The following are the recommendations of the Public Works Committee
which were considered at its meeting of April 28, 1972:
COMMUNICATIONS
,& C- No. 1133.15: DISCOVERY HARBOR IMPROVEMENT DISTRICT NO. 11
From Director of Finance dated April 13, 1972, submitting
for adoption a resolution confirming the amount and
denominations of bonds with their respective numbers and
dates of maturities. A revision in the original schedule
was necessitated by payment in full of assessment No. 830
in the amount of $5,994. 73.
Approve and recommend adoption
of Resolution 498.
AA- No. 1272.2: WALKWAY ON HAIHAI STREET
From Director of Finance dated April 21, 1972 informing
that bids for construction of walkway on Haihai Street
between Kinoole Street and Nalani Street were opened and
the low bid was $33,581. 70. Requests that an additional
$10,000 be made available from Project Contingency
(C-82000) as only $24,000 is available (Account No. C-32113) .
Approve request for the additional
funds.

G.- No. 1398.1: IMPROVEMENT DISTRICT NO. 5, KISHI SUBDIVISION
IMPROVEMENT DISTRICT NO. 7, KIMO PLACE ROAD
From Director of Finance dated April 27, 1972 informing
that following receipt of the annual assessment installment
collections on the above-named improvement districts, they
now have sufficient funds to redeem the bonds. Transmits
a resolution authorizing the Director of Finance to call
for payment of the bonds, in accordance with Section 5.5 of
Ordinance No . 350.
Approve and recommend adoption
of Resolution 505.
No. 1654.4: BICYCLE SAFETY
From Mayor Kimura dated April 25, 1972 transmitting
for information a memo from Police Chief Fergerstrom
regarding bicycle safety.

From Chief F'rigineer dated April 19, 1972, submitting
for information a copy of the Department of Land and
Natural Resources ' April 12, 1972 letter in response
to the County' s request for improvement to Railroad
Avenue by the proper State Agency.
Mr. Kido advises that they have no funds nor any plan
to improve Railroad Avenue but do not foresee any
objection should any of the occupants .of the Hawaiian
Home Lands desire to improve its access, provided that
proper clearances are obtained and the improvements made
at their own expense.
Refer to the administration for
consideration in the future CIP
and request the County Clerk to
transmit a copy of Mr. Kido ' s letter
to Shield-Pacific, Ltd.

'No. 1834.1: STREET LIGHT REQUESTS - HAWAIIAN OCEAN VIEW SUBDIVISION
(C-1834/PWC-74)
From Chief Engineer dated April 17, 1972, informing
that they are requesting HELCO to install three street
lights - Items 2, 4 and 5 of the priority list. They
are coordinating with the District Engineer of the State
Highways Division for the installation of the lights
(Items 1 and 3) that are located within the State's
jurisdiction.

No. 1835: HONOKAA-WAIPIO ROAD, PROJECT NOS. 240A-01-67 & 240A-02-71
From Chas L. Schuster, District Engineer, State Dept. of
Transportation, dated February 8, 1972, submitting for
consideration and approval, amendments to Ordinance No. 39
as the Honokaa-Waipio Road is nearly completed.
1835.1: From Ernest J. Fergerstrom, Chief of Police, dated
February 29, 1972, informing that they concur with the
three recommendations and feel that the proposed speeds
are reasonable for the Honokaa-Waipio Road.
26� e- 1835.2: From Highway Safety Council dated April 7, 1972 informing
that they concur with the recommendations of the State
Highways District Engineer to establish 35 and 45 mph
speed limit zones for the Honokaa-Waipio Road.
Approve request of Mr. Schuster to
amend Ordinance No. 39 and refer to
the Corporation Counsel to prepare
the proper amendments.

REMNANTS ALONG ALII DRIVE, HOLUALOA 1st and 2nd, NORTH KONA
('C-1864.1 & 1864.2/PWC-77)
From Chief Engineer dated April 14, 1972, submitting for
consideration and adoption, an abandonment resolution and
quitclaim deed for the subject road remnants. (Request of
Messrs. Berlon A. Roberts and James Okimoto. )
Upon the County's abandoning and quitclaiming its interest
in the road remnants, the matter will be referred to the
State Dept. of Land and Natural Resources for disposition.

