HomeMy WebLinkAboutREP PWC 081 06/02/1972 1969-1972 I , •r'r PUBLIC WORKS COMMITTEE REPORT REPORT NO 81 Councilmen County of Hawaii Hilo, Hawaii The following are the recommendations of the Public Works Committee which were considered at its meeting of June 2 , 1972: COMMUNICATIONS No. 1448.1: TRAFFIC SIGNAL LIGHTS - PUAINAKO-KINOOLE & PUAINAKO-KILAUEA Copy of a letter to the Waiakea Homesteads Chuo Kumiai from the Chief Engineer dated May 16, 1972 , informing that although traffic volume counts proved insufficient to meet signal installation warrants, analysis of the number and types of accidents seems to point out that signals maybe warranted. Therefore, these two projects will be submitted as part of a Federal-Aid Program called "TOPICS" through which implementation may begin in 1973. Receive and file. No. 1604. 3: SEWER IMPROVEMENT DISTRICT - KAUILA STREET From Miss Kathryn Beveridge dated April 14, 1972, protesting the creation of the sewer improvement district for Kauila Street and feels that the proposed plan is unnecessary, arbitrary and unfair. 1604.4: From G. K. Patten dated April 14, 1972 , informing that as a land owner on Kauila Street, he wished to go on record as being opposed to designating Kauila Street a sewer improvement district and the imposition of assessments upon it for this improvement. �- 1604.5: From Mrs. Catherine L. Dupre dated April 14, 1972, informing that she would like to go on record as objecting to the proposed sewer improvement district on Kauila Street. BSc- 1604.6: From Toshio Serizawa dated April 14, 1972, registering his objection to the designation of Kauila Street as a sewer improvement district. Blackshear dated April 18, 1972 informing that his objection to the sewer improvement district is that those needing this service should bear a much greater proportion of the costs. Receive and file. ,A_No. 1604.8: From Chief Engineer dated May 11, 1972, recommending that the Kauila Street Sewer Improvement District proceed due to the following reasons: 1. Only 37.11% of the property owners by area objected and not the required 55%. 2. To assess only the owners utilizing their properties as zoned and not other properties with same zoning but different uses would be unequal. The other users can always change the use of land to that zoned after the improvements have been put in. 3. There will always be objections against sewer improve- ment districts by owners who feel that their present system is adequate. 4. The initial priorities for expansion should be centered in those areas zoned for high density use such as Puueo. Accept recommendation of the Chief Engineer to proceed with the Kauila Street Sewer Improvement District. (Oppose: Mr. Greenwell) No. 1796.3: PARKING ON ALII DRIVE From Chief Engineer dated May 23, 1972, submitting the results of the survey of the businesses in Kailua Village regarding parking on Alii Drive conducted by the Department of Public Works. Recommends that the following conclusions be implemented through the adoption of amendments to Ordinance No. 39": • • PWC-81 - 3 - June 2, 1972 1. The limited-time parking restriction should be continued. 2. The one-hour time limit should be changed to a two-hour time limit. 3. The parking restriction should be enforced only from 9: 00 a.m. to 6:00 p.m. Accept recommendations of the Chief Engineer and refer to the Corporation Counsel to prepare proper amendments to Ordinance 39. Act, No. 1854.2: SEWAGE DISPOSAL - PAPAIKOU SEWERAGE SYSTEM (C-1854.1/PWC-77) From Chief Engineer dated May 18' 1972 submitting for consideration and adoption Resolution 521 authorizing the County to apply for construction grant benefits from the appropriate Federal agency for the Papaikou Sewerage System. Approve and recommend adoption of Resolution 521. ,&o ,No. 1871.1: STREET LIGHTS ON HAILI, ALAE AND ALA MUKU STREETS AS REQUESTED BY THE HALAI KUMIAI (C-1871/PWC-76) From Chief Engineer dated May 26, 1972, informing that the Halai Hill Subdivision lots on the above streets were subdivided with the intent to do away with sunsightly electric poles on the streets , and rights-of-way were given between the lots in the back of the houses from where these residences are energized. The desirable installation would be an underground. system with metal standards and may cost approximately $70,000. If an overhead system with wooden poles is acceptable, the estimated cost is $15,000. To keep the district free of unsightly wooden poles, recommends that an improvement district program be initiated to have an underground system installed: Accept recommendation of the Chief Engineer. • w PWC-81 - 4 - June 2, 1972 �No. 1905.1: SCENIC ROUTE - OLD HAMAKUA COAST VIA ONOMEA BAY (C-1905/PWC-78) Copy of a letter to the District Engineer, State Highways Division, from the Chief Engineer dated May 9, 1972, concurring with the idea of designating the 4. 