ALL, - 1883. 1: From Police Chief Fergerstrom dated Aprilril 5, 1972 sub- mitting comments on the preliminary report submitted by the Traffic Engineer. Agrees substantially with the alternate courses of action and conclusions and fully supports the suggestion to relocate the access but recommends that the connection be made at Ponahawai Street rather than Haili Street. Accept the following verbal recommendations of the Traffic Engineer: 1. The ultimate solution should be to relocate the connection to the Bayfront Highway. 2. Instead of a separate consultant planning contract, the study should be incorporated as part of the Planning Department' s " 701" project. 3. The Public Works Department coordinate with the State Highways Division and with the Police and Planning Departments to adopt a plan to limit certain traffic movements to alleviate the difficulty in travelling through the subject inter- section. t -�a> 411Aft quip PWC-78 - 4 - April 17, 1972 • 4,0,0- No. 1905: 4. 3 MILE OF OLD HAMAI'UA COAST HIGHWAY From George H. Abe, Temporary Chairman, Tourist Industry Committee, Hawaii Island Chamber of Commerce, dated April 3, 1972, asking the County to look into the possibility of making the 4. 3 mile stretch of the Old Hamakua Coast Highway known to the motorist by directional signs at both ends of the road where it connects with H-19. Also asks that the County cut back the weed growth and maintain weed control along the makai side of the road where it winds along the shoreline. Refer to the Chief Engineer for favorable action and report back to the Council when completed. �No. 1908: PAINTING OF DOUBLE LINES IN CONGESTED RESIDENTIAL AREAS , ESPECIALLY NAALEHU ( kec. 4/PWC-75) From Traffic Engineer dated April 6, 1972, informing that. a solid yellow centerline was striped in Naalehu on March 28, 1972, to prevent passing within the developed area. 'Bill 868: AMENDMENT TO ORDINANCE 39 (TRAFFIC CODE) Amends Section 10-5(a) (Special Speed Limits) , of Ordinance No. 39 to establish a 25-mile speed limit for Lihiwai Street and Banyan Way. (Intr. By: Mrs. Yadao) Recommend additional amendment to Ordinance 39 to reduce the speed limit on Banyan Drive from 35 mph to 25 mph. Approve and recommend passage of revised Bill 868 on first reading.