No. 1909: VOLCANO ROAD, FAP NO. F-011-2(10) 29 to 26`.MILE POST
From Dr. Fujio Matsuda, State Dept. of Transportation,
dated April 4, 1972, informing that a portion of the
roadway (TMK: 1-1-14-Road: 138) will be required for the
construction of the realigned Volcano Road in the vicinity
of the Hawaii National Park. A quitclaim deed and a
petition for subdivision of the property will be prepared
and submitted to the County later for execution, in
accordance with Section 264-2, HRS, which provides for
the transfer of a county highway to the State when required
for State highway purposes.
1909.1: From Chief Engineer dated April 21, 1972, informing
that upon submittal of the necessary subdivision maps
and quitclaim deed, proper review and action will be
taken. The administration has recommended to Dr. Matsuda
that the subdivision be processed early so that
appropriate action can be taken for the quitclaim deed
for Parcel 138, TMK: 1-1-14 Road (Rudy Tongg Subdivision) .

(TMK: 8-4-13) SOUTH KONA("Rec. 1/FC-79)
From Chief Engineer dated April 10, 1972, informing that
the estimated cost for the improvement of the driveway
is $1,000 and that funds can be made available under
Minor C.I.P. The members of the Kona Mauka Trollers
claim that launching their boats from the driveway into
deeper waters is possible and would serve as a ramp while
they wait for the State Harbor Division's proposed boat
ramp.
Authorize the Chief Engineer to
proceed with the project.

A-e, C, -No. 1920: ROADWAY REMNANTS WITHIN THE COUNTY OF HAWAII
(Re: tec. 1/PWC-77)
From Chief Engineer dated April 13, 1972, informing that
the request to have their department look into the use of
roadway remnants by the abutting land owners is time
consuming and cannot be readily handled by the present
staffing. Recommends that this matter be held in abeyance
and to investigate the usage of the road remnants upon
request by the abutting land owner to purchase the remnant
at which time the necessary parcel map and description
and other survey information will be available so that they
can correlate future road use consideration and reservation.

No. 1921: R. H. GRANT SUBDIVISION (TMK: 2-15-12)
From Acting Corporation Counsel dated April 14, 1972,
transmitting for acceptance the roadway dedication deed
and drainage easement for the above subdivision and informs
that the Public Works Department has recommended acceptance.

46,e_ No. 1932: SEWER OUTFALL REPAIR
From Chief Engineer dated April 26, 1972, informing that
recent inspection of the Hilo Sewer Outfall indicated
necessity for immediate repairs to certain sections of
the outfall line. Because of the nature of the repair work,
it becomes necessary that the work be let to a private
contractor. Statute allows that such work for repairs
and maintenance can be awarded without the benefit of formal
advertisement for bids, provided that Council approval is
first received and requests authorization for the awarding
of the contract based on this procedure. Funds for the
repairr:work are available under Ordinance 409.

ALL., Pet. 18.8: WATERLINE IMPROVEMENTS FOR CAPTAIN COOK HEIGHTS
SUBDIVISION, UNIT I - IMPROVEMENT DISTRICT NO. 9
From Chief Engineer dated April 11, 1972, transmitting
for adoption a resolution to approve, adopt and ratify
the preliminary report of the Chief Engineer on assessment,
and to provide for the payment of assessment against
the property within the improvement district and for such
bond issue as shall be necessary.
Recommends that the Final Assessment Report be accepted
and no public hearing is necessary on the total amount
of the improvement cost and assessment rate because the
improvement district is 100% by the petitioners.
Approve and adopt Resolution 499
and accept the Final Assessment
Report.
,„, Pet. 31: PETITION - TRANSFER STATION FOR PAPAIKOU
Petition for a transfer station at Papaikou, "an alternate
to a rubbish dump, " from residents and Taxpayers of Lower
and Mauka Kaieie, Kalaoa, Kaapoko Homestead Road, Gym Camp,
Moirton, Office Camp, Silverton, Lower & Mauka Anderton
and Puueopaku as located within Papaikou and Paukaa at
the outskirts.
Refer to the Chief Engineer to
proceed immediately to establish
a site for a transfer station at
Papaikou, coordinating this wokk
with the community.
Bill 872: AMENDMENT TO ORDINANCE NO. 39 (C-1889/PWC-77)
Amends Ordinance No. 39 (Traffic Code) designating

Kamani Street in Pahala, Kau, as a safety zone and
prohibiting parking along the walkway.