3 mile stretch of the old Hamakua Coast Highway via Onomea Bay as a scenic route and inquiring as to the possibility of the State erecting Scenic Route guide signs on Highway 19 at both ends of the scenic route. 1905.2: From Chief Engineer dated May 9, 1972, submitting a status report on the subject matter. Receive and file. lNo. 1931: RESURFACING ROAD LEADING TO HALEPUNA TRACT IN WAINAKU From residents in the Wainaku district dated April 25, 1972, requesting the resurfacing of the road leading to the Halepuna Tract in the Wainaku district. , - 1931.1: From Chief Engineer dated May 9, 1972, informing that the cost estimate to resurface the existing pavement with 1-2 inch thick asphaltic concrete is $2,000 for 600 lineal feet. Approve request to resurface the road and request the Chief Engineer to consider widening the road, if feasible. No. 1939.1: HILO DAY ACTIVITIES AND TRAINING CENTER - PAINTING From Mrs. Verne L. Adams,, President, Hawaii County Medical Auxiliary, dated May 25, 1972, thanking the Council for its action in approving the painting of the inside of the Hilo Day Activities and Training Center: Receive and file. • PWC-81 - 5 - June 2, 1972 /S-0-4- No. 1951: BILL FOR AN ORDINANCE RELATING TO THE ACCOMMODATION AND INSTALLATION OF UTILITIES ON FEDERAL AID SECONDARY COUNTY HIGHWAYS From Chief Engineer dated May 9, 1972 , informing that the Federal Aid Secondary County Program and the Topics Program require that the State, by formal agreement with the County, regulate or cause to be regulated, the use of utilities , and private lines of the rights-of-way of Federal-aid highway projects on a continuing basis and in accordance with a satisfactory utility accommodation policy. Submits for adoption Bill 875 which was patterned after the State Utility Accommodation Policy. Approve and recommend passage of Bill 875 on first reading. ,. No. 1952: TRAFFIC RECOMMENDATIONS From Highway Safety Council dated May 8, 1972, requesting amendments to Ordinance No. 39 on the following items: 1. Reduced Speed Limit of 25 mph at Keauhou, Kona Recommends that reduced speed limits of 25 mph be set for all of the streets makai of Alii Drive in the Keauhou Bay resort area. 2. Reduced Speed Limit of 25 mph in Alae Point Area (Rec. 8/PWC-65) Recommends establishment of 25 mph speed limits on Nahala Street, Makakai Place, and Kahoa Street, and designation of both approaches on Kahoa Street to Nahala Street as STOP intersections. 3. STOP Intersection at Lindsey Road in Waimea Recommends that Lindsey Road be designated as the STOP intersection and that Hokuula Road be the thru street. 4. Reduced Speed Limit of 25 mph on Hale Nani Street and Hale Nani Place Recommends a speed limit of 25 mph which is in line with the traditional speed limit set in special residential and business districts. • • PWC-81 - 6 - June 2 , 1972 • 5. Reduced Speed Limit of 35 mph on Kuakini Highway Recommends speed limit of 35 mph to cover section from Palani Road to the Keauhou intersection. No-passing zone markings will be installed by the State in consonance with the 35 mph speed limit. 6. No-Parking Zone on the Hamakua Side of Kaiwiki Road in Kaiwiki Camp (Rec. 3/PWC-74) Recommends that parking be prohibited on the Hamakua side only as banning parking completely would not provide any area for visitors to park. 7. Parking Control in the Vicinity of Hilo High School on Waianuenue Avenue and in the Unloading Area Recommends that a one-hour parking meter zone be designated for the five stalls on Waianuenue Avenue fronting the Administration Building to provide parking spaces for visitors. To keep the unloading area clear for use by buses and vehicles, a "No Parking - Loading Zone" is needed from 7: 00 a.m. to 8: 00 a.m. and from 2:00 p.m. to 3:00 p.m. A "No Parking - Bus Stop" zone is also needed between 2: 00 p.m. and 3: 00 p.m. Parking should be banned along the entire length of the left-hand lane to facilitate thru traffic. Modification:' "No Parking - Loading Zone" need not be implemented during the 2:00 p.m. to 3: 00 p.m. period and that the parking stalls within the unloading area be striped. Accept recommendations of the Highway Safety Council, except Item No. 5, and refer to the Corporation Counsel to prepare the proper amendments to Ordinance 39. <A,,, /3 ee 6-77/ Refer Item 5 back to the Highway Safety Council for reconsideration. ® • PWC-81 - 7 - June 2, 1972 / fi .. No. 1964: WEEDICIDE From William S. Kawahara dated May 8, 1972, recommending the discontinuance of the use of chemical weedicides by the County along County roads , not only because this is injurious to people and animals but for aesthetic reasons. Feels that weed control along the roadsides can be adequately and better accomplished by mechanical and manual means. Refer to the Chief Engineer for disposition and thank the writer for his concern in the beautification of the island. No. 1967: POHAKEA HOMESTEADS ROAD IMPROVEMENT, INCREMENT 2, JOB NO. P-1799, KAAPAHU, HAMAKUA From Chief Engineer dated May 16, 1972, recommending approval of $2 ,250 as just compensation for Parcel 16, as appraised, required for the Pohakea Homesteads Road Project. Approve recommendation and that payment be made to the property owner. /Lx__. No. 1968: BUS STOP ON MOHOULI STREET AT KAPIOLANI SCHOOL From Chief Engineer dated May 17, 1972, recommending amendment to Ordinance No. 39 to create a bus-stop zone on Mohouli Street at Kapiolani School mauka of the school' s small parking lot by the cafeteria. The cross- walk will also be relocated since its close proximity to Kilauea Avenue tends to create traffic backups. Accept recommendation and refer to the Corporathn Counsel to prepare the proper amendments to Ordinance 39. • PWC-81 - 8 - June 2, 1972 /SD_ No. 1979: ABANDONMENT RESOLUTION AND QUITCLAIM DEED FOR A 40-FOOT ROAD RESERVE, LALAMILO, SOUTH KOHALA (TMK: 6-5-01 and 9) From Chief Engineer dated May 22, 1972, transmitting for approval and authorization for execution of the deed by the Mayor, the quitclaim deed and abandonment resolution for the subject road reserve. Informs that the documents have been reviewed and approved by the Corporation Counsel' s office. Approve and recommend adoption of Resolution 527 to abandon road reserve. Approve and authorize execution of the quitclaim deed by the Mayor. CM-317: PAVING A ROAD IN GLENWOOD Request of Irwin Fernandez at the Council meeting of May 3, 1972, that the County pave the entrance road to the Anthurium Garden Estates in Glenwood, referred to Public Works Committee for consideration. �No. 1983: From Chief Engineer dated May 24, 1972, informing that the road to Anthurium Garden Estates in Glenwood is in the Aloha Estates Subdivision area. The developer is required under the subdivision requirements of the Planning Department tip.. improve the road and to increase to 60 feet with 15 feet strip dedication on both sides and constructed according to the approved plans and specifications. Receive and file; and transmit a copy of the Chief Engineer' s report to Irwin Fernandez for his information. CM-318: PAVING PECK ROAD Request of Jason Inman at the Council meeting of May 3 , 1972, that the County pave Peck Road, referred to Public Works Committee for consideration. • 411 PWC-81 - 9 - June 2 , 1972 Q� No. 1984: From Chief Engineer dated May 24, 1972, informing that under Ordinance 409, $25 ,000 is appropriated and their Puna District crew will perform the repair work incrementally. Receive and file; and transmit a copy of the Chief Engineer' s report to Jason Inman for his information. Pet. 31.1: SOLID WASTE TRANSFER STATION FOR PAPAIKOU(Pet. 31/PWC-79) From Chief Engineer dated May 15, 1972, submitting a report on a general view of their solid waste planning program in the Papaikou area and informs that a more detailed report will be submitted after the additional studies and investigation are completed. Receive and file. 4c- Pet. 34.1: TERMITE CONTROL (Pet. 34/PWC-80) From Chief Engineer dated May 22, 1972, informing that termite control can best be accomplished by the owners themselves , as pointed out in their report in response to C-1825/PWC-74. Receive and file; and transmit a copy of the Chief Engineer' s report to the petitioners. Bill 878: HONOKAA-WAIPIO ROAD, PROJECT NOS. 240A-01-67 and 240A-02-71 (C-1835, 1835.1 & 1835.2/PWC-79) An ordinance amending Section 10-5 (c) and Section 10-5(e) , special speed limits , of Ordinance No. 39 (Traffic Code) , revised ordinances of the County of Hawaii , as amended, ( Intr. By: Mrs. Yadao) Approve and recommend passage on first reading. r • PWC-81 - 10 - June 2, 1972 RECOMMENDATIONS No. 1: KAHEMA STREET - TRAFFIC PROBLEM Request the Chief Engineer to look into the hazardous traffic condition of cars parked on both sides of Kahema Street in Hilo. (Yamada/Hisaoka) No. 2: WEED CONTROL ALONG COUNTY ROADS Request the Chief Engineer to submit cost estimates should the County discontinue the use of weedicides along County roads and go into mechanical and manual means. (Souza/Yad ao) (Oppose: Mr. Yamada) No. 3: IMPROVEMENT DISTRICT ORDINANCE AMENDMENT Request the Chief Engineer to look into the possibility of charging the improvement district assessments on a per unit basis that would be flexible, so that any additional units subsequently built would be assessed and that the assessment rate would be distributed among all unit owners.
